MANUFACTURING SOURCE QUALIFICATION STATEMENT

(PUBLIC LAW 98-525, 10 USC SECTION 2319) 21Aug2012 stock Number (NSN): 6150-01-555-9768 Part Number (P/N): 3107632P002 Nomenclature: Cable Assembly, Special Purpose Electrical Application: F-16 SST Tester

SECTION C: QUALIFICATION REQUIREMENTS THAT MUST BE SATISFIED TO BECOME A

QUALIFIED SOURCE AND QUALIFICATION WAIVER REQUIREMENTS AND OTHER

INFORMATION.

I. Pre-Oualification Notice The offeror shall notify the Small Business Office (00-ALC/SB) or, if responding to a solicitation, the contracting officer in 748 SCMG/PKB of intent to qualify as a source for this item.

2. Manufacturing. Test and Inspection Capability The offeror shall certify to the design control activity (5 1 8 CBSS/GBMAA), the availability of the required manufacturing, test, inspection and diagnostic facilities and equipment, or provisions for their acquisition or utilization from another source.

3. Data Verification The offeror shall verify possession of a complete data package by providing a list of applicable drawings, procedures, and specifications currently in their possession related to the manufacture of this item. This data package must be of the most recent revision or it must include any Engineering Change Orders (ECO's). This data must be sufficient to show in thorough technical detail how the part shall be manufactured and tested. In addition the package must contain an acceptance test procedure designed to be a final functional checkout of the manufactured devices sufficient in detail to ensure all operational functions meet specification. When the offeror proposes to use industry standards during the manufacture of this item, the offeror shall document the differences between the industry standard and the military standard, and state why those differences do not adversely affect this item (performance, longevity or otherwise). The design control activity shall determine if the industry standard is acceptable for use in the manufacture of the part. Manufacturing this item may require the use of some classified data, if so vendor must be approved to receive and store classified material. Vendor may propose using a FFFI (Form Fit Function Interface) compatible solution in lieu of government proposed design.

4. Process Verification The offeror shall identify sources for materials and standards for internally used processes. The offeror shall further define/provide written procedures for the utilization of any special test or inspection facilities and/or equipment. Development of special test procedures not available from the government may be required. The manufacturing process shall show how the offeror shall produce, inspect, and perform a final functional checkout. Where development of test procedures not available from the government is required, the offeror shall develop those procedures for review and approval by the design control activity.

5. Test and Evaluation or Verification The offeror shall submit to the design control activity an explanation of how they will certify that the manufacturing procedures and test methods meet the specifications for this item. The government retains the option to inspect the offeror's manufacturing and testing facilities. To allow this, the offeror's facilities shall be made available to government inspection during the qualification effort upon ten days written notice of intent to inspect.

6. Item Unique Identification (IUID) The offeror shall certify to the government the ability to meet MIL-STD-130N requirements for unique identification if the item being qualified has a value of $5000 or more, contains sensitive material or data, is critical or at the discretion of the engineering authority the item is required to have unique identification. The offeror has the option to either provide the capability or show they can provide the capability by contracting out the requirement to another vendor who possesses this capability which also must be proven to the government that the contracted vendor does meet the requirement for providing IUID.

7. Testing and Manufacturing Evaluation. The offeror shall be required to submit a complete test report verifying compliance with all specifications including performance, environmental, mechanical and quality assurance requirements identified by the part or related drawings. Test report shall document in detail, equipment and test procedures used, the expectations and the results of each test. In addition the test report shall contain detailed documentation describing the testing procedures during manufacture. This data shall describe in detail the point(s) in the

The government retains the option to inspect the manufacturing and testing process, including on-site witnessing of any or all manufacturing and testing activities. The offeror will provide notification to the government of testing and evaluation 30 days in advance so the government can witness, if needed, coordinate needed activities, support, etc.

Vendor shall certify that all sub-part to be used in do not suffer from DMS (Diminishing Manufacturing Source) issues, meaning these parts are available for purchase.

8. Qualification Article Upon satisfactory compliance with the provisions of paragraphs 1 to 6 above, offeror shall provide a qualification article to the government so Government can verify that item is suitable. The Government will put this part into its next higher assembly to verify that (Form, Fit, Function and Interface) are acceptable. Estimated likely costs for testing and evaluation, which will be incurred by the potential offeror to become qualified: $1

10. Government Qualification. Time Estimate In reference to item 8 above, it is estimated that the Government Qualification test on this article will take 180 days. Events which occur during qualification process may cause this qualification time to increase or decrease depending on circumstance.

11. Offeror Rights An offeror may not be denied the opportunity to submit and have considered an offer for a contract if the offeror can demonstrate to the satisfaction of the contracting officer that the offeror's item meets the standards for qualification or can meet them before the date specified for award of the contract, The award need not be delayed to provide the contractor with an opportunity to demonstrate its ability to meet the standards specified in this source qualification statement.

12. Government Rights The offeror must be fully qualified in order to be eligible for a contract award. Therefore, the offering party must fulfill all of the requirements stated, in writing, in this qualification requirement before the date specified for award of the contract. The government reserves the right to award a contract at the time specified for award, to a qualified source even though other sources may not have finished qualifying.

13. Waiver An offeror may apply to the, 416 SCMS/GUMAA engineer, for a waiver of any of the stated qualification requirements. Paragraphs I through 5 will be waived at the digression of government engineer only if there is an obvious or overriding reason to do so. (Waivers would typically be granted to one who has previous experience in supplying this item, or similar items).

14. Approval Once the qualification requirements are met, the offeror will be listed as an approved source for this item.

Approval, however, does not guarantee subsequent contract award.
