Question 1

The Section L instructions state that the proposal should be addressed to the attention of Adam Townsley but the solicitation document states that it should be delivered to the attention of Jocelyn Nance. Please advise who the proposal package should be delivered to.

a. Please address proposal packages to Jocelyn Nance IAW the solicitation.

Question 2

For the Activation and Conditioning system what are the required features? Is it used for the pre-load only? The assumption is it’s to be used for individual cells and for the battery.

a. The spec doesn’t require these types of specifics about a conditioning system.

As an example,

1. Does it have to charge the battery with programmable cutoffs?

a. Yes

2. Does it have to automatically preload the battery? If so, should the preload amount be adjustable?

a. Yes, the preload needs to be able to ensure that the battery is in the monoxide state.

3. Is the Command Destruct Test Circuit defined in the SCD para 3.3.2, Figure 5 part of the capability of the system?

a. No.

4. Does the system have to be able to discharge the battery per figures 3 and 4 of the SCD?

a. No

5. Does the system have to store data from the battery? Sampling rate?

a. Yes, sampling rate should be 1 millisecond

6. Are there any interface or envelope requirements of the system?

a. We don’t think there is a space constraint or envelope, but still waiting for response from VAFB POCs. We will provide further clarification as that information is made available.

Question 3

Individual CDRL’s (DD Form 1423-1), Block 5 refers to paragraphs of a different SOW than the March 24, 2014 version provided. Is this of significance?

a. This appears to be a mistake that we are working on correcting.

Question 4

The SCD, para 2.2, calls out three Reference Documents not provided. Please supply the following referenced documents:

1. S-133-06354-2 One Part Requirement specification for Manually Activated GPS/CD Silver Zinc Battery.

a. This spec is exactly the same as the SCD that was provided and typically is not given out to vendors since the SCD states everything that is needed.

2. 10-20942 Battery, Squib Activated, Boeing Document, Revision R, dated March 1970.

a. This is for historical purposes only and is not needed for the vendors to meet our requirements.

3. 200211147A Manually Activated GPS/Command Destruct (CD) Battery, Rev A (8 Aug 2006).

a. This is for historical purposes only and is not needed for the vendors to meet our requirements.

Question 5

Please clarify the CD minimum voltage requirements. Para 3.3.2 has it at 22 volts at the 0.31 rate while Figure 3 suggests 26 volts.

a. 22 Volts is the minimum requirement. 26 Volts is a Range Safety monitoring value that inadvertently got put into the spec figure 3.
