About this file

This file is a Questions and Answers document addressing clarifications on an Air Force solicitation for Oracle SPARC maintenance support renewal, issued by the 309th Software Engineering Group under Solicitation Number FA822226Q3456.

The solicitation is a Total Small Business Set-Aside requiring renewal of maintenance support for Oracle hardware, operating systems, software updates, and patches. Key clarifications include: delivery must occur within 30 days after receipt of order (ARO), not nine months as initially stated; small-business prime contractors may source Oracle support through authorized distributors or resellers, provided they submit Oracle authorization letters or OEM-generated renewal quotes; option-year pricing must remain firm through 2031 without annual Oracle price escalations due to the firm fixed-price contract structure; contractors act as pass-throughs for Oracle entitlement with no contractor processing of Covered Defense Information; each CLIN should be priced as a discrete 12-month renewal term beginning November 12 of each year; the base year end date is January 31, 2027, with Option Year 1 running November 12, 2027 through November 11, 2028 (not January 11, 2028 as initially indicated); and CLINs 0002 through 0005 exclude quote 26-04803, which is end-of-life after the January 31, 2027 date. The Government will confirm to Oracle, upon request from prospective offerors, that quotations are for identified Government Customer Support Identifiers to enable multiple offerors to obtain renewal pricing.

Text version

1. Delivery Timeline: The combined solicitation allows for delivery up to nine months ARO, whereas the equipment schedule states 30 days ARO. Please clarify which requirement controls.

· 30 days ARO, as this is for a service. ASAP will be best.

2. Oracle Support Sourcing: May a small-business prime contractor provide Oracle support through an Oracle-authorized distributor or reseller?

· If they are authorized distributors or resellers.

3. Required Documentation: Must offerors submit an Oracle authorization letter or OEM generated renewal quote with their quotation?

· Yes

4. Quote 26-04803. The Justification shows an end date of 01/31/2027 and states No Option Year for all four option years. The Equipment List header shows 1/13/2027. Please confirm the correct end date, and confirm that quote 26-04803 scope is excluded from CLINs 0002 through 0005.

· This is EOL after the 1/31/27 date.

6. Pricing and Escalation: Must option-year pricing remain firm through 2031, and will annual Oracle price escalations be permitted?

· Yes, and they shouldn’t have price escalations because of the Firm Fixed Pricing of the contract.

7. Quote Verification: Will the Government provide the original Oracle renewal quote numbers to authorized resellers for verification?

· CSI numbers are the account numbers.

· Please specify if you mean something else.

8. Sourcing and authorization. The Justification limits the purchase to Oracle as the manufacturer. Does the Government require the quoter itself to hold Oracle PartnerNetwork authorization and a Public Sector Addendum, or will the Government accept a quotation from a responsible small business that sources the renewal through an Oracle-authorized reseller or distributor and provides that channel documentation upon request? If the latter is acceptable, please confirm what documentation the Government considers sufficient?

· Either is acceptable.

· An authorization letter from Oracle would be required.

9. Entitlement to quote against the existing CSIs. Oracle issues support renewal pricing against a specific Customer Support Identifier and ordinarily to the partner of record. Will the Government confirm to Oracle, on request from a prospective offeror, that the offeror is quoting a Government requirement for the identified CSIs, so that Oracle may issue renewal pricing to more than one offeror? Without that confirmation the practical effect is that only the current partner of record can produce a price.

· Yes, please let us know what documentation is needed.

10. Delivery period conflict. Paragraph (vii) of the solicitation states delivery not to exceed 9 months ARO with license renewals lasting 12 months after delivery. The Equipment List and the Justification both state not to exceed 30 days ARO. Please confirm which governs.

· Delivery should be 30 days ARO.

11. Option year periods of performance. CLIN 0002 in the solicitation shows 11/12/2027 to 11/11/2028. The Justification shows 11/12/2027 to 1/11/2028 for quotes 26-04801 and 26-04802, while Option Years 2 through 4 for those same quotes run 11/12 to 11/11. Please confirm the correct Option Year 1 period of performance.

· These need to be corrected to read 11/11/2028, not 1/11/28

12. Safeguarding requirements. The solicitation incorporates DFARS 252.204-7012 and is marked CUI. Please confirm whether performance of this renewal involves contractor processing, storing or transmitting Covered Defense Information, or whether the contractor acts solely as a pass through for Oracle entitlement, and confirm the System for Award Management or SPRS representations the Government expects with the quotation.

· There is not Contractor processing, they act as a passthrough for Oracle entitlement.

13. Pricing basis. Given that support coverage is continuous, please confirm whether offerors are to price each CLIN as a discrete 12 month renewal term beginning 11/12 of each year, and whether any partial period coverage identified in the Justification is to be priced within the base year CLIN.

Please price each CLIN since they are separate option years for the contract.

14. Set-Aside Status: The solicitation includes both FAR 52.219-3 (HUBZone Set-Aside) and FAR 52.219-6 (Notice of Total Small Business Set-Aside). Is this solicitation a total small-business?

· This is a Total Small Business Set-Aside.
