About this file
This is a Sources Sought Synopsis (SSS) for the acquisition of F-16 Radar Electrical Limiter spare parts under National Stock Number 5895-01-515-8924WF. The United States Air Force seeks qualified manufacturers to produce these components through a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an estimated minimum quantity of 25 units and a maximum value ceiling of $4 million. The contract will be awarded using Firm-Fixed-Price (FFP) terms, placing maximum cost responsibility on the contractor with no economic price adjustment permitted after award. Responses must be submitted by March 25, 2026 at 11:00 AM MDT to contracting officers Thomas Worthington (thomas.worthington@us.af.mil) and Avery Irwin (avery.irwin@us.af.mil) at Hill Air Force Base, Utah (ZIP code 84056). Contract award is anticipated within 60 days of the RFP close date, with the acquisition categorized under FSC 5895 and NAICS code 336413.
The acquisition is open to all responsible qualified sources but is restricted to full and open competition among qualified manufacturers only, with drawings restricted to U.S. companies due to export control limitations. Small business participation is strongly encouraged, and teaming arrangements through the DoD Mentor-Protégé Program are permitted with the requirement that the small business prime perform at least 40 percent of manufacturing work. Interested parties must submit Source Approval Request (SAR) packages demonstrating compliance with AS9100 certification, Cybersecurity Maturity Model Certification (CMMC) Level II self-certification, and manufacturing capability. Responses should address firm qualifications, business type, manufacturing capability, anticipated teaming arrangements, alternative part numbers, existing contract vehicles, recommended acquisition strategies, procurement concerns, long-lead items, and anticipated first-article production timelines. Technical Data Packages are available through SAM.gov and are export controlled; contractors must possess an active DD Form 2345 Military Critical Technical Data Agreement to access them.
