About this file

This is a Performance-Based Work Statement (PWS) for Circuit Card Assembly services issued by the U.S. Air Force under a Blanket Purchase Agreement (BPA) structure. The contract establishes a turn-key solution for Printed Circuit Board (PCB) Fabrication and Assembly with multiple vendors to support the 516th Common Aircraft Portable Reprogrammable Equipment (CAPRE), Common Built-in-Test Reprogramming Equipment and Portable Automated Test Station (CMBRE), Portable Automated Test Station (PATS), and similar Air Force missions. The scope covers three primary services: rapid production of PCBAs for initial design and development, quick prototype production for design validation, and high-quality manufacturing for operational environments. The contractor must possess in-house capabilities for either PCB fabrication or assembly (or both), with sub-contracting permitted only with prior Government approval.

The contractor shall fabricate PCBs to IPC-A-600 Class 3 standards (unless otherwise specified), procure components exclusively from authorized distributors or OEMs with Government approval for alternatives, and assemble PCBAs to J-STD-001 and IPC-A-610 Class 2 standards (or as specified). Key deliverables include three technical reports: PCB electrical continuity test results (A001), impedance test results (A002), and fabrication/assembly quality control inspection results (A003), all due 10 days prior to the period of performance end date. The contractor shall use Tin-Lead (Sn-Pb) solder unless otherwise specified and must return all excess materials and components to the Government upon completion. The period of performance is 60 months from BPA acceptance, with performance conducted at the contractor's facility. The Government retains unlimited data rights to all deliverables and may furnish electronic components requiring contractor review within 5 days of receipt.
