Statement of Objectives (SOO) For the Western Range AGM 60/600 Replacement

1 BACKGROUND
The AGM-600 Power Plants are installed at numerous Instrumentation and Command system locations throughout the Western Range in support of communications requirements, including Range Safety Critical Command and Antenna pointing data circuits. These units provide 48 Volt Direct Current power for the communications equipment.
The AGM Power Plants have surpassed the end-of-life stage and onto the end of service stage whereby the vendor can no longer provide support. Additionally, there is difficulty finding another vendor to service replacement parts. The rectifiers, resistors and circuit card assemblies for the AGM Power Plants are no longer vendor supported for replacement of parts.
Diminishing Manufacturer Source Material Shortage (DMSMS) cases for modulators DM-09- 0069, for rectifiers DM-09-0152, for resistors DM-10-0015, and for circuit card assemblies DM- 10-0014 and DM-11-0059 are open to document these risks. Without spare parts, the power plants cannot be maintained.
2 SCOPE
2.1 The objective for this Statement of Objectives (SOO) is to procure, deliver, and install a technical replacement for the AGM60/600 Battery Plants at various buildings at Vandenberg Space Force Base (VSFB), CA.
2.2 The contractor shall provide all labor, materials, and incidentals to complete all requirements herein.
2.3 The contractor shall provide all new equipment and materials, free of corrosion, scratches, burrs, or any other such defects. No part shall be substituted or applied contrary to the manufacturer’s recommendations and standard practices.
2.4 The following product drawings shall be redlined with the installation details of the new
UPS for all five sites:

4 PROJECT DESCRIPTION
4.1 The Government’s intent is to procure, install and integrate a replacement of the AGM60/600 systems in the following locations at Vandenberg Space Force Base (VSFB):

4.3 Description Of New Capability/Requirement:
Justification: The current AGM600 battery plants are obsolete and are no longer supported by the manufacturer. Diminishing Manufacturer Source Material Shortage (DMSMS) cases for modulators DM-09-0069, rectifiers DM-09-0152, resistors DM-10-0015, and for circuit card assemblies DM-10-0014 and DM-11-0059 are open to document these risks.
Impact/Risk: Without spare parts, the power plants cannot be maintained. LTRS equipment that relies on -48VDC power at instrumentation will eventually lose capability and cease to function.
5 REQUIREMENTS
5.1 The supplier shall provide all labor, materials, and incidentals to complete all requirements herein.
5.2 The supplier shall provide all new equipment and materials, free of corrosion, scratches, burrs, or any other such defects. No part shall be substituted or applied contrary to the manufacturer’s recommendations and standard practices.
5.3 All sites specified are backed up by generator and all sites, except for B518, are backed up by site UPS with a tech power bus. Therefore, only -48VDC battery sources are required without additional battery back-up for the DC power source, as would be supplied with a new battery plant. Additionally, B518 will require an AC UPS capable of supplying the site load for 5 minutes at the minimum.
5.4 The supplier shall complete a thorough evaluation of the Government’s legacy -48VDC battery system(s) and available technical documentation to confirm requirements, conduct early planning, address and plan for safety, and validate/invalidate technical and operational assumptions. During this initial site evaluation, the supplier shall develop and deliver a white paper that includes technical considerations for downtime required to replace the -48VDC Battery Plant, testing the new system and cutting over to full operation maintainability at each site.

5.5 The supplier shall provide an A/B DC distribution bus panel using GMT fuse panels if site is not designed for A/B power configuration. If additional fuse panels are required, the supplier shall wire units for A/B operation if equipped. The supplier shall cut over all new circuits to the DC fuse panel.
5.6 Table 2 has the site-specific load requirements:

5.7 The supplier shall plan to complete cut over in less than 8 hours.
The supplier shall provide TAA compliant -48VDC Power Supplies (2 (Two) each Kepco RA-60 enclosures containing 2 (Two) each Kepco HSP 48-30RM DC Power Supplies or equivalent.) Power supplies must be hot-swappable.

