About this file
This document is a Questions and Answers response addressing contractor inquiries regarding a Hill Air Force Base snow removal service contract.
The Government will solicit snow removal services for 19 buildings totaling 95,951 square feet at Hill AFB, with performance scheduled to begin November 1, 2026. Pricing must be submitted as fixed monthly CLINs for the five-month season with no adjustments based on snowfall frequency or volume. All Priority 1, 2, and 3 buildings must be cleared by 0600 hours following overnight snowfall accumulating one inch or more, as measured by base and local weather stations and facility manager inspection. During unusual weather events, contractors must respond within 120 minutes and work diligently on Priority 1 buildings first, then Priority 2. The Service Contract Act applies with Davis County, Utah wage determinations. Ice melt must be environmentally safe and protect concrete, storm water systems, grass, and nearby plants, with no specific product formulations mandated. No CMMC certification or SPRS score is required. Contractors may store equipment and ice melt at two open parking lot staging areas (north of Building 1513 and south of Building 518); no covered storage or block heater hookups are provided. Motorized equipment including UTVs is authorized on raised sidewalks via ramps with operator DOT helmets required; contractors assume liability for facility damage. Temporary 30-60 day base access will be provided until Hill AFB Form 496 permanent credentials are processed. FAR 52.219-14 limitations on subcontracting apply, with similarly situated small business subcontractors permitted. Insurance requirements are determined by contractor methods and equipment; proof is due upon request but not with quotes. The Government will remove large snow accumulations; contractors need not haul snow off-site. Quotes are valid for 60 days minimum, with on-time award anticipated prior to November 1.

SNOW REMOVAL – QUESTIONS
Note – Several similar questions were submitted by multiple contractors. These questions were combined/summarized and grouped categorically below.
Pricing Structure and Event History
About how many snow events per season have required service in recent years?
The exact amount of snow events is unpredictable and will need to be estimated by the bidder in the proposed pricing.
Please confirm the monthly CLIN price is fixed for each month of the period, regardless of the number of snow events.
Yes, each CLIN should be priced as a fixed price for the full five-month season. There will be no adjustments related to increase or decrease in snowfall.
Wage Determination
Does the Service Contract Act (FAR 52.222-41) apply to this requirement? If so, please provide the applicable wage determination for Davis County, UT.
Yes, the solicitation has been updated with the Davis County, UT Wage Determinations.
Weekend Accumulation & Removal Time Benchmarks
Is the contractor required to clear snow that accumulates over a weekend or federal holiday before 6:00 AM on the next business day? Is any service required on weekends?
Yes, the contractor must have the snow removed prior to 0600 on the next business day.
Weekend service is not required, however, if snow accumulation is on Sunday the contractor is expected to have snow removed by 0600 on the next business day.
Appendix B includes a "Removal Time" column that is currently unpopulated for all 18 buildings. Beyond the 06:00 AM overnight requirement and 120-minute unusual weather response, are there specific operational completion timeframes per priority tier (e.g., Priority 1 cleared within 2 hours of storm cessation)?
No there is no specific timelines to have the snow removed outside of the 0600 timeline.
When responding due to unusual weather or snowfall during the 120 minute response the contractor is expected to work diligently to remove snowfall in priority 1. Once priority 1 is completed the contractor shall work on priority 2.
Which measurement will the Government use to judge whether the 1-inch trigger and the 6:00 AM overnight standard were met, for example the base weather station?
The government will utilize base and local weather station as well as facility mangers to physically measure/inspect for one inch snowfall.
CMMC AND Cybersecurity
CMMC and cybersecurity. DFARS 252.204-7012 is listed. Since no Covered Defense Information appears to be involved, please confirm that no SPRS score or CMMC level is required for award.
No SPRS score or CMMC level is required for award.
Start Date
Given the funds-availability notice, the 1 November start, and Appendix C's requirement that OO-ALC/SE accept the Safety Plan before work begins: if award or plan acceptance falls after 1 November, will CLIN 0001's period and price be prorated? How long should quotes remain valid?
