Security Staffing Support – Questions and Answers round 2
1. Question number 4 references an SF 1449. However, the solicitation does not include an SF 1449, does the Government intend to issue one with an amendment for inclusion in proposal submissions?
That is correct, there is no SF1449 since we did a combined solicitation/Synopsys document. We do not intend to do an amendment to include one.
2. The solicitation number referenced in the combined solicitation conflicts with question to answer number 9. Will the Government please confirm the document titled Combo Solicitation FA822224QB005 is the correct solicitation document for offerors to base their response on?
The correct Solicitation number is FA8222-24-Q-B003. We will do an amendment to update the Combined Synopsys solicitation document to reflect the correct number.
3. The section (vii) states: PoP: 1 year after contract award, must be fully staffed per PWS within 30 days of contract award. Based on the language. will the Government please define the transition period (i.e., 30, 60, 90 days)?
The anticipated transition period is 30 days.
4. Based on 52.212-2 in the Combined Solicitation, we are required to provide evidence that the offeror has or has the ability to obtain the required facility clearance classification based on PWS 2.4.1. Will the government please clarify that the FCL is required within the same time frame as the contractor personnel clearances - no later than 6 months after contract award?
The facility clearance is required on Day 1.
5. 1. Evidence that contract company has or has ability to obtain the required facility security clearance classifications based on need dates in PWS (para 2.4.1).

Will the government please clarify item 1 is asking about the offeror's facility clearance level whereas item 2 is asking about employee clearances?
The second one should be for employee clearances.
6. Will the government please confirm the hours required for government provided training and contractor provided training?
Roughly 30 hours of government mandated training. Most if not all training can be done on the job (OJT).
7. In our experience the labor categories listed Security Assistant and Security Supervisor would typically be covered under FAR 52.222-41, Service Contract Labor Standards (Aug 2018) (41 U.S.C. chapter 67). Can we request that FAR 52.222-41 clause be included in the solicitation indicating the associated Wage Determination (WD) number?
This clause is in our solicitation document. The labor category is Security Assistant/ Guard II- WD# 27102.
8. Assuming FAR 52.222-41 is included in this subject solicitation, can the Government confirm the associated WD Labor Category for the non-supervisory security personnel (identified as Security Assistant Labor)?

9. When will the government-provided SOP, mentioned in section 2.1, be provided for our review? Could we have a copy of it now?
The SOP will be provided after award of contract.
10. In section 2.2, we were able to locate most of the DoD standards on https://www.e-publishing.af.mil., as instructed, however, two had restricted access, and one we could not locate. Could you please assist us with getting the most recent version?
a. DoDM 5200.08-R Restricted access – Deals with higher level perimeter access and will be articulated in the SOP.
b. DoDIO-2000.16V1_DAFI31-145-O – Restricted access – deals with anti-terrorism program implementation at the DOD level and will be better articulated in the SOP.
c. Security Desk Standard Operating Procedures (SOP) – Will be provided upon award.
11. Two standards have more recent publications than those listed in the RFQ, such as AFI 16-1402 which just published a more recent version in May 2024. Should we refer to the most recent version or the version listed in the RFQ?
Yes, please use the most recent version.
12. When does the Government anticipate awarding this contract?
Contract award is anticipated for 1 August 2024
13. What is the contract’s anticipated start date?
Contract award is anticipated for 1 August 2024 contract start date will be 1 August, but will include a 30 day transition period.
14. Will general/business liability insurance be required under the prime?
As applicable, insurance may be held by either the prime or subcontractor.
15. Do I (prime) need a security license/clearance? Or can that be through the subcontractor?
If the subcontractor has a facility clearance, then the prime would not be required to have a facility clearance.
16. Please advise if Hill AFB, UT is considered a federal enclave and not subject to the State of Utah regulations.
Hill AFB is considered an Federal enclave and is subject to Federal regulations, not state regulations.
17. Please advise if a State of Utah, Dept. of Commerce, Division of Professional Licensing for Security Guard Companies is required to perform the Security Staffing Support Services for this solicitation.
No, state professional licenses are not required for this contract, simply the appropriate facility and personnel clearances.
18. If a license is required, is it to be submitted upon contract award or prior to the beginning of the contract period of performance?
No license is required.
