About this file
This document is a Sources Sought Notice from the Department of the Air Force Materiel Command Lifecycle Management Center for the Advanced Radar Threat System Variant 1 (ARTS-V1) Contractor Logistics Support (CLS). The Government is seeking information to determine if there are interested and qualified vendors, including small businesses, to support an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for ARTS-V1 CLS. The scope of work includes depot maintenance support and spares management for three ARTS-V1 systems, two to be fielded at the Nevada Test and Training Range and one at the Joint Pacific Alaska Range Complex. Responses should include business information, small business status, and anticipated teaming arrangements, as well as a description of similar services offered. The Government plans to use the information gathered to determine the best acquisition strategy, which may include a full CLS contract or a hybrid where the contractor works with the organic depot. An Initial Operational Capability is tentatively set for August/September 2024, and a more detailed Statement of Work will be provided at that time.

| Question Number | Document | Section/Paragraph | Page Number | Question/Comment | Government Response |
| 1. | CUI SOW | 2.1.3 and 2.4.6 | 3 and 9 | What is your vision of where AF-owned spare LRUs will be stored, plus your vision of whether the CLS management of those spares is expected to include full-time on-site presence of a CLS person(s) at the ARTS-V1 operating locations? | Can the sources sought be priced both ways? One with the contractor on site to provide timely availability of of spare units, minimizing impact to mission and pilots training. And the other with utilizing the logistics process already in place at the ranges to ship and receive the LRUs. |
| 2. | CUI SOW | 1.2.1 | What is the Period of Performance for this overall? What is the support PoP for the existing system and the two systems to be delivered in FY26? i.e. if the delivery of qty 2 systems is FY26, does GTRI (incumbent) have a 1-year warranty and required CLS support would start in FY27? | Since we are currently under ICS, and the USAF is committed to maintain a minimum of 1 yr ICS post delivery of the last system, ICS period could be extended until September 2028 so the Gov is looking for CLS starting Sept 2028 under a 5 yr plan with options afterwards. | |
| 3. | General Question | N/A | N/A | Given the recent response to the Q&As, and the anticipated contract award/s in the 2027/28 |
timeframe could you please help us understand the government’s milestones for final
| solicitation? | Either full blown Contractor Logistics Support (CLS) or hybrid type CLS where the contractor does the supply chain function and works hand in hand with organic depot. Expected timeframe is Initial Operational Capability (IOC) plus four years. IOC is tentatively Aug/Sept 2024. At that time, a much more detailed SOW would be provided to get a more precise funding requirement and for vendors to get a better understanding of our requirements. | ||||
| 4. | General Question | N/A | N/A | What are the government’s acquisition strategy considerations in issuing the sources sought | |
| in 2024? | Market research is needed to present to upper leadership on the sustainment strategy of either going full blow CLS where one vendor performs all functions of CLS, or one vendor works hand in hand with our organic Depot Source of Repair (DSOR). In addition to that an estimate is required to aid in obtaining funds via Program Objective Memorandum (POM) during sustainment years. Once we receive that information and upper leadership determines the future of ARTS V1 then an acquisition strategy will be made and followed to meet Government needs. |
