1.0 SCOPE
The winch system is Support Equipment (SE) used to provide positive electric powered transfer of the Minuteman III missile between a Transporter Erector (TE) or Missile Transporter (MT) and a Missile Processing Facility (MPF).
1.1 Purpose
The purpose of this VAFBWR contract is to provide Vandenberg AFB (VAFB) with one winch system and seven hand-operated backup-winch systems, all build-to-print.
1.2 Background
In 2017, winch system(s) and backup winch system(s) were installed at VAFB, replacing legacy winch systems in missile storage buildings. This contract effort is to provide one more replacement winch system and seven more backup winch systems.

3.0 REQUIREMENTS
3.1 Contractor Tasks Summary
Primary tasks shall be as follows:
1. Build one winch system IAW SOW Paragraph 3.2.1
2. Provide seven backup winch systems IAW SOW Paragraph 3.2.1
3. Test one winch system IAW SOW Paragraph 3.3
4. Remove legacy winch system from MPF-2 IAW SOW Paragraph 3.4
5. Install replacement winch system in MPF-2 railset IAW SOW Paragraph 3.6
6. Coordinate disposal of legacy winch system IAW SOW Paragraph 3.7
3.2 Manufacturing
3.2.1 Items to Be Manufactured
The Contractor shall manufacture one winch system per drawing 43000 and sub-level drawings. Wire Rope Assembly A & B (43913 & 43916) are expected to fit the MPF-2 railset.
The Contractor shall manufacture seven backup winch systems per drawing 43900.
These backup winch systems shall be build-to-print.
3.2.2 IUID
The Contractor shall mark manufactured products IAW the approved VAFBWR Item Unique Identification (IUID) plan.
The Contractor shall provide details of IUID plan compliance IAW CDRL A100 IUID Marking Activity, Validation and Verification Report.
3.2.3 Quality
The Contractor shall have a quality management system to ensure quality parts and workmanship. The Contractor shall provide the details of the quality management system in order for the Government to determine its sufficiency.
The Contractor shall ensure the delivered winch and winch backup systems are free from defects such as burrs and sharp edges, smudges, welding slag, metal chips or any foreign material which might negatively impact the intended operation IAW S-133-09220C and applicable documents referenced therein.
The details of the Contractor’s Quality Management System and how the Contractor will monitor internal quality and product compliance shall be provided IAW CDRL A014 Quality Assurance Program Plan.
3.2.4 Facility Verification
The Contractor shall inspect the facility and equipment in MPF-2 to verify the supplied electrical power and railset will properly interface with the build-to-print winch system.
3.2.5 Deviations
The Contractor shall coordinate any proposed changes with the Government and not implement changes without Government approval. The Contractor shall request any deviations in accordance with CDRL A033 Request for Variance. If deviations are required and approved, the Contractor shall update and deliver change documentation or updated drawings IAW CDRL A023 Product Drawings/Models and Associated Lists, as appropriate. The Contractor shall not change the facility or modify the railset without an approved deviation.
3.2.6 Reliability
The Contractor shall build the winch and backup winch systems to meet the required 20-year service life. The Contractor shall include a two-year warranty of all parts and workmanship. The two-year warranty shall not begin before Government acceptance of the winch system after installation in MPF-2. The Contractor shall price an extended warranty covering parts and workmanship for a period not less than 5 years after expiration of the standard two-year warranty as an option to the contract. The
Government may exercise the option for the extended warranty at any time during the period of the original two-year warranty. The Contractor shall include certification of compliance, reliability, and warranty IAW CDRL A109 Certification Data Report.
3.3 Testing
The Contractor shall generate a test plan (CDRL A056), test procedures (CDRL A057), and test report (CDRL A058) for Electro-Static Discharge (ESD) testing of the winch.
The Contractor shall conduct ESD testing of the winch after Government acceptance of these test documents. The Contractor shall follow the guidelines for ESD testing in S-133-09220C, S-133-128D Appendix II, and applicable documents referenced therein.
CDRL A057 can be submitted as part of CDRL A056.
The Contractor shall test any approved design or process changes to demonstrate the winch system or backup winch system meets the specifications in document S-133- 09220C. Any additional testing shall be documented in an approved test plan (CDRL A056), test procedures (CDRL A057), and test report (CDRL A058). CDRL A057 can be submitted as part of CDRL A056.
The Government will conduct an acceptance test at VAFB in accordance with acceptance test procedures referenced in modification drawing 201612269. The acceptance test consists of a visual inspection of all parts on each delivered asset and a roll transfer test of the winch system. The test plan (CDRL A056) shall include a description of acceptance testing of the primary winch system IAW approved procedures.
The Government will visually inspect the backup winch systems before determining acceptance. The visual inspection will consist of examination for defects or deviations from the approved design.
The Government intends to witness all testing for this program. The Contractor shall present information about testing, and information required for test witness travel, at a Test Readiness Review approximately five business days before commencement of testing. All test witnesses will be identified by the Government by closeout of the Test Readiness Review.
3.4 Removal of Legacy System
The Contractor shall provide the workforce, tools, and expertise to remove the legacy winch system from the MPF-2 facility per drawing 201612269.
The Government will provide a forklift and operator to assist with the removal of the legacy system.
3.5 Deliver Replacement Winch System
The Contractor shall deliver or ship all equipment to VAFB prior to installation. The Contractor shall coordinate any planned shipments and deliveries with the Government Program Manager and Procuring Contracting Officer at least seven days ahead of planned delivery or shipment date(s).
The Contractor shall coordinate any shipments with the 576th Flight Test Squadron (576FLTS) and 30th Logistics Readiness Squadron (30 LRS) at least two weeks in advance of the shipment arrival date.
The Contractor shall coordinate any deliveries with 576 FLTS at least seven days ahead of the planned delivery date. The Contractor shall include a bill of lading with all deliveries. All deliveries shall be transported through the Lompoc Gate. 3.6 Installation of Replacement Winch System
The Contractor shall provide the workforce, tools, and expertise to install the replacement winch system into the railset in the MPF-2 facility per modification drawing 201612269.
The Government will provide a forklift and operator to assist with the installation of the replacement winch system.
The Contractor shall wire the winch to the facility electrical power at the junction box following guidelines from MIL-HDBK-454B, SBMC Title 22, and NFPA 70.
3.7 Disposal of Legacy Winch System
The Contractor shall take the legacy winch system to DLA Disposition Services at VAFB, after Government acceptance of the installed replacement winch system.
The Contractor shall coordinate disposal transportation, timing, and documentation with the Government Program Manager, Procuring Contracting Officer, Government Item Manager, 576 FLTS Equipment Custodian, 30 LRS as applicable, and Defense Logistics Agency at least two weeks before planned delivery for disposal. The Contractor shall provide proof of delivery and receipt of the legacy winch system for disposal IAW CDRL A055 Technical Report.

