Program Summary
This Performance Work Statement (PWS) describes Interim Contract Support (ICS) for the A-10 Helmet Mounted Cueing System (HMCS). This ICS effort will include tasks associated with A- 10 HMCS Repairs and Replacements as well as associated logistics considerations as outlined in this document.
1.0 A-10 HMCS Repair/Replacement Overview
1.1 Purpose. The Government requires a repair program for the A-10 HMCS in order to meet operational mission requirements in accordance with timelines outlined in the CLIN structure.
This program will require contractor support actions from the time an asset is received from the Government through return to either the Defense Logistics Agency (DLA) supply system or the A-10 Systems Program Office (SPO).
The repair program must address security, timeliness, cost limitations and process improvement.
The contractor must develop, implement, and manage a program that processes and repairs A-10 HMCS components under monitored conditions while providing the SPO A-10 HMCS failure data to identify failure trends.
1.2 Scope. The contractor shall develop, implement and manage the A-10 HMCS repair program. The contractor shall repair, replace, test, and evaluate A-10 HMCS equipment to a serviceable condition.
1.3 Applicable Documents
Document Description Date DoD 5200.1-R, Appendix G Physical Security Standards Jan 1997 FAR 52.245-1 Government Property Apr 2012
Table 1: Applicable Documents
2.0 Contractor Requirements. The contractor shall provide support at their facilities to accomplish tasks outlined in this document. The contractor shall provide a facility for receiving and storing A-10 HMCS components in need of repair. The Government will not furnish any support equipment to be used in the testing of A-10 HMCS. The contractor shall be responsible for A-10 HMCS component supply chain management for assets received by the Government until the asset has been returned or replaced. Once the contract is awarded, the contractor shall facilitate and manage the A-10 HMCS equipment upon receipt. The Government shall be responsible for the traceable delivery of the A-10 HMCS to the contractor’s repair station. Once delivered, the contractor shall securely handle and store the A-10 HMCS. The Contractor is required to have bonded storage with USAF access. The storage facility is to be operational immediately upon contract award and must meet specifications defined in DoD 5200.1-R Appendix G.
2.1 The contractor will store, handle, and track all equipment provided by the Government as GFE. Should a replacement part be needed, the contractor’s acceptance criteria for the replacement part will be a certificate of conformance. At the time when the replacement part is accepted, the part being replaced remains property of the government. The contractor may salvage any parts from the condemned equipment for use in future repairs. A complete list of condemned parts must be listed in the monthly status report, and may be disposed of only when and as directed by the Government Program Office. Upon receipt, the replacement part also becomes Government Property, specifically “Contractor Acquired Material” (CAM) IAW FAR 52.245-1. The contractor must obtain a certificate of compliance from each supplier confirming the appropriate tests and inspections were performed. This data will be maintained by the contractor and must be available electronically upon request from the Government for the duration of the contract. Following contract termination, the data may be disposed at the discretion of the contractor. The A-10 HMCS GFE spares pool already in possession of the contractor at the start of this contract, is authorized to be used in order to shorten lead times.
However, a part will be replenished by supplier upon consumption. The GFE levels upon the expiration of the contract PoP must match the levels present at contract award in addition to any GFE provided over the duration of the contract.
2.2 Initial Bench Test Procedure. The contractor shall provide an Initial Bench Test Procedure for the A-10 HMCS Government PM approval NLT 30 DAC award of the basic period of performance IAW CDRL A001. Updates to these documents shall be coordinated through the Government PM office and are due within 10 working days..
2.3 Acceptance Test Procedure. The contractor shall perform an acceptance test following repairs. The contractor shall provide a draft repair Acceptance Test Procedure for A-10 HMCS repairs for A-10 HMCS Government PM approval 30 DAC award of the basic period of performance IAW CDRL A002. Updates shall be coordinated through the Government PM office and are due within 10 working days after coordination. Prior to the return of an asset to the government, every piece of equipment must pass an acceptance test conducted by the contractor.
2.4 Initial Testing and Evaluation. The purpose of the initial testing and evaluation is for the contractor to detect the cause of the HMCS failure and to identify a solution. A complete description of the fault and corrective actions taken on the HMCS unit shall be made to create a permanent repair record for the specific unit and its components. The contractor shall maintain this repair record in the Mantis (or equivalent) database, which is to be maintained by the contractor. The Government program office must be granted access to this database upon contract award. Based on the results of initial testing and evaluation, the A-10 HMCS unit will take one of two repair paths. The first path is used when testing results in a “No Fault Found.” In this case, the A-10 HMCS unit is sent back to the USAF by the contractor for reintroduction into the supply system. The “No Fault Found” is documented in the database for trend program use.
