PERFORMANCE-BASED WORK
STATEMENT (PWS)
FOR
INSPECTION AND MAINTENANCE OF CENTAC
COMPRESSORS

1. Description of Services: The contractor shall provide management, labor, equipment, tools, materials, replacement equipment, parts and materials, technical services and other items necessary to perform maintenance, inspections and repairs on the two (2) Centac compressor systems located in Building 240 on Hill Air Force Base. The contractor shall ensure the systems remain in operable condition. This critical compressor systems supports secondary power systems and is used to supply high volume, high pressure air to simulate aircraft conditions.
2. Basic Services: The contractor shall service, maintain, and repair the two (2) Centac compressor system located in Building 240 on Hill Air Force Base as outlined in section 2.
The Contractor shall perform Preventive Maintenance (PM) and unscheduled repairs for the compressor systems in order to maintain a fully functional compressor system as determined by the Government Representative (GR). PM or unscheduled repair shall not disrupt production or disturb personnel and shall be performed during normal work hours and scheduled with the GR. Compressor maintenance and services shall be performed in accordance with manufacturer's operation equipment manuals recommendations.
2.1 Maintenance and Repair:
2.1.1 Preventative Maintenance: The contractor shall develop a Scheduled Maintenance Work Plan for the compressor system IAW Appendix D. (Services Summary) (CDRL A001) Scheduled maintenance work shall include quarterly and annual inspections;
replacing or replenishing lubricants and filters; tests and analysis and repair or replacement of parts due to normal wear and tear. The contractor shall provide the maintenance work accomplished and inspection results in the Compressor Service and Inspection Report. (Services Summary) (CDRL A002) Equipment end items shall not be changed from their present configuration without prior written approval of the GR.
2.1.1.1 Modifications and configuration changes to the compressor identified by the contractor while conducting preventative maintenance shall be approved by GR. Configuration changes to the equipment shall be installed during compressor down time to include scheduled Preventative Maintenance.
2.1.2 Vibration Services: The contractor shall supply the following vibration analysis services/equipment or GR approved equivalent:

2.1.3 The contractor shall be responsible for the maintenance and repair of the two (2)
Centac compressors as outlined in the following paragraphs:
2.1.4 Compressor(s): The contractor shall be responsible for the service, maintenance, and repair of the two (2) Centac compressors. This includes the preventative maintenance listed in Appendix D.
2.1.5 Lubrication equipment: The contractor shall be responsible for service, maintenance, and repair of the lubrication equipment on the compressors, including the oil pumps and oil pressure regulators. The contractor shall inspect and maintain all pumps, motors and regulators. The contractor shall clean, repair, or replace parts to include oils as required by testing results during preventative maintenance visits. The contractor shall collect, contain and properly dispose of all lubrication materials per base operating procedure as outlined in Appendix F.
2.1.5.1 Contractor shall change lubricating oil in each compressor during first PM visit.
Contractor shall provide the oil. Upon request by the contractor, the GR will provide a disposal container and dispose of the oil per HAFB guidance.
2.1.6 Repair: Unscheduled Repairs and On-Site Visit Arrangements:
2.1.6.1 Technical Repair Services: Modifications and configuration changes to the compressor by the contractor shall be approved by government GR. Configuration changes to the equipment shall be installed during compressor down time to include scheduled Preventative Maintenance and unscheduled repairs initiated by the government.
2.1.6.2 Contractor shall have up to four (4) hours after Government telephone call to respond by telephone to GR to arrange for a date and time frame acceptable to the Government for the Contractor to be on-site at Hill AFB, UT or to respond by telephone to the GR to provide technical assistance.
2.1.6.3 The GR will relay the critical level (Non Critical or Critical) of the repair in accordance with mission requirements to the contractor when initiating an on-site repair visit. The Contractor shall provide the required level of service for each required repair (Minor, Intermediate, or Major) in accordance with the time frames indicated in the charts below.
The time frame for the completion of the repair will begin when on-site.
2.2 Non critical repairs may include compressor system unit disassembly, repairing, replacing, or rebuilding parts, assemblies, subassemblies, components, and end items. Non critical repairs for a compressor may include, if required by the repair, rebuild of the air-end, single stage overhaul, complete field overhaul, 1st stage intercooler replacement, 2nd stage intercooler replacement oil cooler replacement, oil pump replacement and motor overhaul. Contractor shall demonstrate (Ref: paragraph 2.5) successful operation of the compressor prior to Government acceptance of work completion. The contractor shall provide the GR with a cost estimate for repairs that are outside of preventative maintenance.
The cost estimate shall include parts and labor hours needed to repair the compressor(s).
The estimate shall be provided within 5 hours of completing test and evaluation. If the estimate cannot be made, the contractor shall get approval from the GR for additional time.

