1. Is this a brand new contract OR was/is there an incumbent performing these services?
This is a new requirement ad there is no incumbent performing services currently.
2. Can this be awarded to a contractor that doesn’t hold a facility clearance, but is able to provide personnel with the required individual clearances?
Contractors will need a facility clearance on the first day of work.
3. How should we structure our response? Is it to be based on the provision at 52.212-1, Instructions to Offerors (Sep 2023) -- Commercial?
Yes, it is based on 52.212-1.
4. Other than the Standard Form 1449, are there any other forms/attachments that need to be included?
Please refer to section ix(i) of the combo solicitation document attached to the SAM posting.
5. Should the Standard Form 1449 act as a cover page for our response?
The SF1449 needs to be included as a part of your response, if you’d like to use it as a cover page, that is acceptable.
6. How many references need to be included?
There is no specific number of references, enough to show evidence as listed in section ix(i).
7. For submission, should it be submitted as a single PDF file? Or should attachments be included separately?
This is not specified in the requirement, so prospective contractors have discretion.
8. Do we need to include anything specific in our price? Or is it just an FFP?
This is a firm-fixed price contract, however, this is over the TINA threshold, so certified cost or pricing data is required.
9. Is the solicitation number FA822224QB003 or FA822224RB005? The DD Form 254 has the solicitation number as FA822224QB003.
The solicitation number is FA822224QB0003.
10. Does the Health and Safety Plan need to be submitted upon submission or award?
The Health and Safety Plan must be provided to the government upon contract award.