2.5 Permanent Repair Record. Following initial testing and evaluation, deficiencies will be annotated by the contractor in the Mantis (or equivalent) database to create the permanent repair record. This repair record must be updated within two working days after entry by the Government Program office.
2.6 No Fault Found. When a no fault found is identified in the initial testing and evaluation, the contractor will return the equipment to the Government within ten calendar days of receipt unless directed by the Government program office to “Ship-In Place”. If this direction is given, the contractor will maintain control of the asset and wait for further shipping guidance from the Government Program Office.
2.7 Repairs. If a fault is found during initial testing, the second path is followed. In this case, the contractor will perform repairs and be paid in accordance with Firm Fixed Price (FFP) Contract Line-Item Numbers (CLINs) based on the specific part number repaired. Once repairs are approved, the contractor shall complete all repairs in accordance with established timelines for associated CLINs. The CLINs are broken out by specific part number needing repair. If the specific part number isn’t listed, the repair will be considered a minor repair, and will fall into a “catch-all” CLIN. Additionally, part numbers are listed in CLINs for both J-Box and HObIT configurations of the C-Kit. When all repairs are complete, the contractor shall test and pass, then ship the repaired A-10 HMCS component to the USAF to the respective location determined by the Government Program Manager. When returning an ICU (Part # A1301-5), the contractor will ensure that it has the most recent A-10 specific OFP loaded prior to shipment.
2.8 Replaceable Parts. If the contractor deems replacement of a specific part outlined in the CLIN structure to be more cost effective, they may do this at their own discretion opposed to a repair. The CLIN structure will address the part needing repair or replacement, and the contractor will execute to the least expensive option.
2.9 Shipping. The contractor shall be responsible for traceable shipping capabilities through the DCMA SIR application, with the ability to ship overnight as directed by USG. The contractor shall be responsible for the shipped assets until acceptance by the USG. When returning A-10 HMCS components to the USAF, the contractor shall use traceable, standard shipping, unless the item is classified as MICAP priority then the contractor shall use traceable, overnight shipping.
2.10 Repairs quality Control Plan. The contractor shall submit a draft A-10 HMCS Repairs Quality Control Plan (QCP) for A-10 HMCS Government PM approval in contractor format NLT 30 DAC award. Updates are due within 10 working days after coordination of changes through the A-10 HMCS Government PM. The contractor QCP shall address standard company QA practices and documented processes. The QCP shall contain a A-10 HMCS Program Quality Assurance Process designed to capture trends used as a basis to improve the production and repair programs. In addition, the QCP shall include all relevant company certifications such as Computer Maturity Model Integration (CMMI) and International Standards Organization (ISO).
First submission shall be NLT 30 DAC award of the basic period of performance in accordance with CDRL A003.
2.11 Program Status Reports. The contractor shall provide the necessary controls and monthly status reports to manage the tasks outlined herein and provide the A-10 HMCS Program Manager with clear visibility into program, cost, schedule, and performance. First submission on the monthly status report shall be 15 calendar days after the first full month following contract award with subsequent monthly submittals no later than the 10th calendar day of each month during the basic period of performance with CDRL A004. Documentation and reports deliverables shall be delivered in accordance with this PWS, unless otherwise specified by the A- 10 HMCS Government PM.
2.11.1 The monthly status report shall also include a report for each CLIN on the task order as identified by the Government. Included in this report, the contractor will provide a Trend Analysis Report (pulled from Mantis (or equivalent) database) for A-10 HMCS failures. This report shall include a recommended corrective action should a specific serial numbered piece of equipment require the same repair or be sent in for “No Fault Found” more than once within a 90 day period. For example, if a specific circuit card within the exact same ICU fails more than once during a 90 day period, the contractor shall determine the cause of the repeat failure and recommend a solution to prevent future repeat failures. With these reports, the contractor shall attempt to determine the cause using the Government Program Office as a liaison with the HMCS users and cooperatively seek resolution. This report shall also detail the failure modes, costs incurred and program concerns, which have surfaced since the last reporting period. The overall content and format of the report shall be included in the Repair Program Plan with further requirements identified in the Contract Data Requirements List (CDRL).
2.11.1.1 Contractor is authorized to use subassemblies or parts from a reparable or condemned asset for installation on another higher priority end-item in order to meet delivery requirements once approved by the Government Program Manager.
