About this file
This document contains questions and answers regarding a request for proposal (RFP) for the Integration Support Contract (ISC) 2.0. The RFP is seeking proposals for systems engineering and integration support services for the Minuteman III Weapon Systems Program Office and the Ground Based Strategic Deterrence Weapon Systems Program Office within the Department of the Air Force Materiel Command Nuclear Weapons Center. The document addresses questions from offerors about requirements in the RFP such as pricing terms, labor rates, subcontractor information to be provided, and clarification that task order management hours are to be included as overhead rather than direct costs. Amendments to the RFP were made to remove the requirement to provide price and hours for each subcontractor and to update the labor rate matrix based on offeror questions.

| Cost | Attachment 8 Labor Rate Matrix Amendment 1 | There appears to be an error in the CostElementSmy tab for Calendar Year 2026 starting a row 52. Unlike years 2022-2025, the calculations are based on the prior year's costs and then escalated by the 3% LRM-BaseRates escalation for years 2027 and beyond (Cell J10). This pricing calculation is inconsistent with the other years. For example, we believe ATO1 calculation in cell B54 we should change the formula from SUMPRODUCT(‘ATO 1’!$CJ$10:$CJ$221,’Cost Elements-GFS’!$AW$16:$AW$227)*(1+’LRM-BaseRates’!$J$10) to SUMPRODUCT(‘ATO 1’!$CJ$10:$CJ$221,’Cost Elements-GFS’!$BH$16:$BH$227) to be consistent and accurately reflect an offerors price for 2026. | Please update the LRM or unlock the workbook for offerors to fix this error and any other errors as they work toward submission. | Attachment 8 LRM "CostElementSmy" tab has been updated. See new formulas from cells B54 & AA59. | Updated Attachment 8 "LRM" included with amendment 3 to the solicitation. | |||
| Cost | Amend. 0001 - Section L | 18,19,20 | 6.2.9 & 6.7 | The Offeror shall submit a list of the proposed subcontractors...(d) price and hours proposed by each, (e) price and hours included in prime’s proposal to the Government,… | New section L requirement for subcontractor price and hours to be provided. | Question 1A: Subsection 6.2.9 requires offerors to propose a single team cost rate for purposes of pricing not only ATOs 1 through 5, but for pricing all contract types other than FFP CLINs on future contractual modifications/awards. Revised subsection 6.7 now requires offerors to submit price and hours proposed for each subcontractor for purposes of establishing cost estimates for ATOs 1 through 5. Given that ATOs 1 through 5 represent a relatively small fraction of the $12 Billion ceiling scope for the ISC 2.0 Contract, we would encourage the Government to allow offerors to establish the single team cost rates required by subsection 6.2.9 based on the following: an assessment of prime contractor rates, rates across our team and probable utilization of team members over the broader and larger scope of the contract vs. having us establish the rates based solely on the scope reflected by ATOs 1 through 5. Requiring prime contractors to base cost rates required by subsection 6.2.9 solely on expected team utilization by labor category for ATOs 1 through 5 may lead to development of cost rates that do not adequately reflect probable mix of team utilization against each labor category over the full scope and duration of the contract. Would the Government consider revising subsection 6.7 to remove the requirement to provide price and hours for each subcontractor, but rather provide rationale as to how the single team cost rates were developed for the scope of the entire IDIQ contract and which are used for pricing ATOs 1 through 5? | Updated section L paragraph 6.7.1 to remove "(d) price and hours proposed by each, (e) price and hours included in prime’s proposal to the Government". Paragraph 6.7.1 of section L now reads: 6.7.1. The Offeror shall submit a list of the proposed subcontractors and interdivisional transfers showing (a) the supplier, (b) description of effort, (c) type of contract, (d) subcontract rates are sole-source or competitively proposed, and (e) commercial item / service determination support, if applicable. The Offeror shall conduct cost or price analyses of subcontracting costs in accordance with FAR 15.404-3 and include those results in the cost/price volume. | Updated section L has been included with amendment 3 to the solicitation. |
| Contract | Amend. 0001 - Section L | 20 | 6.7 | The Offeror shall submit a list of the proposed subcontractors...(d) price and hours proposed by each, (e) price and hours included in prime’s proposal to the Government,… | New section L requirements significantly impacts proposal submittal documentation and requires additional time to complete. | Question 1B: The revised requirement in subsection 6.7 places a substantial change on requirements related to subcontractor cost data required for the prime’s cost proposal submission – prior the requirement only required the subcontractor costing detail of rates and a Subcontractor Price Analysis. Should the Government not revise the requirement at 6.7 as recommended in Question 1A, would the Government consider granting a 1 week extension to the due date of the proposal? | Requirement for... d) price and hours proposed by each, (e) price and hours included in prime’s proposal to the Government,… has been removed from section L. No extension determined necessary. | Closed |

BASIC PWS L: 17 of 25
BASIC PWS: 15 L.6.2.1
BASIC PWS: 4.2.3 L: Offerors shall appropriately populate the indicated pricing and cost cells specified in the LRM worksheets, IAW the instructions below and in the worksheets themselves.
BASIC PWS: A Contractor Program Office to administer the ISC 2.0 shall not be a direct cost to the Government. In order to ensure offerors do not over or underestimate ATO 1-5 Management functions, it is unclear if the LRM (and LQW) contains the hours to perform the traditionally direct ATO management hours (above backoffice, contract, or general management functions that would be included in a contractor's indirect rates) Are the hours to perform Task Order Management included in the LRM, or is Task Order Management part of the Contractor Program Office as referenced within the BASIC PWS 4.2.3? Hours specific to performing TO Management are not in the LRM. TO Management IS part of the Contractor Program Office as referenced within the Basic PWS 4.2.3. TO/contract management is to be included as part of overhead. closed
