MEMORANDUM FOR OSI PJ HQ
FROM: OSI PJ DET I OL-A
SUBJECT: Site Visit/Incineration Facility Review - Clean Harbors, Grantsville, UT
1. PURPOSE: On 10 January 2023, Keith Hollibaugh, Program Security Officer; Joseph Myers, Contractor, Program Security Representative; and Christopher Pugh, Contractor, Counterintelligence
Analyst, Office of Special Investigations, Office of Special Projects Detachment I Operating Location
Alpha, Hill Air Force Base, UT conducted a site visit of the Clean Harbors Aragonite Incineration Facility located in Grantsville, UT, for the purpose of validating the suitability for continued use of the site for the disposition of Department of Defense (DoD) Special Access Program (SAP) Information Technology (IT, eWaste) equipment and other classified material.
2. SITE INFORMATION: Clean Harbors -Grantsville, UT provides incineration services and other waste disposal services for a wide range of hazardous and non-hazardous materials. Services can be tailored to the customer's needs, to include the ability to conduct witness bums. The following details provide site information for the reviewed incineration facility and contact information for the representative responsible for coordinating such actions:
Clean Harbors Aragonite Incineration Facility 11600 North Aptus Road Grantsville, UT 84022
The primary phone number for coordinating destruction at this facility is: 801-597-0283.
3. PROCESS: The general process as described and observed during the site visit includes the following:
a. Incineration is scheduled and coordinated through the site in advance. At that time customers articulate the need for an expedited witness bum. All destruction material must be in closed containers.
Maximum bum barrel size is 85 gallons. Department of Transportation (DOT) rated shipping boxes up to
55 gallons are also allowable. Containers are limited to the max weight the container is rated for. Poly and Cardboard containers are preferred over metal. Each container must be profiled according to media content: paper, plastic, hard drives, etc. Containers may contain a mix as long as they are labeled appropriately.
NOTE: This facility now also possesses the ability to dispose of items too large for a shipping container.
The facility has a shredder that can reduce material to a size suitable for the conveyor and lift. This action is separate frqm a witness bum. However, it may be requested/pre-coordinated in conjunction with a witness bum.
b. Upon arrival at the site, delivery vehicle and accompanying personnel must report to the security office for a brief training session, badging and verification of delivery. The delivery vehicle then reports

on the building configuration and the distance that containers must transit between staging locations, a minimum of five observers are needed to account for basic custody of the material.
The use of additional observers may be needed to relieve personnel for lunch or restroom breaks, as the process will continue until completion. Observers should be placed at the receiving bay, with the forklift, at the conveyor loading site, at the lift entry, and in the control room.
e. It was noted that the site is unable to incinerate only "dry goods" and it will be necessary to mix some other customer waste (in the form of combustible fluids) to ensure proper temperature, combustion, and movement of the material within the kilns. This is seen by the undersigned as beneficial to the destruction process. The kiln is running and the site is operational 24/7 and following the witness burn, the site will resume the destruction of other customer waste.
f. Although materials common to SAP IT equipment will be burned sufficiently to a point where they are reduced to ash, it should be noted that the discharged molten slag may contain large chunks of non-recognizable steel (or other ferrous metals) from barrels and rings that cannot be incinerated at the kiln operating temperature.
g. Cost of the service was not discussed during this site visit and it is the responsibility of the organization requesting the service to coordinate such matters.
5. SUITABILITY: The undersigned has evaluated this site and believes it is suitable for the permanent destruction of properly packaged DoD Special Access Program (SAP) Information
Technology (IT) equipment, e-waste, optical media, digital media, most magnetic hard drives, solid state drives, classified waste, and other classified material to include paper goods. Proper security of classified material, from packaging and loading at the customer site through the entire incineration process, is the responsibility of the organization obtaining this service.
While this memorandum describes an acceptance of the facility for classified destruction, it does not replace the need for a Program Security Officer-approved transportation plan for each movement.
6. RECOMMENDATION: Recommend AFOSI PJ Security Director approve this site for Air Force use for all programs under the cognizance of AFOSI PJ of all classified material as described above.
