Statement of Work Mobile Crane Rental at Hill Air Force Base and Utah Training & Test Range for Rocket Systems Launch Program
12 September 2024
1.0 BACKGROUND
The fixed Gantry Crane in the MAMMS has been deemed unserviceable due to age and the significant number of deficiencies and the refurbishment effort has stalled. A mobile crane solution is required to meet RSLP mission needs for the foreseeable future.
2.0 OBJECTIVES
The vendor shall supply two mobile cranes on request over the life of the contract to support motor moves. The dual crane solution shall be capable of lifting a maximum combined load of 172,000 pounds. Vendor shall comply with AFI 6.3.6.2. “Mobile cranes used for critical lifts shall be derated to 50% of their original load capacity. The total weight of the load shall not exceed 50% of the crane rated capacity for the given lift radius and load line reeving configuration of the crane.” The lift task involves tandem cross load of rocket motors on to type II trailers, and associated equipment from the type II trailer to the Commercial Heavy Hauler, and post mission from the heavy hauler back to the type II trailers and the ground. The vendor’s cranes and operators/riggers must be ordinance certified and qualified for lifting live, explosive loads. The Proof Loads will be a lift and hold operation involving only inert loads. The De- Militarization lifts will be a straight up straight down explosive load lift with the trailer moving out from under the load and the load set directly onto the prepared ground.
