Evaluation Factors for Award Basis for Award (Lowest Price Technically Acceptable):
The Government intends to award a contract to the responsible offeror whose proposal conforms to the solicitation requirements and represents the Lowest Price Technically Acceptable (LPTA) offer.
Evaluation Process:
To ensure an efficient competition, the Government will utilize a sequential evaluation approach as follows:
1: Price Evaluation & Ranking. The Government will first evaluate the Total Evaluated Price of all timely proposals and rank them from lowest to highest. Price will be evaluated for reasonableness.
2: Technical Acceptability Evaluation. The Government will then evaluate the technical proposal of the lowest-priced offeror. If the proposal is rated "Acceptable," the evaluation process may stop at that point, and award may be made.
3: Continued Evaluation (If Necessary). If the lowest-priced offer is determined to be technically "Unacceptable," the
Government will proceed to evaluate the technical proposal of the next lowest-priced offeror. This process will continue sequentially until a technically acceptable proposal is identified for award. The Government is not obligated to evaluate all technical proposals received.
Technical Acceptability:
A technical proposal will be rated "Acceptable" if it clearly meets all the minimum requirements of the Performance Work
Statement (PWS). Proposals that fail to meet all the minimum requirements will be rated "Unacceptable."