We anticipate an on-time award due to the pending snowfall in the area. If, however, the award or funding is delayed, the period of performance and price will be adjusted. Please ensure quotes are valid for a minimum of 60 days.
Ice Melt
PWS requires "environmentally safe ice melt crystals." Does Hill AFB require specific formulations (e.g., Calcium Magnesium Acetate [CMA], potassium acetate, or urea-based) to safeguard concrete and storm water systems? Furthermore, is indoor or covered bulk de-icing chemical storage provided within the authorized staging areas (Bldg 1513 / Bldg 518)?
The ice-melt must be environmentally safe and safeguard concrete and storm water systems. This includes grass and nearby plants. No other specification is mandated by Hill
AFB.
There are no indoor or covered areas for the storage of materials or equipment. The areas specified are open parking lot staging areas reserved for the contractor and their equipment/materials.
Is there an approved or prohibited ice-melt product for these facilities? May ice melt be stored at the two staging areas in PWS paragraph 3 along with equipment?
There is not a specified list of approved or prohibited ice-melt products. The ice-melt must be environmentally safe and safeguard concrete and storm water systems. This includes grass and nearby plants. No other specification is mandated by Hill AFB.
Yes, Ice-melt and contractor equipment may be stored at both staging areas.
Prior Contract
Is this a follow-on to contract FA8222-25-C-B014? Why are the remaining options not being exercised, and were there performance concerns the Government would like offerors to address in their technical statement?
Yes, the previous work was under contract FA8222-25-C-B014. It is in the Government’s best interest at this time to restructure the contract terms and re-solicit, as opposed to renewing options. There are no additional technical concerns currently outside of the PWS and the pricing structure has been changed.
Scope and Map
Does the 86,734 square feet identified in Appendix B represent the actual snow removal surface area, or are contractors responsible only for the designated areas highlighted on the maps?
Only responsible for the highlighted areas on the maps.
Appendix B identifies three building-priority levels but does not specify individual removal times. Are all priority levels required to be cleared before 6:00 AM following overnight snowfall, or are there separate completion requirements?
All priority 1, 2 & 3 buildings in appendix B must be cleared prior to 0600 following overnight snowfall. The priority listings indicated are in the event of unexpected snowfall and contractor call out.
Do the red (primary) and yellow (secondary) highlighted areas in the SNOW REMOVAL MAPS attachment represent the complete scope, and does the 86,734 square foot figure in Appendix B refer to building area or to the area to be cleared? Please confirm the approximate linear feet or square footage of sidewalk and entrance area to be cleared, if available.
95,951
The 19 building entries in Appendix B of the posted PWS total 95,951 square feet, while the printed total and SAM summary state 86,734 square feet. Please confirm the controlling total and whether all 19 listed buildings are included.
95,951
Buildings 1511 and 1514 are listed in Appendix B but are not separately identified in the 12-slide map attachment. Please provide their marked removal areas, or identify the slide that covers them.
Building 1511 and 1514 are identified on updated attachment - 2026 Snow Removal Plan
Stated total worksite area is 86,734 sq ft. However, summing the 18 individual facilities listed in Appendix B yields 95,951 sq ft (Priority 1: 59,121 sq ft; Priority 2: 22,241 sq ft;
Priority 3: 14,589 sq ft), creating a 9,217 sq ft variance. Could the Government clarify whether offerors should price the aggregate 86,734 sq ft or the itemized 95,951 sq ft total?
95,951
Appendix B lists 19 buildings whose square footages total 95,951. The table's stated total is 86,734, and your 18 September reply to our sources-sought questions referenced 18 locations. Please confirm:
the buildings in scope and the correct total;
whether the square footage is the sidewalk and entrance area to be cleared, or the building floor area.