2.3 Critical Repair work must be accomplished immediately in order to keep the compressor system from imminent failure or in order to restore the compressor system to operational status in the event of a failure. Critical repairs may include compressor system unit disassembly, repairing, replacing, or rebuilding parts, assemblies, subassemblies, components, and end items, plus testing. Emergency repairs for a compressor may include rebuild of the air-end, single stage overhaul, complete field overhaul, 1st stage intercooler replacement, 2nd stage intercooler replacement, oil cooler replacement, oil pump replacement and motor overhaul. Contractor shall demonstrate (Ref: paragraph 2.5) successful operation of the compressor prior to Government acceptance of work completion. The contractor shall provide the GR with a cost estimate for repairs that are outside of preventative maintenance. *Once on-site, the contractor shall remain local until the problem is resolved or needed parts are ordered. Determination will be made by GR.

2.4 Exclusions: Maintenance Service under this contract shall not include; a) electrical work or utility changes external to the equipment disconnect switch; b) repairs necessitated by lightning, flood, fire, or other acts of God or vandalism; c) making customer sponsored specification changes, or adding or removing accessories, attachments or other devices, or performing services connected with the relocation of equipment; d) repair of damage resulting from accident, neglect, abuse, misuse, failure of electrical power, air conditioning, humidity control, causes other than ordinary use, or failure or malfunction of attached, related or ancillary equipment for purposes other than the uses for which the compressors are intended.
2.5 Acceptance Testing: After completion of repairs, Contractor shall test the compressor(s) for acceptability in the presence of GR. Contractor shall start the compressor and bring system pressure up to 300 psi including pressure in the receiver tank(s). After the system pressure has been at 300 psi for no less than fifteen (15) minutes the temperature, vibration, and pressure readings will be observed.
2.5.1 If during this time the compressor has any alarms, the compressor will be shut down and steps will be taken to correct the problem.
2.5.2 If after the fifteen minutes no alarms are encountered; the contractor shall raise the pressure set point incrementally until any of the pressure relief valves on the receiver tanks begins to vent, or until compressor surges.
2.6 Travel Requirements:
2.6.1 Any travel required shall be performed in accordance with (IAW) FAR 31.205-46, Travel Costs. The contractor is responsible for making all necessary travel arrangements for their personnel, including air travel, car rental, lodging and subsistence. Travel is restricted to round trip coach airfare tickets, economy class car rental, and per diem rates not to exceed Federal Travel Regulation (FTR) rates for the Temporary Duty (TDY) location. Contractor shall also provide applicable expenditure documentation, IAW FAR31.205-46, to the GR for approval prior to travel.
2.7 Spare Parts and Material: The Contractor shall use only new Original Equipment
Manufacturer (OEM) parts or Government approved/provided parts of equal quality and equal warranty in making repairs. The Government has available spare parts, identified in Appendix E that shall be used until depleted. The contractor shall contact the GR for any spare parts required for repairs/maintenance. The Government may provide the contractor with parts meeting Technical Orders (TO) or equivalent specifications when it is in the Government’s best interest. The contractor shall use commercial of the shelf (COTS) hardware. If COTS hardware is not available the contractor shall receive prior approval from the GR prior to purchase. In the event the use of any replacement parts in repairing equipment results in the original equipment manufacturer refusing to support the equipment or void any warranties, the contractor shall provide equal support and warranty services.
3. SERVICES SUMMARY:
4. Government-Furnished Property and Services: Government furnished property, equipment, or services will not be provided in the performance of this PWS.
5. General Information:
5.1 Security Requirements:
5.1.1 The contractor shall obtain from the Group security manager a CSA Form 0001 and provide the completed CSA Form 0001 for each contractor employee requiring access to the base for the purpose of obtaining a Defense Biometric Identification System (DBIDS) card for access to Hill Air Force Base (AFB) to the Group security manager. The Group security manager shall complete AF Form 496(s) for each contractor personnel requiring access to the base. The contractor shall present the completed AF Form 496(s) for each employee requiring access to HAFB Security Forces Pass and Registration, in building 408, where the DBIDS cards will be issued.
5.1.2 The Group security manager shall complete an “Unescorted Entry Authorization Certificate” (AF Form 2586) for each employee requiring entry into controlled areas.
The request shall be submitted to Security Forces Pass and Registration, in building 408 to obtain a controlled area badge.

