1.0. ISC – MMIII ACQUISITION SUPPORT SCOPE
MMIII Acquisition Description Per Department of Defense (DoD) Instruction (DoDI) 5000.02T, Operation of the Defense Acquisition System, all defense acquisition programs are designated by an Acquisition Category (ACAT). ACAT level is based on the program’s estimated dollar value and type of funding.
Thresholds are listed in Enclosure 1, Table 1, of DoDI 5000.02T.
The MMIII SPO currently has programs of all ACAT levels used by the Air Force (AF) (I, II, and III).
MMIII Acquisition Organization MMIII Acquisition falls under the MMIII SPO. It consists of three (3) branches: (ACAT) I & II, ACAT III, and Services. The mission of MMIII Acquisition is to mitigate sustainment risks through execution of ACAT programs. Acquisition programs operate in parallel to sustainment items, which in turn, are tied to MMIII Work Breakdown Structure (WBS) elements. The MMIII Sustainment organization includes Integrated Product Teams (IPTs) which are organized around WBS products and serve a critical role as integrators between the different areas of the MMIII Weapon System (WS). Acquisition personnel participate in the sustainment IPT(s) associated with the content of their acquisition program. (See the MMIII Sustainment Task Order for more information on IPTs.)
This body of this Task Order PWS defines overarching requirements for all MMIII acquisition programs. Appendices to this Task Order PWS define requirements and personnel qualifications specific to individual programs.
Note: While MMIII Acquisition also includes a Services section that is responsible for preparation and award of service contracts used by the ICBM organization at Hill Air Force Base (AFB), due to Organizational Conflict of Interest (OCI) laws, the Services section will not use ISC support, and is therefore not included in this or any Task Order on the ISC 2.0 contract.
Data Deliverables (Contract Data Requirements Lists [CDRLs]) A master list of potential DoD Form 1423s (DD 1423s), Contract Data Requirements Lists, is provided as Section J Attachment 6, Contract Data Requirements Lists (CDRLs).
Due to the quantity and diversity of the programs in the ICBM Organization, the type and magnitude of required support is different for each program. Each program will employ the tasks in this PWS to the extent needed by that program. This also means that data deliverable needs will vary based on the program. To this end, CDRLs are not referenced in this PWS after every paragraph in which they may be required.
CDRLs specifically referenced in this PWS are to be delivered every time the task required by the referenced paragraph is performed (e.g. monthly status reports, training materials, engineering documentation, etc.).
If a program determines that a formal data deliverable is needed for a paragraph without a CDRL reference (e.g. advice, recommendations, analysis reports, etc.), the Government representative will select the appropriate CDRL from the master list and specify the delivery date/address and any other necessary instructions on the DD 1423. Any additional tailoring will also be documented on the DD 1423 at that time. The CDRL number will be incorporated into the associated task assignment (see paragraph 4.9 of the Basic PWS).