3.8 Safety
The Contractor shall follow all related safety laws during removal of the legacy winch system and during manufacturing, installation, and testing of the replacement winch system. The contractor shall also comply with all applicable safety provisions of the Occupational Safety & Health Act (OSHA) standards (29 CFR 1910). Where there are no applicable OSHA standards, use Air Force Occupational Safety and Health (AFOSH) or applicable national recognized sources of safety, health, and fire prevention standards, including MIL-STD-882E, AFMAN 48-155, SBMC Title 22, and other industrial standards. Program provisions shall also apply to all subcontractors.
The Contractor shall provide a Safety Plan IAW CDRL A068, Appendix C, Section II that documents the contractor's understanding and commitment to Occupational Safety standards and directives.
The Contractor shall notify the Government of any changes that could impact the validity of existing safety assessment and risks.
The Contractor shall provide an Accident/Incident Report IAW CDRL A067 if applicable.
3.9 Meetings
The Contractor shall participate in technical meetings with the Government to ensure that tasks are completed properly and also to assist in keeping the contract on schedule.
The Contractor shall provide agenda, minutes, and briefing materials for technical meetings when requested, IAW CDRLs A002, A003, and A004.
The technical meetings may include, but are not limited to: one to two Test Readiness Reviews, one combined Test Review / Safety Review Board, one Post-Award Conference, Program Management In-Process Review(s) every six months, and weekly Integrated Product Team (IPT) or Integrated Test Team (ITT) meetings. The meetings may be accomplished in-person or through teleconference. If changes to the design are deemed necessary as a result of test failure, the contractor shall also support a design review and configuration audit. The configuration audit(s), if necessary, will either be at the Contractor facility or at VAFB.

3.10 Travel
The Contractor shall provide at least two weeks’ notice to the Government for any activity that involves travel by the Contractor or Government including install and test at Government Facilities. The Contractor shall provide the Procurement Contracting Officer 30 days’ notice if travel funds on the contract are not sufficient to cover estimated travel.
The Contractor shall obtain approval from the Procurement Contracting Officer and Program Manager prior to traveling. Travel shall be IAW Federal Travel Regulations as prescribed in FAR 31.205.46. The Contractor shall prepare a Trip Report for any approved travel IAW CDRL A108 Trip/Travel Report.
3.11 Period of Performance
The Contractor shall propose a period of performance to complete all contract tasks. The Contractor shall inform the Procurement Contracting Officer and Program Manager immediately if the period of performance is insufficient to complete the remaining effort on contract.
