STATEMENT OF WORK
Industrial Water Treatment/ Boiler Systems Chemicals 75th Civil Engineering Squadron
Hill AFB, Utah 17 Feb 2018
SECTION 1 – GENERAL
1. WATER TREATMENT CHEMICALS:
1.1 The contractor shall submit a letter verifying all components and weight percentages in each of the products listed in Section 2.
1.2 The contractor should note that random samples of vendor products are subject to be sent to an independent laboratory for analysis. Analyses will involve randomly selected samples each year for each treatment product during the length of the contract. An independent lab selected by the Government will perform the analysis. Samples are subject to be taken randomly more than once in a year. The Government will be responsible for these additional lab costs. Failure to meet product and sampling requirements is grounds for terminating the contract.
Softeners: Hardness, M-alkalinity, and conductivity Dealkilizers: Hardness, M-alkalinity, and conductivity
Feed-water to Boilers: Hardness, P and M-alkalinity, conductivity and iron Boilers: P and M-alakalinity, conductivity, phosphate and sulfite Condensate: Hardness, P and M-alkalinity, pH, conductivity and iron
(The quantitative testing will also be done with HACH or equivalent test kits specific to each of the parameters. Accuracy ranges from +/- 1% to +/- 5% depending on the range of measurement and parameter tested.)
2. HOURS OF OPERATION:
2.1 Normal hours of operation are 0630 to 1600 hours, Monday through Friday. Special or emergency situations (i.e. weather related situations, base closures, reduced activity around Christmas/New Year’s Day) may necessitate the contractor operating on a reduced basis. All deliveries should be scheduled within the “normal hours of operation.”
3. ENVIRONMENTAL CONTROL:
3.1 The contractor shall comply with all applicable environmental protection directives. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. Upon occurrence of any spills that could enter the storm sewer system or could cause any harmful environmental effects, the contractor or his representative shall immediately call 911 from any base phone or 777-1911 from a cell phone.

SECTION 2 – SUPPLIES
1. WATER TREATMENT PRODUCT SPECIFICATIONS:
1.1 The contractor shall provide the six water treatment products for boiler systems as listed below. The actual quantities purchased by Hill AFB during the year may vary depending on actual needs and shall be dictated by each individual delivery order.
Table 1. Water Treatment Chemicals
Chemicals Generic Description Chemical Composition Specifications (% wt) Boiler Treatment (Ethylene diamine tetra-acetic acid (EDTA))
EDTA, minimum 38.0% by weight
Boiler Treatment (Sodium hexametaphosphate) Polymers, minimum 6.0% by weight Hydroxyetyhlene diphosphonic acid, minimum 6.0% by weight Sodium Lignosulfonate, minimum 1.0% by weight Antifoam agent, minimum 0.1% by weight Polyphosphate, minimum 10% by weight as PO4
Condensate Treatment (40%) Morpholine, minimum 40.0% by weight

Alkalinity Adjunct Sodium Hydroxide, minimum 35% by weight Sodium Lignosulfonate, minimum 3.0% by weight
1.2 Contractor must supply Material Safety Data Sheet (MSDS) for each water treatment product with each product shipment.
1.3 The contractor shall deliver all water treatment products in 55-gallon polyethylene drums. The contractor shall ensure that each drum is labeled properly for any potential hazard of the drum’s contents. Contractor shall also ensure that each product is shipped in a Department of Transportation (DoT) approved container.
1. WATER TESTING REAGENTS:
2.1 Hill AFB personnel will be doing regular water treatment testing of boiler systems. The following items shall be delivered in the unit size listed below, i.e. if the unit size is one quart, this means that delivery shall be in one quart containers, not two separate pint containers.

SECTION 3 – SPECIFIC TASKS
1. DELIVERY:
1.1 The products shall be delivered only when ordered, and only in the quantities ordered by the Contracting
Officer within Five working days from date of order.
1.2 Deliveries should be scheduled with Program Manager for unloading and storage in one of the boiler buildings listed below (Table 3). Supplies shall be delivered between 0630 and 1600 weekdays. The delivery drivers must call 777-5581 prior to delivery.
1.3 The delivery truck must have a lift gate to facilitate transfer of 55-gallon drums to Hill AFB boiler operations personnel. The quantities specified in Appendix A are anticipated quantities. The actual quantities purchased by Hill AFB during the year will be on an as needed basis and the contractor will be paid as per the unit price for the quantity purchased.
1.4 The contractor shall retrieve and dispose of the 55 gallon barrels that their chemical products are delivered in, within three days upon notification by the Government for pick up.
