The following factors shall be used to evaluate offers using Lowest Price Technically Acceptable (LPTA) procedures.
FACTORS
(i) Price
Offerors shall input prices for CLINs 0001 and 0002 in accordance with 52.212-1 Instructions. A no bid or an omitted price may result in an incomplete, unacceptable quote.
A price evaluation will be performed for all offerors and quotes will be ranked from lowest to highest price based on Total Evaluated Price (TEP). The TEP is the total of CLINs 0001 and 0002.
Award will be made to the lowest quote, with the lowest TEP.
The TEP is for evaluation purposes only; however, the TOTAL ESTIMATED FIRM FIXED PRICE (FFP) for CLINs 0001 and 0002 is contractually binding and is used for the award.
Cost or Pricing Data. In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support a determination of price reasonableness. Data shall be provided IAW FAR 15.403-5, Instructions for Submission of Certified Cost or Pricing Data and Data other than Certified Cost or Pricing Data. If, after receipt of quotes, the PCO determines that there is insufficient data available to determine price reasonableness and none of the exceptions in FAR 15.403-1, Prohibition on Obtaining Certified Cost or Pricing Data (10 U.S.C. 2306a and 41 U.S.C.
254b) apply, the offeror shall be required to submit additional cost or pricing data.
(ii) Technical
A technical evaluation will be performed beginning with the lowest priced offeror based on TEP.
A minimum of the two lowest priced offers based on TEP will be evaluated, unless fewer than two offers are received.
If the lowest price offeror based on TEP is technically acceptable and meets all other requirements of this RFQ, award will be made to that offeror.
If the lowest price offeror based on TEP is not technically acceptable, evaluations may continue and award to the next lowest priced technically acceptable offeror or set a competitive range that may include some or all the offerors.
A decision on the technical acceptability of the two lowest priced quotes will be made. Among those offerors who are determined to be technically acceptable, award will be made to the offeror having the lowest total evaluated price.
It is possible that higher priced offers will not be evaluated for technical acceptability.
TECHNICAL SUBFACTOR 1: Does the documentation provided demonstrate minimal acceptable levels of service required will be met for each performance objective in PWS paragraph 2.1 SS-1 through SS-6 as follows?
SS-1 Inspect, maintain and repair aircraft sunshades IAW OEM specifications, procedures, industry standards or best practices, PWS paragraph 1.4, performance threshold No major non-conformance
SS-2 Estimated time to repair contractor estimated, PWS paragraph 1.22, within +10% of contractor estimate
SS-3 Assess emergency conditions within 12 hours of notification, PWS paragraph 1.21.1, 100%
SS-4 Initiate emergency repair actions within 24 hours of notification, PWS paragraph 1.21.1, 100%
SS-5 Assess urgent conditions within 24 hours of notification, PWS paragraph 1.21.2, 90%
SS-6 Initiate urgent Repair actions within 48 hours of notification, PWS paragraph, 1.21.2, 90%
The quote is technically acceptable if Technical Subfactor 1 is met.

Relative Order of Importance of Factors and Subfactors. IAW 15.304(e)(3) all evaluation factors, other than cost or price, when combined, are significantly less important than cost or price.
(b) Options. This effort does not require options.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
