(801-777-3673). The contractor shall notify the Project Manager prior to beginning any work.

The contractor shall provide all labor, storage, personnel, equipment, tools, supplies, materials, supervision, and other items and services necessary to design, manage, and accomplish the repair, alteration, and new construction work on real property for the following in accordance with requirements contained in this document and the contract specifications.

The contractor shall conform to all standards and specifications in the Unified Facilities Guide Specifications (UFGS), Unified Facilities Criteria (UFC), and common construction practices. The contractor shall thoroughly review these specifications and follow them accordingly.

The period of performance for this project is 60 calendar days from the issuance of the notice to proceed.

The contractor shall obtain a base Civil Engineering Excavation Permit for work inside the base boundary from the Civil Engineer project manager before commencement of work. The contractor shall call Blue Stakes and obtain an Excavation Permit from Blue Stakes for work outside the base boundary or High Pressure gas lines before commencement of work. Civil Engineering Excavation Permits take 21 days to approve and last 30 days before expiring.

The contractor shall hand dig within 3 feet of either side of utilities marked on the ground and within 15 feet of either side of high pressure gas lines. A Questar representative is required to be on site during all digging within 15 feet of either side of high pressure gas lines.

The contractor is highly encouraged to attend the site visit to verify location and quantities.

The contractor must submit a construction post award schedule and materials submittals to be approved by the project manager within 5 business days of award.

The contractor shall coordinate with the project manager and Utah Test and Training Range (UTTR) security forces at 777-1524, 777-1522, 586-1616, or 586-1617 in order to provide reasonable access and security during construction.

The contractor shall conform to the Basic Statement of Work and all rules and regulations while present at the Hill Air Force Base.

The contractor shall not damage any government property. Any government property damaged by the contractor shall be repaired or replaced at the contractor’s expense and according to the direction of the project manager.

The contractor shall maintain a clean, professional, and safe working environment at all times.

The contractor shall match existing grade during the construction process in order to allow for 100% positive drainage.

The contractor shall provide material submittals for each material to be installed according to the SOW and the UFGS and UFC specifications, before NTP will be issued.

Government approval on material submittals in no way releases the contractor from following this SOW, the contract basic SOW, all UFGS, all UFC, all AFI, all MILSPEC, and common construction practices. In any case of conflict, the most stringent shall apply.

Contractor shall provide all required red-line drawings, as-built drawings, and/or documentation to the Project Manager prior to final inspection.

Any excavation in this area presents the potential to encounter contaminated soil.

Please contact the Environmental Restoration POC, Mr. Scott Stoddard (775-6893) if unusual odors or soil discoloration is observed during any excavation or trenching necessary to complete this project and/or if any monitoring points are encountered.

Excavations that result in the need for soil disposal will either dispose of clean soil at a permitted landfill or use as fill for another on-base project. If excavated soil is to be taken to a permitted landfill a tipping receipt must be provided to the project proponent. Please note, that each landfill may have its own requirements for certification on the material they receive; therefore, prior to excavated soil leaving HAFB it is advisable to understand and comply with those requirements.

If any historic properties are found during construction, ground-disturbing activities in the immediate vicinity will cease, the Hill AFB Cultural Resources Program Manager, Anya Kitterman (586-2464), will be notified.

Overview:

This is an exterior fence project at the north UTTR east of the OASIS compound to construct two straight runs of new antelope fence and tie into the existing antelope fences on the north and south ends consisting of four strands of barbed wire on the top and in the middle and one strand of straight wire on the bottom. Total length of fence project is up to 2.08 miles (11,000 LF), and the contractor is highly encouraged to work the southern phase first, where there is a matter of life and safety. The contractor shall provide a proposed schedule of work locations to Civil Engineer Project Manager and update the schedule weekly.

The fence line to be constructed starts at the end of the existing fence on both north and south sides and continues eastward to 3 feet from the end of the UTTR land lease as shown. The contractor shall survey and layout the location of the fence lines 3 feet inside the boundaries of the State of Utah lease information provided by the government. See end of SOW for approximate start and finish locations of the project.

The majority of fence will be located on dry lakebed on the western shores of the Great

Salt Lake. Currently the lake level has receded to the point that the end points, of the existing fence to be tied into, are not located in the lake. During duration of this contract, should the lake levels rise, the fence installation will stop at water’s edge, or the closest stable anchor point. Any uninstalled portion of fence shall be deducted from the overall cost of the project.

The contractor shall install high-salinity/corrosive environment approved 5.5’ long T-posts to a depth of 18” with maximum spacing of 10’ between T-posts. Materials shall be appropriate for marine installation in high salinity and/or corrosive clay and sandy areas. The contractor shall take all necessary measures to prevent post and wire corrosion and soil erosion during construction at the contractor’s own expense. All materials must be manufactured in the U.S. or matching our standards (some countries meet the requirements of U.S. materials).

The contractor shall install all required signs along the fence in the project limits with new signs. Boundary identification signs shall be spaced every 300 feet and on each face where the fence makes an abrupt change of 15 degrees or more in direction. Sign boards will not be Government Furnished Property and shall be purchased by the contractor at the contractor’s own expense from Regional Supply. Sign decals to be placed on the boards will be government furnished property and available through CE.

The contractor shall ensure positive drainage in all areas. The contractor shall provide a clean and professional looking job site prior to final inspection. The contractor shall have 7 calendar days to fix any punch list items identified in the final inspection walk through.

Excavation:

Contractor shall follow excavation permit while excavating all existing soil material required for post holes. The excavated soil material shall remain in place at UTTR.

Contractor shall remove and dispose trees, shrubbery, and old fence fabric and posts in an off base landfill. Contractor shall not exceed weight limit restrictions as defined by UDOT while hauling excavated materials to the landfill.

The contractor shall use caution and avoid damaging any government property.

The contractor shall provide weigh tickets to the 75 CES/CEOS PM at the conclusion of this project, for disposal of construction debris and/or recycled materials (i.e. fence posts, etc.). Requirements can be found in the attached Base Design Standard, Section

5.5 and C&D Waste Management (Section 01 74 19).

Final Requirements:

The contractor shall maintain a clean haul road at all times.

The contractor shall clean surrounding areas of the project to match the prior existing profile.

The contractor shall clean the construction area and all surrounding areas that have been disturbed by the contractors work.

The contractor shall provide a clean and professional looking job site prior to completion.

The contractor shall meet the project manager approved schedule and shall complete any punch list items identified in the walk through within 7 calendar days unless otherwise specified by the project manager.

The contractor shall be responsible, as necessary, to file or acquire a Storm Water Pollution Prevention Plan (SWPPP), which is part of the Utah Pollutant Discharge Elimination System (UPDES) program, at the contractor’s own expense. Rules and forms can be found at (http://waterquality.utah.gov/UPDES/stormwater.htm). A copy of the State approved plan shall be provided to 75 CES/CEOS PM prior to starting any work and shall be posted and maintained on site until completion of this task order.

The contractor shall provide Porta-John(s) with hand-wash stations on site for contractor use.

The contractor shall provide ATV’s necessary to transport crew and supplies to work sites.

Any changes/addendums, modifications, etc. to the original SOW must be approved by the Contract Officer; no other parties have approval authority.
