STATEMENT OF OBJECTIVES (SOO)
FOR
MK12A Mod 3 to 5F Maintenance Sustainment Program
PREPARED FOR
Nuclear Weapons Center ICBM Systems Directorate
Oct 29, 2013 (Revision 1)
PREPARED BY
Vance Lamborn/PROGRAM MANAGER/NWC/NIBF
MINUTEMAN III Engineering
1. PROGRAM BACKGROUND AND OBJECTIVES
Due to fiscal constraints and fewer flight testing opportunities the Air Force and National Nuclear Safety Administration have combined test objectives into a Joint Test Assembly (JTA). The JTA for MK12A requires a Mod 5F midsection to house all the test instrumentation required for joint test data generation and telemetry.
The objective of this program is to perform the actions required to modify up to 20 MK12A Mod 3 operational Reentry Vehicle (RV) midsections to Mod 5F flight test midsections.
2. CONTRACT OBJECTIVES
The winning qualified contractor will:
• Procure materials for 3-5F change.
• Use only qualified vendors as required.
• Change MK12A Mod 3 operational midsections to Mod 5F test midsections.
• The only instrumentation required is for telemetry (antenna, cables, splitters)
• Perform acceptance tests on the delivered units.
• Deliver 5F midsections to HAFB
Data Deliverables
• The Offeror shall plan, host, attend, coordinate, support, and conduct but not limited to the following, hereinafter referred to as “reviews:”
• Post Award Conference (PAC)
• Program Management Reviews (PMR)
• Test Readiness Reviews (TRR)
• Logistics Management Reviews (LMR)
• Technical Order Reviews and Verification
• Provisioning Conferences
• Engineering Drawing Reviews
• In Process Reviews
Hardware Deliverables
• Minimum of four and a maximum of 20 MK12A Mod 5F midsections as negotiated
ENGINEERING OBJECTIVES
The Offerors processes shall have been qualified within the previous 5 years. If not the Offeror must become qualified at no cost to the government.
Contractor Testing The Government will witness all contractor acceptance testing. The Offeror shall perform acceptance testing as required by the current drawing package
PROGRAM OBJECTIVES
Program Management The Offeror shall describe the planned management philosophies with organizational roles and responsibilities and management objectives for the overall program or by contract increments or phases.
The Offeror shall establish and maintain program management practices throughout the period of performance. Program management practices shall provide visibility into the Offeror’s organization and techniques used in managing the program, specifically subOfferor and data management. Documentation shall be readily available and provided upon request to Government representative(s) during visits.
Statement of Work (SOW) The Offeror shall develop a Statement of Work (SOW) that must be detailed sufficiently with critical and high-risk efforts that are identified and planned as realistically as possible to assure executability.
Organizational Processes The Offeror shall identify their internal processes and management oversight for controlling integration, test, labor, quality, and supply support costs in their proposed RFIC Refurbishment solution. These processes will serve as an early warning for technical, schedule, and cost risk for the RFIC Refurbishment contract.
Meetings, Formal Reviews, Conferences, and Audits
The Offeror shall plan, host, attend, coordinate, support, and conduct but not limited to the following, hereinafter referred to as “reviews:”
• Post Award Conference (PAC)
• Program Management Reviews (PMR)
• Test Readiness Reviews (TRR)
• Logistics Management Reviews (LMR)
• In Process Reviews
The reviews shall be conducted at Government and Offeror facilities at the government’s discretion. The Offeror shall prepare agendas and conference presentation materials prior to reviews, and provide minutes and reports following each review. Action item documentation and responsibility for completion and due dates shall be determined prior to all review adjournments. A summary of all action items, responsible parties, and estimated completion dates shall be included with the minutes.
Post Award Conference The Offeror shall host a PAC at the Offeror's facility within 30 days of Contract Award. The PAC allows the Offeror to:
• Review and demonstrate management procedures to the Government
• Provide progress assessments
• Review technical and other specialty area status
• Establish schedule dates for near-term critical meetings/actions
• Present program management and other key personnel
Risk Management
The Offeror shall describe their risk management process and how it will be used to mitigate the uncertainties associated with cost, schedule, and technical performance risk for the program.
Configuration Management (CM) The Offeror shall implement a CM system applicable to hardware and documentation. The Offeror shall also participate in the government Configuration Control Board (CCB) process, as required.
Engineering Change Proposals
The Offeror shall submit ECPs limited to those necessary or those offering significant benefit to the Government. MIL-HDBK-61, Configuration Management Guidance, concerning ECP classification will be adhered to.
Product Drawings, Engineering/Technical Data Package, Conference and Reviews In the event the design baseline is required to change to allow the RV change to occur, the Offeror shall develop a complete product drawing/Technical Data Package (TDP) and provide it to the Government.
The product drawings shall include control drawings for all COTS items not conforming to recognized Government or industry specifications, non-developmental items (NDI) and items developed at private expense for which the Government had not acquired unlimited rights. These control drawings shall provide the applicable Specification of form, fit, and function and provide interface information needed for competitive re-procurement of the item or an interchangeable item.
Engineering Data In the event the design baseline is required to change to allow the RV change, the Offeror shall develop/produce/maintain a TDP accurately depicting the final product. The TDP shall provide the necessary design, engineering, manufacturing, testing and quality assurance requirements information necessary to enable the procurement or manufacture of an interchangeable item that duplicates the physical and performance characteristics of the original product, without additional design engineering effort or recourse to the original design activity.
OFFEROR – SUBOFFEROR/VENDOR RELATIONSHIPS
The Offeror shall pass down to all their subOfferors and subvendors the same TDP requirements the contract levies on them.
