Request for Information
Title: Public Address/Intercom System for Strategic Missile Integration Complex (SMIC) Response Date: 06 May 2019 NOTICE: This is not a solicitation but rather a Request for Information to determine potential sources for information and planning purposes only. Please see disclaimer.
Small Business Statement The purpose of this Sources Sought Synopsis (SSS) Request for Information (RFI) is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 238210 which has a corresponding Size standard of $15 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past five years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime.
Background The US Air Force Strategic Missile Integration Complex (SMIC) is seeking to obtain a replacement Analog Public Address/Intercom System at Hill Air Force Base (AFB), Utah. The replacement Analog Public Address/Intercom will be installed and functional throughout SMIC Buildings.
SMIC is an Air Force Test facility and consists of the following Buildings: 1540, 1538, 1203, 1204, and the A Modernized (A-M) and B test launch facilities (LF). The legacy PA/IC system will remain intact and functional until the new system is installed, burned in, checked out, and accepted by the government. Then the contractor will remove and dispose of the legacy system.
Government program testing may be conducted in several of the buildings during the PA/Intercom system installation. Contractors will not be granted access to test facilities while classified testing is being conducted and should expect some delays. Contractors will have escorted access to the work areas during breaks in testing to complete the installation. Delays may be mitigated by attending regular SMIC test scheduling meetings.
Contractors will be required to provide to the government a summary of their company’s experience installing and integrating Analog Public Address/Intercom described herein and attached draft statement of work.
The contractor will provide all labor, transportation, supervision, and engineering required and procure, install, integrate, and test all equipment, hardware, cabling, and connectors required to implement and demonstrate a fully operational Analog Public Address/Intercom system.
Equipment items will be purchased and installed as a turnkey system of commercial off the shelf components.
Requirements
Reference attached Draft Statement of Work for detailed requirements.
An acceptance test plan must be developed for the Analog Public Address/Intercom system for government review and approval employing industry standards and site specific criteria. The approved plan will be executed and results delivered to the government to obtain system acceptance.

It is the visitor’s responsibility to have their security office send the visit request through the JPAS system using SMO code “SMIC”. Visitors without a clearance shall have their security office fax a visit request on their company’s letterhead that contains their Name, dates of visit, and the city, state of birth and citizenship to the 309 MMXG Security office at 801-586-2305 or email to 309MMXG.Security@us.af.mil . Visit requests shall be submitted at least ten workdays prior to scheduled work visit.
You will need to provide Driver’s License or ID card number and two-digit state of issue. Your company will not be allowed to exceed the two (2) individual representation limits. This may be the only opportunity to view the facilities and buildings.

Table 1: Company Information Template Section I: Response to Questions (4 page maximum) To ensure the Government receives all pertinent information related to the service, provide specific responses to the questions posed:
1. How would your company meet the requirements identified in Requirements Section?
Please include proposed equipment manufacturer, make and model with associated capabilities.
2. Do you see any issues with the proposed requirement or barriers to successful installation? Please include any mitigation steps your company would take or any actions the Government could take to facilitate completion.
3. Please provide examples of similar work completed by your company in the past five years.
Section II: Additional Information (1 page maximum) Provide any available information regarding cost range, to include feedback, cost estimates, and/or suggestions to control cost. Also, provide details of product manuals or procedures documentation and/or capability to write/provide technical manuals.

Disclaimer This RFI does not constitute a solicitation for proposals or any obligation on behalf of the Government. Vendors that do not respond to this RFI can and will be allowed to respond to the future Request for Proposal. The responses to this RFI are not an offer and cannot be accepted by the Government to form a binding contract. No contract award will be made on the basis of this RFI. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information. Vendor participation is not a promise of future business with the Government. Any information provided in response to this RFI will be used for informational purposes only and will not be returned. All proprietary information should be clearly marked as such. All information submitted by respondents to this RFI, including appropriately marked proprietary information, will be safeguarded and protected from unauthorized disclosure. All personnel reviewing the RFI information have been briefed regarding Non-disclosure and OCI issues. This information is for Market Research purposes and should not include contractor methodologies, technical approaches, or any other information that may be considered trade secret or information that is only used at contract proposal. Draft RFPs will be posted as soon as the Government has gathered all Market Research and have a tentative date for Industry day/One-on-One sessions. RFI information will not be posted but possible future RFIs may be issued if we have more questions that stem from the RFIs.
