1. Can you provide a breakdown of hours used for labor positions listed in the price list during the past 3 contract years? Minimally this would be for the 10 most frequently used labor categories. We’d appreciate seeing data for as many of the categories in the list as possible.
Answer: We do not have any data for this question. This is a new requirement for Hill AFB.
2. Are any of the positions considered “key” or essential? If so, which ones?
Answer: No.
3. Beyond the information contained in FAR 52.212-1 is there any information you would like vendors to follow when preparing their responses?
a. Should Technical, Past Performance, and Pricing information all be submitted in a single volume or should each be presented separately?
Answer: You can submit a single document as long as there is a clear distinction between each section I.E Technical, past performance and pricing.
b. Is there a minimum number of past performance citations you would like to have vendors submit?
Answer: There is no minimum, all we ask is that you show compliance/capability to perform with what is stated in the PWS.
4.Do names and resumes need to be submitted for all positions listed or just positions AVS considers as essential or key?
Answer: 2 AVS reserves the right to request resumes and/or work samples for evaluation concerning the position to be filled. Based on that evaluation, 2 AVS will advise the contractor whether the proposed crewmember meets the required need. If not, 2 AVS will request alternate candidates.
5.Are any of the positions listed FTE?
Answer: No. These positions will be used on a temporary and project-by-project basis.
6.Is/are there an incumbent(s) for this work?
| a. If so, please provide vendor name(s) and contract number(s). |
| b. If not, what vendors has AVS worked with in a similar capacity in the past? |
Answer: There is no incumbent contractor. This is a new requirement for Hill AFB
7.What is the total dollar volume for previous contracts providing these services?
Answer: No historical data is available.
8.Is there a vendor providing FTE personnel at the AVS production facility or are all those people Federal Employees?
Answer: The vendor is not expected or required to provide FTE. These positions will be used on a temporary and project-by-project basis and will work with Federal employees to complete the project.
9.Does the government anticipate the need for a Program Manager/Production Coordinator for this BPA? As those positions are not contained in the price list, can vendors add labor categories to cover these?
Answer: AVS personnel will, in most all cases, act as the program manager and/or production coordinator for this BPA. However, there may be limited instances in which a production coordinator may be required.
10.Re: Talent – does AVS anticipate the need for talent just in the SLC area or throughout CONUS?
Answer: Like most of the positions listed, there will likely be a need for services outside the SLC area as much of the work performed by the AVS occurs throughout the CONUS.
11.Re: Craft services – can you confirm that this is for a Craft Services coordinator and the actual food can be billed as used as an ODC?
Answer: Yes, re: craft services…the cost would be for labor services for the coordinator and not for the food. The food would be billed as an other direct cost (ODC).
12.Will all work in places outside of SLC be done only at various AFB’s or can it take place at other studios/locations?
Answer: Work within the SLC area or outside of SLC will be accomplished primarily on military installations; however, there may be a need for specific services to be provided at a studio or other location where filming/or post-production cannot be captured or created on a military installation. Examples of this could be virtual production sets, motion graphics created by a graphic artist from their place of business, etc.
13.Physical staging, Lighting gear, Pipe & Drape and Public Address systems are typically ODCs where pricing may vary by market and event depending on need. Can these be separated out and charged as such?
Answer: Equipment rental, such as staging, pipe and drape, PA systems, etc., would be broken out as ODCs versus the cost of labor for riggers, stage-hands, audio operators, etc.
14.Can you provide links to samples of typical end products produced under the previous contract(s) so we can understand the level of production quality you’re looking for?
Answer: Samples of typical end products can be found at: https://www.dvidshub.net/unit/2DAVS
15.Will questions be answered as they are received (ie: before Nov 7) or will all questions be held and answered at the same time (ie: after Nov 7)?
Answer: All Questions and Answers will be held until they are all received on 7 NOV 22 and all responses will be sent out at once.
a.If answers are being held until all questions are received, can you provide an extension so responses are due NLT 1000 MST on 21 November 2022?
Answer: Not at this time.
16.How many awards do you anticipate making as a result of this request?
Answer: We are unsure at this time.
5.Item 7e. Pricing List submission – which locality should the price list be established for? Utah? Prices will vary by location as well as by project need.
Answer: Base your initial quote off of Utah wage rates. When a task order is issued from this agreement we will tell you where the performance will be so you can adjust your price.
6.Item 7e. It is anticipated that not all work will be conducted on site and that tasks requested in Hill AFB may best be served by talent located in Washington DC (example), which have 2 significantly different wage/price structures. How do you want the contractors to account for local price variances in the BPA submission?
Answer: Base your initial quote off of Utah wage rates. When a task order is issued from this agreement we will tell you where the performance will be so you can adjust your price.
7.Considering the scope of the RFP and that this is a small business set aside, is it expected that the small business must respond to every category of the PWS or is it possible that a small business can be awarded a position on the BPA by responding only to those areas where they are proficient?
Answer: Please respond to the whole RFP. We are not planning on breaking this out into sections.
8.Can we use past performance work history from subcontractors on our team?
Answer: Yes
9.Can we provide links to actual AV work examples?
Answer: Yes. Samples of typical end products can be found at: https://www.dvidshub.net/unit/2DAVS
1.Is there a prescribed ceiling to this BPA?
Answer: We are not providing this information at this time.
2.How many awards are anticipated for this solicitation?
Answer: We are unsure at this time.
3.Does this solicitation fall under the Category Management business practice? If so, which CM does it fall under?
Answer: No it does not.
4.Item 7d. – “The technical description shall be specific and complete.” Being that this is a small business set aside and the scope of the work is any CONUS and potential OCONUS locations, can you please provide more specificity for the requirements of this RFP?
a. Is a management plan required for this submission and if so, how many pages is it limited to?
Answer: Since this is a RFQ for the basic Blanket Purchase Agreement and not a contract. Specifics, if needed, will be decided at the task order level
b. Is a subcontractor plan required for this submission considering that the small business scope of the work in the RFP and the CONUS/OCONUS capability will require subcontracting networks to effectively respond to task orders. If so, what is the page limit of this submission?
Answer: Since this is a RFQ for the basic Blanket Purchase Agreement and not a contract. Specifics, if needed, will be decided at the task order level
c. What are the usual requirements for proposal submission? 12 font? Times New Roman? Graphics and table font sizes? Page count?
Answer: The FAR does not specify things such as font size, type, or the use of graphics. All we ask is that everything is presented in a neat and orderly fashion and is easily legible. However since this is being handled electronically we ask that your attachments remain under 14 MB. If you must go over this file size please ensure that you send the attachments in multiple emails otherwise we will not receive them. Since this is a new requirement, we are also unsure of page count.
