About this file
This document provides a task order CLIN numbering structure for the Integration Support Contract (ISC) 2.0. The ISC 2.0 is an IDIQ contract between the Department of the Air Force Materiel Command Nuclear Weapons Center and a contractor to provide Systems Engineering and Integration support for the Minuteman III and Ground Based Strategic Deterrence weapon programs. The contract utilizes task orders to procure specific services, with each task order supporting multiple programs. To facilitate management of services and funding, a CLIN numbering structure was developed to identify programs in each task order. CLIN numbers are structured to indicate the ordering period, ordering year, CLIN item number, and whether it relates to FTEs, CMEs, travel and ODCs, data, or data rights. This allows anyone viewing a CLIN number to discern details about what year the CLIN was awarded and what type of item or service it represents. A notional example task order is provided to demonstrate how multiple programs would be represented by distinct CLINs under a single task order.

Task Order CLIN Numbering
The ISC 2.0 contract is an IDIQ contract that utilizes task orders to allow the Government to purchase services from the contractor.
Each of the task orders will service multiple programs within ICBM/SD that will have differing requirements. In order to facilitate management of the services and their related funding, it was necessary to develop a CLIN structure that was capable of delineating each program in such a way that it was easy to identify them simply by reading the CLIN number.
Due to the length and structure of the ISC 2.0 contract, it is necessary to follow a nonstandard Task Order CLIN numbering format.
CLINs for this contract will be numbered in accordance with the following template:
Ordering Period (0 – 5): This contract has six ordering periods numbered from Basic Ordering Period (0) to Ordering Period five (5).
Ordering Year (1 – 5): Each ordering period is segmented into options numbered from Base (1) to Option 4 (5).
CLIN Number (01 - 99): The last two digits of the CLIN will represent the numbered CLIN item. FTE CLINs will be numbered from 01 – 32. CME CLINs are numbered 33 – 65. Travel & ODC CLINs are numbered 66 - 97. Data CLINs are always 98 and Data Rights CLINs are always 99.
Anyone viewing the CLIN number will be able to discern which year of the contract the CLIN was awarded in and what the CLIN is for by following the prescribed format. For example:
CLIN 2438
Working backwards, this is a CME CLIN since the last two numbers are between 33 and 65 and it was awarded in the fourth year of Ordering Period Two. This would mean this CLIN was awarded in the fourteenth year of the contract.
The following table represents all of the possible CLIN numbers and numbering scheme:

CLIN 0198 Data
CLIN 0199 Data Rights
As the contract progresses through the Option Years under each Ordering Period, the second number in the CLIN will increment plus one. The same will occur to the first number in the CLIN as the contract progresses though each of the Ordering Periods. At the beginning of a new Ordering Period, the first number in the CLIN will reset to one and continue incrementing through each Option Year of the Ordering Period.