Snow Removal Equipment & Staging
Are there specific restrictions on snow removal equipment or approved environmentally safe ice melt products beyond those identified in the PWS?
There are no restrictions on removal equipment. Operators on the installation utilizing ride on equipment such as ATV’s or side by sides must wear a DOT approved helmet at all times while in operation.
There is not a specified list of approved or prohibited ice-melt products. The ice-melt must be environmentally safe and safeguard concrete and storm water systems. This includes grass and nearby plants. No other specification is mandated by Hill AFB.
Are motorized units such as skid steers, UTVs with brooms or plows, and walk behind snow blowers permitted on all raised sidewalks and ramps (buildings 205 and the 1200 series), or are there weight or equipment restrictions?
Yes, UTVs are authorized but operators must wear a DOT helmet at all times while in operation. If there is access on the raised sidewalks via ramps there are no weight restrictions identified. It is the contractor’s best judgement and practice. NOTE: In the event of damage to the facilities the contractor assumes all liability.
The Government provides two equipment staging areas (north of Bldg 1513 and south of Bldg 518). Are block heater electrical hookups or covered storage containers permitted in these zones for equipment winterization?
We provide a space to store equipment but it is not covered. It’s a spot in the parking lot.
We do not provide any block heaters and electrical hookups. The contractor is welcome to bring an enclosed trailer if they would like to.
Are there weight or equipment-type restrictions on the raised sidewalks, ramps and stairs (e.g., the Building 5 stairs and the Building 205 raised walkway)?
If there is access on the raised sidewalks via ramps there are no weight restrictions identified. It is the contractor’s best judgement and practice. NOTE: In the event of damage to the facilities the contractor assumes all liability.
Base Access
What is the anticipated processing time for contractor personnel to obtain Hill AFB access credentials, and will temporary access be available if necessary?
TBD, the processing time is set by the security office availability to process documents.
Temporary 30-day access will be provided to ensure contractors can begin by November 1.
How long does Hill AFB Form 496 processing typically take for contractor personnel, and can it begin before award so that crews are badged by November 1?

TBD, The processing time is set by the security office availability to process documents.
Temporary 30 day access will be provided to ensure contractors can begin by November 1.
Will keys or key cards be issued, for example for the gated area between Buildings 1515 and 2720? Can crews enter the installation before 6:00 AM for overnight clearing? What lead time should we plan for Hill AFB Form 496 passes?
Access will be granted by the 309th SWEG Security office to the gated areas behind 1515 and 2720. 30-60 day temporary base access will be granted in the interim of 496 access.
Limitations on Subcontracting
Does FAR 52.219-14 -Limitations on Subcontracting apply to this award? If so, will performance by a similarly situated small business subcontractor under NAICS 561730 count toward the limitation.
Yes, FAR 52.219-14 is applicable to this award. Yes similarly situated subcontractors are acceptable.
Insurance
What insurance coverage is required (e.g., FAR 52.228-5 minimums)? Is proof due with the quote or after award?
Proper insurance is required. Per section 2 SCOPE of the PWS “The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide routine snow removal services for the 309 SWEG”. The type of insurance required will be up to the contractor and the methods/equipment used. Proof may be requested at any time during performance but is not due with the quote.
Site Visit
Will the Government hold a site walk before the October 19 due date? If not, may offerors view the exterior areas of the listed buildings from public access points, or can the Government arrange escorted access?
An Industry Day was held on September 29th related to this effort. No other site visits are planned currently.
Snow Pushing vs. Disposal in Parking Areas
PWS Para 3.3 states removed snow shall not be disposed of in parking lots. However, Appendix B notes for Building 1202 specify pushing snow into the East parking area, and Building 1221 allows pushing to the North side if parking is impacted. In the event of heavy accumulations where adjacent turf is saturated, is mechanical off-site hauling required, or will the Government designate snow dump repository areas on base?
Remove snow as it states, no need to haul off site. CE will come remove the large accumulations of snow
