Industry Day – MACCIII 9 October 2014
MACC III Briefing:
No program questions.
Contracting Questions:
Contractor Question: Will we begin work in spring of 2015?
Government Response: No, that is when the projected date of RFP is.
Contractor Question: MAC III will begin once MAC II is complete?
Government Response: Yes.
Contractor Question: Is there a projected award date for MAC III?
Government Response: Not yet. We are still conducting research.
Contractor Question: Is this going to be Small business Set Aside or just Small Business?
Government Response: Prior MAC’s were 100 percent Small Business Set Aside, this is tentative we are still doing research.
Contractor Question: You said there is going to be 5 or 6 awardees on MAC III but previous ended up with 8 or 9 on MACII. Why?
Government Response: Best interest of the Government
Contractor Question: Is it going to be set up so only the Lowest Price Technically Acceptable (LPTA) gets reviewed or do all of the proposals get reviewed at the task orders and final review?
Is it unbiased after the fact?
Government Response: It’s multiple award. We are still working on the requirement. New Mac is reviewing all options and then it will be put into order.
Contractor Question: Is there going to be specific classification towards Small Business, Women Owned Small Business or HUBzone Small Business? Or are you leaning toward Total Small Business Set Aside?
Government Response: Leaning toward Total Small Business Set Aside but we are still researching and compiling data. We will include that information in the RFP.
Contractor Question: What is the projected contract size and option years? What is the outlook on utilizing all the capacity (money)?
Government Response: Research that has been done that shows the money should last for the entire five years.
Contractor Question: MILCON or maintenance money?
Government Response: MILCON or rare exception.
Contractor Question: Does most of the MILCON go through the COR?
Government Response: Yes. They will be construction dollars and we will look at the thresholds.
Contractor Question: Do we bid every project under five million (if its funded we bid)?
Government Response: Yes.
Contractor Question: What if we show specialized experience in X and X if there is a specific thing we can’t show past performance on is that going to be a problem?
- Government Response:
Contractor Question: Are there certain aspects that would stand out, previous projects?
Government Response: Stick to the evaluation criteria step by step, sections L&M and the RFP.
Look at M closely.
Government: SEED project will be important, A&E qualifications, example projects.
Contractor Question: What are the next steps?
Government Response: Post draft RFP for suggestions from industry.
Contractor: Suggestion to look at best value vs. LPTA.
Government Question: Why best value? Not a hundred percent design projects, and electrical work. Contractor would have to provide more detailed write up, 35% design.
Government Question: How does the evaluation criteria look?
Contractor Response: Basis of everyone’s best interest. Not over demanding. Suggestions we made may ask for higher levels of that.
Contractor: Would like more information and more backup information for the builds because if we don’t have that we have to bid high.
Contractor Question: Existing contract expires in 2017. Are they separate funding?
Government Response: Eventually they run out of time or money. So we set them in order.
Contractor Question: Are we anticipating on running out of the ceiling on the existing?
Government Response: Not address right now.
Contractor Question: Are there going to be opportunities for other companies to come in? Or is there a preference for local?
Government Response: Not targeting anyone, just to meet the requirement, and business size however we narrow it down.
Contractor: For Past Performance, are you looking for air force experience in particular or just experience in general?
Government Response: Methodology and how we are moving forward with recency and relevancy will be in the RFP on FBO usually.
Government: Seed project is not determined yet.
Contractor Question: On previous MAC same format LPTA and seed project, same as this?
Government Response: Yes
Contractor Question: Maximum fee structure on this one?
Government Response: No. It’s FFP, but there will be a TEP in Sections L and M will be determined.
Contractor Question: For the VPP safety if you perform a 1000 hours just on Hill AFB or all bases?
Government Response: It is specific to bases Participating in VPP, i.e. Robins, Tinker and Hill, but not Patrick AFB which has not signed on for VPP.
Contractor Question: What is the general size of the task order?
Government Response: 60K to 5 M
Contractor Question: Is a full design required at task order or a percentage?
Government Response: It will range. FFP on each task order.
Contractor Question: Currently MAC on base will it take place or run concurrent?
Government Response: This will take the place of the current MACC contract after it ends.
Contractor Question: How many awardees?
Government Response: Anticipating 5 – 6
Contractor Question: Do you ever get into site development, landscaping or paving?
Government Response: Could go into it. Separate paving contracts IDIQ. If it falls within that NAICS code we can.
Contractor Question: Are you looking to work everything through MAC and SABER instead of
CE?
Government Response: Pushing for design, bid, build again (MAC). Getting pressure to do design, bid, build instead of design build.
Contractor Question: Is past performance going to hurt a company not currently on MACC when not doing construction?
Government Response: Evaluation still draft, recency and relevancy have not been determined yet. Watch FBO on updates.
Contractor Question: Are you going towards Small Business set aside?
Government Response: Right now looking at SBSA but still researching.
Contractor Question: What dollar value do the projects range?
Government Response: Projects will range from 60K to 5M, 5M bonding. Be able to participate on several projects up to 5M.