The Contractor shall have the Scheduled Work Plan submitted to GR within 30 (Business) days after receipt of order. (CDRL A001)

5.1.3 If needed, the contractor employee shall also obtain a Building ID and access card from the appropriate Building Security Manager.
5.1.4 When the period of performance is complete the contractor shall return all access cards and base identification badges to the Group Security manager.
5.2 Labor Hour Reporting:
5.2.1 The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection-site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
5.2.1.1 Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the Contractor Manpower Reporting Application (CMRA) help desk. PAS code : F50R

5.4 Damage to Compressor System:

5.4.1 If the contractor or its agent damages the compressors or any part of the compressor system, the contractor or its agent shall immediately report the incident to the COR, CO, or GR. The liability for the damage rests solely with the contractor and its agent.
5.5 Physical Security:
5.6 The contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, Government facilities, property, and materials shall be secured.
5.7 Hours of Operation:
5.7.1 Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: Unless otherwise scheduled with the GR work is required to be performed in Building 240 on Hill AFB, UT and will be performed during normal business hours to the following times: Monday through Friday, 0700- 1700, with the exception of Federal Holidays.
5.7.2 Recognized Holidays. The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
5.8 Foreign Object Debris and Tool Control:
5.8.1 The contractor shall follow the applicable guidance in chapters/ paragraphs/ sections of AFI 21-101 and HQ AFMC supplement to the AFI 21-101 concerning base tool (chapter 10 section B), and Foreign Object Debris (FOD) control policies (chapter 14, and sub paragraphs designated as 41).
5.8.2 The contractor shall follow control/restrictions of cell phones and personal electronic devices within designated high potential FOD areas (reference chapter 1 sub paragraph 35, Communication) of AFI 21-101 and HQ AFMC, Hill AFB, and OO-ALC supplements.
5.8.3 If tools, and/or equipment are lost (rags are considered tools); the contractor shall report the loss to the GR no later than two hours after discovery. If tools are lost or not accounted for, then the contractor shall implement the lost tool procedures of AFMC supplement to AFI 21-101, chapter 10, section B.
5.9 Environmental Control:
5.9.1 Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, Local, and Hill AFB laws, regulations, policies and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply with such laws, regulations and policies as they come into effect. If there is an increase or decrease in cost as a result of the change, the contractor shall inform the CO pursuant to notice requirements. The contractor is responsible for all fines and penalties resulting from all environmental non-compliance actions, imposed by regulators.
5.9.2 Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor or its agent shall immediately take defensive action to contain the spill, if actions can be accomplished safely IAW Material Safety Data Sheets (MSDS) detail chemical characteristics and spill response procedures. All spill incidents must be reported to Hill AFB Fire Dept. at 777- 1911. 75CEG/CENE can provide a list of approved spill cleanup contractors. The liability for the spill or release of such substances rests solely with the contractor and its agent.
5.9.3 The contractor shall maintain current MSDS documents for all chemicals used in maintaining and operating the system, and shall provide copies to upon request.

5.10 Hazardous Materials Management:
5.10.1 The contractor shall ensure all Hazardous Materials (HM) used during performance are inventoried, labeled, tracked, managed, and issued under the direction of, and working through, the established Hazardous Material Cell (HazCell) in building 1256 (See Appendix F: Standard Operating Procedure for Hazardous Materials Management).
5.10.2 Material Storage and Use. The contractor shall use HM in the process and manner for which it is intended by the manufacturer and as authorized by the HazCell. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes the handling, tracking, and storage of hazardous materials, as well as flammable and combustible liquids as identified in AFI 32-7086, AFI 32-7086 Hill Supplement, AFI 91- 203 Chapter 22and NFPA 30. The contractor shall practice (at all times) housekeeping/storage methods and procedures of material/work residue to ensure items do not migrate out of the immediate work area to become a potential Foreign Object Debris (FOD) or fire hazard.
5.10.3 The contractor shall remove all HM from the work site and the end of a work shift. HM must be in the employee’s possession during use and must be removed from the base at the end of each shift. HM for use shall only be transported, stored, and used on base from its original container, with the yellow sticker issued by the HazCell affixed to the container.
5.10.4 Spent or used HM generated as a result of the services provided will be carefully collected and transferred to a suitably sized collection container. The collection container must be labeled with the contents, date, company name, responsible point of contact, and phone number. The contractor shall ensure that empty HM containers or other refuse is not discarded in a government refuse can or dumpster. The contractor shall manage its generated waste IAW applicable federal, state and local laws when disposing of wastes.
5.10.5 The contractor shall use rags instead of absorbent pads or “kitty litter” to clean the work site. Rags are considered tools and shall be accounted for IAW the tool and FOD instructions AFI 21-101.
5.11 Safety Requirements:
5.11.1 In the event changes are required to the Safety Plan the contractor shall provide updates to the government within 10 business days. (CDRL A007)
5.11.2 The contractor shall provide Personal Protective Equipment (PPE) to all its agents working on the compressor system. Hearing protection is required in the compressor room while the compressors are operating.
5.11.3 Due to explosives being stored in a hallway cabinet outside of the compressor room, cell phones are prohibited in this hallway area.

SAFETY, FIRE PROTECTION AND HEALTH SPECIFICATION
INDUSTRIAL SAFETY REQUIREMENTS
TYPE WORK: INSPECTION AND MAINTENANCE OF CENTAC COMPRESSORS &
COOLING SYSTEM