5.8 Each power supply shelf shall be powered from the Tech Bus panel at each site, where neither breaker is on the same phase.
5.9 Building 518 runs on generator only for backup power so there is no AC UPS Tech power panel. AC power for -48VDC Power Supplies must be supplied by 2 (Two) each UPS units.
These units must be powered from 2 separate phases. Power source can be 110 or 220 VAC.
Run time for full power should be at least 5 minutes.
5.10 The Contractor shall remove and legally dispose of the existing -48 DC Battery Plant systems at each site upon successful installation, testing and cutover.
5.11 The Contractor shall supply a manufacturer recommended spares kit for each site.

5.12 The Contractor shall test the spares to verify their functionality and suitability for use as replacements.
5.13 The Contractor shall replace the AGM-600s in Buildings 907 and 1639. The contractor shall provide separate options to replace the AGM-600/60s in Buildings 510, 21200, and
518. The Government priorities for the replacements is:

5.14 The contractor shall provide training on the installed system to include the following:
• An overview of the system and its major components
• The operation of the system with all controls and indicators
• The startup and shut down of the system
• The maintenance of the system both preventive and corrective (removal and replacement of components).

5.15 The Contractor shall provide a warranty covering parts and labor on the system for a minimum of one (1) year or the manufacturer’s warranty whichever is longer.
5.16 The Contractor shall provide an optional service level agreement (SLA) to begin the day after installation is completed for one year and optional annual renewal for three years.
5.17 The Contractor shall supply an electronic copy and one hard copy of the vendor manuals applicable to the supplied system.
6 GOVERNMENT-PROVIDED SUPPORT
6.1 Vandenberg SFB SLD 30/RM will coordinate access to the sites.
7 OBJECTIVES
7.1 As part of the required testing for this effort, the supplier shall conduct installation and checkout that will demonstrate that all functional requirements have been completed.

8 DELIVERABLES
8.1 An Integrated Master Schedule (IMS) shall be provided to the government NLT 5 days prior to project kickoff.

8.2 If any milestones cannot be met on time, the supplier shall send a notice to the Space Force Program Manager (SFPM) with an explanation for the delay and an updated schedule.
9 General Information
9.1 Place of Performance and Hours of Work. The Contractor shall perform tasks primarily at buildings listed in Section 2.1. Normal operating hours are 7:00 am to 5:00 pm (Eastern Time) Monday through Friday. Local and/or Vandenberg Space Force Base procedures will be followed during inclement weather.
9.2 Recognized Holidays. Unless otherwise required by the Government, the Contractor shall not have access to Government facilities to work or telework on all federal holidays or during facility closings as authorized by the Government. All federal holidays will be observed including New Year’s Day, Martin Luther King’s Birthday, Washington’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, and any other day designated by Federal
Law, Executive Order, or Presidential Proclamation, including energy days. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
9.3 Operations Security (OPSEC). The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E “DoD Operations Security”, DoD Manual 5205.02-M and AFI 10-701 “Operations Security” to protect United States (U.S.
Government interest. The Contractor shall ensure compliance with OPSEC requirements including procedures to protect classified and/or sensitive, but unclassified, Government projects and/or programs.
9.4 Contractor Identification. Contractor personnel shall wear visible identification designating them as contractors at all times while on Vandeburg Space Force Base.
9.5 Contractor Vehicle Entry. The Contractor shall contact the Vandeburg Space Force Base Visitor's Center to and comply with local procedures for obtaining credentials and vehicle entry.
9.6 Contractor’s Safety Program. The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government.
• Safety and Health Plan: Within 10 calendar days after contract award, the contractor shall email a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596). The Safety Plan will be provided to the Safety Office for review. The Safety Office will provide acceptance or non-acceptance within 5 working days of receipt to the government point-of-contact who will notify the CO.

9.7 Mishap Notification. The Contractor shall notify the Vandenberg SFB Safety Office telephonically at (805) 606-8806 and the Chief of Safety (805) 605-7250, within four (4) hours after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract and employee injuries as a result of the contract operation. A follow-up (written or e-mail) of this mishap/incident notification shall be sent within three calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO) (with a copy to program manager), who will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, at a minimum, the following information:
