Question & Answers: A-10 Fuselage Fixture 6 AUG 12 #2-14

2. Throughout the BOM, there are statements such as 2 makes 20. What do these mean? Answer: These references, such as the example given “(2) makes (20)” or “(6) makes (52)” are given as a clarification to denote the exact number of items required. In the cited examples (20) and (52) are the required number of individual units. The part numbers referenced are to purchase the items in bulk, or a package of multiple units.

Because there are multiple units in the package the QTY REQD (quantity required) will be low such as (2) or (6).

Further explanation; Example DET NO 65, QTY REQD 7, ½ DIA X 1 LG DOWEL (7) makes (68) McMaster-Carr 98381A712. In this case the McMaster Carr Part number is for a package of 10. Since 68 dowel pins are required, 7 packages will need to be purchased. In some cases there may be extra units, in this example there will be 2 dowel pins left over.

3. We have been analyzing the Unigraphics CAD files provided in the data package for this solicitation. We do not find sufficient GD&T definition at the component level to be able to estimate component machining cost at the confidence level that would provide the government with best pricing. We also do not find solid body annotation to correlate to the DET NO of the Bill of Materials that was provided. Answer: To clarify and help facilitate these answers, a full drawing package (Unigraphic Model Files) will be made available. The full drawing file will contain all of the details being requested.

4. DET 29 3/4 Flat Washer says qty req'd is 5, but it is used on assy's 9000 and 9009.

Are these 5 on each assy or is it 5 total between these two assemblies. Another example: DET 178 .750 ID Self Aligning Bearing says qty req'd is 28, but it is ued on the 9010, 9011, 9012, 9013, 9014, 9017, and 9018 assemblies. Are these 28 per assy or is there just a total of 28 used in different quantities on these upper level assemblies for a total of 28 bearings? Answer: The QTY REQD is the total number of items required to complete the tool. In instances where multiple Assemblies are called out the total quantity is divided between each assembly to equal the total number required.

5. Reference the RFP (page 48 of 57)7.0. Volume II - Price Proposal. Paragraph 7.1.

suggests that the Government is looking for cost data to determine reasonableness.

Specifically the RFP language stating "The primary purpose of the cost/price proposal is to provide the Ogden Air Logistics Center (OO-ALC) cost/price team evaluators with a clear understanding of how the proposed CLIN amounts were developed and to support....". Please advise the level of detailed cost data is required to be submitted.

Answer: Standard breakdown of costs. Labor used, Man-hours, Hourly rate, Material/Equipment Cost, Overhead and Profit. Answer: Standard breakdown of costs.

Labor used, Man-hours, Hourly rate, Material/Equipment Cost, Overhead and Profit.

Please identify CLIN associated with breakdown cost.

6. Reference Section B. CLIN 0001 states "OFFEROR TO PROPOSE DELIVERY PERIODS XX DAYS for each CLIN/SUBCLIN see Section F".

Section F DELIVERY INFORMATION indicates "N/A" in each placement field.

Question 2.1. Where does offeror submit proposed delivery schedule? Answer:

Technical Proposal.

Question 2.2. Since the Government has not identified a "required" or "desired" delivery schedule, can an offeror's technical proposal be rated "technically unacceptable" based on proposed production schedule? Reference Section L, paragraph 6.3 Subfactor 3 - Management "Offeror shall submit a preliminary project schedule in a Ghant-like chart that includes major milestones outlining the production and fabrication plan for the A-10.." ;

and Section M, paragraph 2.3.6 "The subfactor minimum is met when offeror submits a thorough and feasible preliminary project schedule in a Ghant-like chart .". Answer: Yes

7. There are concerns with the CAD file drawing provided in the RFP related to providing the "lowest price" to the Government for machining and fabrication. Over 3000 parts have been identified in the CAD file, many commercial off the shelf and many machined items. There's no way to isolate each category without opening each file and evaluating the machining requirements vs. purchase. To determine each category requires sufficient time to research each file, or additional information cross referencing each file to the Bill of Materials. Request that the Government consider an extension of 15 days to the solicitation response date to allow offerors sufficient time to develop the best proposed "lowest evaluated price" to the Government under a firm fixed price type contract. Answer: The Government will amended solicatation to extend for 9 more days.

8. Will the government consider an extension of time for this solicitation to allow for better understanding of the data being provided upon which we are to base our cost estimates and pricing? Answer: See answer to question #8

9. Reference the Purchase Specification, paragraph

2.2.6. This paragraph describes a data package to be provided upon award.

The file names don't identify what type content is included. Please clarify what is different in the post award data package from the TDP provided in the RFP. Answer: To clarify and help facilitate these answers, a full drawing package (Unigraphic Model Files) will be made available. The full drawing file will contain all of the details being requested.

10. Reference the Purchase Specification paragraph "8.2 The contractor shall ship, off-load, and install the fuselage fixture and components at its final location." Will the Government consider a scheduled site visit to inspect the location for installation as well as view/inspect the prototype fixture? Answer: No and No.

11. Will the government allow us to visit and inspect a prototype of this fixture before we submit our proposal? Answer: See answer to question #10

12. In the Purchase Specification, paragraph 2.2.6 describes a data package to be provided upon award. The file names don’t identify what type content is included. We would like to know what is different in this post award data package from the TDP provided for bidding, especially the files named in 2.2.6.3 and 2.2.6.4 Answer: To clarify and help facilitate these answers, a full drawing package (Unigraphic Model Files) will be made available. The full drawing file will contain all of the details being requested.

13. On page 59 of the b.o.m. notes <26>, <31>, <32>, and <33> refer to certain details being used for the "Original Tool" and "All Dup Tools". GSM is quoting qty's 1, 2, and 1 additional unit. Are we to quote the configuration for the Original Tool? DUP Tools, One of Each? Answer: All tools quoted on this proposal should be considered as DUP Tools.

14. On Page 59, note <26> states "FOR ORIG TOOL ONLY. DET'S 124 & 129 ARE FUNCTIONALLY REPLACED BY DET'S 304, 307, 309, & 310." Because of this note and note <31> which does not use DET'S 304, 307, 309, & 310 on ALL DUP TOOLS, we assume that DET's 124 & 129 may be needed. If this is the case, we have no details on DET'S 124 & 129. They are listed as "deleted" on the b.o.m. supplied. Answer: All tools quoted on this proposal should be considered as DUP Tools.
