About this file

This is a Sources Sought Synopsis for market research purposes issued by the Department of the Air Force Materiel Command (AFLCMC/EBHK) at Hill Air Force Base. The synopsis is seeking information regarding potential sources capable of engineering, manufacturing, inspecting, and testing egress components for the USAF Air Launch Cruise Missile (ALCM). The proposed NAICS code is 325920 (Explosive Manufacturing) with a 750-employee size standard. The government is particularly interested in identifying small business sources, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns to determine if the effort can be set aside for small businesses and to establish the best acquisition strategy. Responses are due by 5:00 PM MST on March 21, 2026, and should include company profile information (employee count, office location, CAGE code, DUNS number, and small business status), relevant experience with similar dual mechanically fired initiators within the past five years, and identification of which of the 17 listed NSN items the respondent is interested in pursuing.

The synopsis lists 17 specific components required, including thermal batteries, cartridges for impulse functions (wing, fin, and elevon), ETRS rings, tank assemblies, engine starter cartridges, ETRS initiators, and EBW devices with corresponding NSN and DODIC codes. This is not a solicitation and no proposals will be accepted; rather, it is market research only. The government has limited technical data available and does not have funds to support second source qualification efforts, meaning interested offerors must possess access to all appropriate manufacturing data. Questions should be directed to Contracting Officer Captain Leila Rahebi (leila.rahebi@us.af.mil) or Lead Program Manager Captain Maygan Gipson (maygan.gipson@us.af.mil). No reimbursement will be provided for responses, and any teaming arrangements must clearly delineate work responsibilities between prime and subcontractors.
