2 October 2020 Question # Question Response

1 I see that the government is interested in responses to the B-52 program documents. As I understand it this potential contract will be for all Air Force aircraft correct?

This contract will include all aircraft under the delegated engineering authority held by the 417 SCMS Chief Engineer, to currently include: B-52, A-10, B-1, F-16, B-

2, E-3, KC-135, LC-130, C-130, T-38, F-15E

and F-5.

This list may change as aircraft are retired or future delegations take place.

2 Are you using the B-52 as sort of a test case to develop the final RFP?

The overall contract may encompass all aircraft under the 417th SCMS Chief Engineer. This acquisition is an IDIQ with orders to be placed in the future. B-52 C- LGIP will be evaluated as part of technical and it is also a current requirement that will be awarded based on the availability of funds.

3 Could we receive the items listed in Appendix A of the B-52 C-LGIP SOO for ROM generation?

The items listed in Appendix A will be made available at the official RFP release.

4 In addition to the items listed in Appendix A of the B-52 C-LGIP SOO, would you provide any C-5 C-LGIP deliverables that are available, including the Stress Analysis Spreadsheets?

Not at this time.

5 Could the Government please clarify the Technical Capabilities page count requirements? Section L states two different page counts for the technical capability. Section L, Table 1, Proposal Organization, states 30 pages but in the technical capabilities section (page 6) states 25. Section M, page 3 states 25 pages as well.

30 pages is correct.

6 Is there an incumbent from previous LGIP efforts?

No.

7 When will Appendix A be released? The items listed in Appendix A will be made available at the official RFP release.

8 What are the main drivers associated with the program office initiating this initiative?

Reference the C-LGIP PWS, Sections 1-3.

9 Please clarify the allowable number of pages for past performance. Section L, Table 1, p. 3 states Past Performance is limited to 18 pages, Section L, Section 6, Past performance is limited to 18 pages.

Paragraph 6 of Section L will be updated to clarify.

1st paragraph, p 7, , however, seems to indicate up to 18 pages is for the prime and additional pages can be allocated for subcontractors.

10 Past Performance - Section L, Table 1, Volume III and Section 6 Volume III. Please clarify where the instructions specify one page per project, and the prime and teammate both have examples from the same project, can we provide one each or is the submission limited to either the prime or team member?

The Offeror may elect to provide one submittal for the project, or one for each team member if they decide the distinction between roles would add value to the past performance evaluation, but the limitation of 3 project submittals per category remains.

11 Please clarify the submission for the price proposal. Section L, Table 1, p. 3 states the Price Schedule and the B-52 LGIP task each are limited to one page. Section L, Section 7.2 states the “submit labor rate information using the first four Price Table tabs in the C-LGIP Pricing Tables worksheet.” Section 7.3 provides instructions to use the worksheet as well for the B-52 pricing.

There will be changes to Table 1 of C-LGIP Section L (and 7.2 and 7.3) to indicate the excel file is expected for the Price Schedule and B-52 C-LGIP Task; there is no separate page count for those items.

12 Are the cross reference tables discussed in Section L, Section 3.3 part of page counts?

No, see Section L, Section 3.1. If cross reference matrices are on their own page, or on a page with other uncounted content (e.g. table of contents, acronym list, etc.), they will not apply towards page counts.

However, if cross reference matrices are nested within pages of counted material (e.g. technical approach), the pages containing them will apply towards page counts.

13 Section L, Section 3.3 - Please clarify the statement “at the beginning of each Section”. Are the cross reference tables to be one per volume or multiple tables in volumes, related to volume sub-sections?

Cross reference matrices are required at the beginning of each volume.

Paragraph 3.3 of Section L will be updated to clarify.

14 Are the table of contents discussed in Section L, Section 3.4 part of page counts?

No. See paragraph 3.1 of Section L.

15 Can the government provide an estimate of months after contract start that the flight test portion would occur (that must be dovetailed with the WBSI program) to help us build our IMS? See Task 7, page 6, of B-52 SOO.

The flight test is estimated to begin early FY24. This information will also be included in the B-52 WBSI Testing Synopsis as part of Appendix A.

16 Draft C-LGIP PWS, section 14.1 and Table 3, pg. 17: Our understanding is the core personnel can be a combination of personnel provided by the prime and teammates. Is this correct?

Yes.

17 In the draft C-LGIP PWS Table 3 – Minimum Mandatory Personnel (Core Staff) we recommend modifying the experience of labor category 2 (Engineer – Computational Analysis) to “7 years of experience performing finite element analysis on aircraft structures, 5 years of experience using ANSYS Mechanical, and 5 years of experience performing fatigue analysis using Ncode or equivalent”

C-LGIP PWS Table 3 requirement for Category 6 (Engineer- Computational Analysis) will be revised as follows:

7 years of experience performing finite element analysis on aircraft structures, 5 years of experience using ANSYS Mechanical, 5 years of experience performing fatigue analysis, and 2 years of experience using Ncode

18 To help refine the scope of the B-52 C- LGIP effort can we get the following:

- Technical Orders and IPBs for the B-52 landing gear

- Landing gear drawings

All TOs (with IPBs) will be included with the official RFP release. Other technical data, such as drawings, will be provided to the extent the Government believes relevant for determining the scope of the effort and proposal preparation.

Additional requests for technical data may be submitted, if desired, after that time.

19 Regarding the draft RFP FA820320R0007 for the COMPREHENSIVE-LANDING GEAR INTEGRITY PROGRAM (C-LGIP), can you clarify the purpose of PWS Para. 4.0 Example Objectives (including Para. 4.1- 4.14)?

Specifically, does the government expect the contractor to propose a technical approach to these 14 Example Objectives in Volume II.a Technical Capabilities, or in any other section of the proposal?

Or, is it accurate to assume that the PWS Para. 4.0 Example Objectives (including Para. 4.1- 4.14) is merely included to inform the Contractor of potential types of engineering services that may be on a task order at some point in the future?

See PWS paragraph 3.4 which reads, in part, “A list of C-LGIP example objectives is provided in Section 4. This list is intended to help inform the Contractor of potential types of engineering services that may be on a task order. Specific requirements will be identified at the task order level….”

The Government does not expect an offeror’s technical approach to address objectives that are not identified in Section 4 of the C-LGIP B-52 SOO.