SECTION I - GENERAL REQUIREMENTS
A. Safety Program Requirements.
In context with AFMC Acquisition Reform initiatives, contract language will now focus on ensuring safety objectives are met through contractor risk management rather than the traditional method of providing specific Government guidance for risk elimination. With this new “performance-based” language, the Government will provide the contractor with areas of concern (Protection of Government personnel and property) and the contractor will be free to meet those objectives in a manner that is consistent with corporate standards. The contractor will implement a safety program plan that ensures protection of Government personnel and property.
The program will consist of, as a minimum:
1. Mishap reporting, as defined in paragraph B1 below.
2. A Safety Plan and corresponding site specific checklist that addresses, as a minimum, the subjects listed in Section II –Specific Requirements, and will be used during the performance of the work described in the contract. The Safety Plan and checklist will be approved by OO- ALC/SE (Safety Office) prior to commencement of any work described in this contract.
3. Routine and recurring surveillance to ensure the safety requirements of this contract are enforced.
4. Competent personnel to provide surveillance of the Safety Plan.
5. Identification of segregated work site locations for operations that cannot be co-mingled with general industrial operations and the process for ACO approval of operations and changes at these specific sites.
6. All contractor personnel shall be trained and qualified to perform their duties safely.
7. The contractor shall include a clause in all subcontracts requiring the subcontractors to comply with the safety provisions of this contract, as applicable.
B. Mishap Notification
1. The contractor shall notify 309 MXW Safety (Phone (801) 777-3972) who in turn will notify 75 ABW/SEG ((801) 777-3333) or 309 Wing Operations Center ( (801) 777-3238), or the Hill AFB Command Post (777-3007) after normal duty hours, and the designated GR, i.e., the ACO, PCO, or QAE within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD property entrusted by this contract, even if the Government is wholly or partially reimbursed. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three calendar days to the Government Facility Manager (FM), who will forward it to 309 MXW Safety. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the ACO. If any portion of this contract supports 309 AMARG, Davis-Monthan AFB, AZ, please contact the AMARG Safety Office at DSN 228-8560 or Comm. (520) 228- 8560 to report any mishaps or safety concerns.
Mishap notifications shall contain, as a minimum, the following information:
(a) Contract, Contract Number, Name and Title of Person(s) Reporting
(b) Date, Time and exact location of accident/incident
(c) Brief Narrative of accident/incident (Events leading to accident/incident)
(d) Cause of accident/incident, if known
(e) Estimated cost of accident/incident (material and labor to repair/replace)
(f) Nomenclature of equipment and personnel involved in accident/incident
(g) Corrective actions (taken or proposed)
(h) Other pertinent information
2. Ensure Government contract lease agreements determine convening authority prior to executing the contract/lease agreements, and that all contracts ensure the following, in accordance with AFI 91-204, paragraph 2.4.6:
• The contractor will support and comply with the safety investigation and report requirements of AFI 91-204
• A record of all mishaps involving Air Force resources will be entered into the Air Force reporting system
• A record of mishaps involving other DoD resources will be forwarded to the involved agencies
• When a mishap involves a contract managed by DCMA, DCMA safety personnel will review the final safety report and send their response to HQ AFSC
3. Ensure contract/lease agreements for aerospace vehicles state: The Air Force is responsible for the investigation of mishaps involving aerospace vehicles. The Air Force is authorized to investigate mishaps involving non-accepted Air Force aerospace vehicles (Non-delivered vehicles for which the Government has accepted responsibility; DD Form 250. Material Inspection and Receiving Report, HAS NOT been executed).
4. If requested by authorized Government personnel (ACO, PCO, QAE, safety representative, Fire Department, and Security Forces), the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by safety investigators.
C. General Safety Requirements:
If the safety plan is modified, the contractor shall submit the proposed modification, in writing, to the Contract Administration Office safety representative.
Follow all applicable federal, USAF, state, and local safety directives outlined in Section II below.
Ensure assigned personnel are adequately trained and qualified for the task being performed. Brief all personnel on the hazards involved with operations and applicable precautions to be taken. Should unidentified hazards arise, cease operations until actions are taken to eliminate or mitigate hazards to safe levels.
Contractor personnel must receive Explosive Safety Awareness Training if their duties require entry into the Explosive Clear Zone. This training will be provided by the OO-ALC/SE Safety Office.
For emergencies on Hill AFB contact 911 ask to be transferred to Hill AFB 911 to report any emergency.
SECTION II – SPECIFIC REQUIREMENTS
The contractor’s prepared Safety Plan shall:
• Demonstrate a management commitment to employee safety and health
• Identify applicable rules and regulations
• Identify the roles and responsibilities of Management, Supervisors, Employees and Safety Coordinator
• Identify work to be performed and location of expected operations
• Provide a description of safety program, safety monitoring responsibilities, organizational structure, and contact information for on-site personnel
• Include a work hazard analysis of the worksite and operations to be performed to include baseline hazard identification and required control measures
• Identify employee safety and health training requirements and the documentation process
• Include emergency response plans and procedures that relate to protection of Government personnel and property
• Include a workplace inspection frequency, to include the identity of the individual responsible for conducting the inspection
• Include hazard reporting procedures and identify individual(s) responsible for the correcting identified hazards
• Identify first aid and injury procedures
• Identify procedures for accident reporting and investigation
• Identify the process for tracking controlled hazards in contractors work area
• Provide a facility description to include the electrical wiring and fire protection systems
(i.e., fire suppression, fire detection, fire extinguishers, fire walls, etc.), required equipment and any other items necessary to fulfill the elements referenced below for the protection of Government personnel and property. The contractor’s safety plan shall meet or exceed the referenced standards below.
The authorized GR (OO-ALC/SE Safety Office) shall approve the contractor’s procedures within the Health and Safety Plan as meeting the intent of the below referenced standards, with the exception of Mishap Notification /Reporting Procedures, which are outlined in Section I, paragraph B of this Appendix C.
