1. DESCRIPTION OF SUPPLIES.
The Contractor shall provide all necessary supplies, programming, and Direct Digital Control (DDC) Energy Management Control Systems (EMCS) equipment and repairs as set forth herein and in the attached appendices and contract Item Price Lists. All supplies shall support the monitoring and maintaining of the comfortable heating and cooling of a facility, generating alarms when system becomes out of tolerance, and connecting to the existing Hill Air Force Base Civil Engineering-Virtual Local Area Network (CEVLAN). All supplies and repairs shall be procured on delivery orders as-needed.
1.2. REPAIR.
The Government shall determine an item’s suitability for procurement, replacement, or repair. The Contractor shall repair components in accordance with Item Price List dated 11 August 2014.
1.2.1. WARRANTY of EQUIPMENT and PARTS.
The Contractor shall provide the standard commercial warranty on all equipment, programming, and incidental installations supplied or repaired.
2. DESCRIPTION OF SUPPLIES.
Orders may require delivery of items, delivery items with installation, and/or programming in accordance with contract pricing tables. All items must work with the Hill Air Force Base Direct Digital Control (DDC) Energy Management Control Systems (EMCS) and Civil Engineering-Virtual Local Area Network (CEVLAN). Contractor-provided incidental installation support for items purchased under this contract, including, but not limited to simple component and system installation and complex programming of new or existing facility screens/points to implement a functioning system.
3. MISCELLANEOUS INSTRUCTIONS.
3.1. DISPOSITION OF MATERIALS.
Any materials removed in the performance of DDC systems installation will be disposed of at the expense of the Contractor. The work site shall be maintained, clean, and free of debris at all times and at the completion of all work.
3.2. STORAGE OF MATERIALS.
The Contractor shall not store materials or equipment in the work area without approval and coordination with 75th CES Operations Support.
3.3. WORK on HILL AIR FORCE BASE.
Electrical, water, telephone, and sanitary utilities shall be made available to the Contractor at no cost.
4. QUALITY ASSURANCE.
Quality assurance is the responsibility of the contractor. The Contractor’s performance is subject to review by the Contracting Officer and or authorized Government representatives. Performance will be surveilled to ensure supplies and services provided meet Contract standards; all components delivered and installed by the Contractor will be subject to inspection for functionality and compliance prior to acceptance and payment.
4.0.1. CORRECTIVE ACTION.
The CO will inform the Contractor and request written corrective action if and when discrepancies occur. The acceptor will make notations of discrepancies on the assessment checklist, including the date and time the discrepancy was noted, and the Contractor’s (or the Contractor-authorized representative’s) initials.
4.0.2. CHANGES.
Any matter concerning a change to the scope, price, terms, or conditions of this Contract shall be referred to the Contracting Officer. No changes will be made to the contract a written modification to the contract signed by the parties.
4.1. SECURITY REQUIREMENTS FOR WORK ON HILL AFB.
The Contractor shall safeguard all materials and parts related to this effort, as well as replacement parts in their control. At the end of each work period, facilities shall be secured. The Contractor shall immediately notify the CO when damage to Government property is discovered and annotate on a repair report. Accidental abuse and misuse are examples of damages to be identified. The Contractor and employees shall be required to submit applications for identification to the CO and display identification badges at all times when on Hill AFB. The Contractor shall contact the CO for appropriate forms prior to starting work; reference the following paragraph below. All Contract vehicles shall be clearly marked on each side with a magnetic or painted sign of the company name.
4.1.1. CONTRACTOR IDs.
The Contract Administrator shall complete a “Request for Identification Credential (AFMC Form 496)” for each employee of the Contractor requiring access to Hill AFB. The Contractor shall also complete and provide an AF Form 2856 to the CO. Requests shall be taken to Pass and Registration (South or West Gate Visitors Center) after clearance by the Civil Engineer Security Manager.
4.2. HOURS OF OPERATION.
Weekday Hours. The Contractor shall perform work on base as needed during the following hours: 0630 –1700 Monday through Friday, excluding recognized Government holiday’s, New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday. The Contractor may work with prior approval of the CO to ensure timely completion of work at no additional cost to the Government. Work shall be performed in a manner to minimize disturbance or inconvenience to the use of the facility. Contractor personnel will be limited to their area.
4.3. SPECIAL QUALIFICATIONS.
The Contractor shall use trained technicians that shall follow the codes and standards set by the industry.
4.4. CONSERVATION OF UTILITIES.
The Contractor shall make sure that employees practice utility conservation. The Contractor shall operate under conditions that prevent the waste of utilities to include:
Turn off lights when not in use.
Turn off water faucets or valves when not in use.
Government telephones shall be used only for official Government business.
4.6. INSPECTION and CERTIFICATION.
The Acceptor will inspect the Contractor performance and will certify for payment. Payments will be made through the Wide Area Workflow system.
4.7. ENVIRONMENTAL CONTROLS
4.7.1.
Compliance with Laws and Regulations. The Contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations such as OSHA, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this Contract, the Contractor is required to comply as such laws come into effect. If there is an increase or decrease in cost as a result of the change, the Contractor shall inform the Contracting Officer pursuant to notice requirements and negotiate a modification to the Contract.
4.7.2.
Notification of Environmental Spills. If the Contractor spills or releases any substance contained in 40 CFR 302 into the environment, the Contractor or its agent shall immediately report the incident to Hill AFB Fire Department at 777-1911. The liability for the spill or release of such substances rests solely with the Contractor and its agent.
4.7.3.
Material Storage and Use. The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.
4.8. GOVERNMENT OBSERVATIONS.
Government personnel, other than Contracting Officers (COs) and authorized representatives, who may from timetotime, with CO coordination, observe Contractor operations. However, these personnel may not interfere with Contractor performance or make any changes to the Contract.
4.9. SAFETY REQUIREMENTS.
In performing work under this Contract, the Contractor shall:
4.9.1.
Conform to the safety requirements contained in the Contract for all activities related to the accomplishment of the work.
4.9.2.
Take such additional immediate precautions as the Contracting Officer may reasonably require for safety and mishap prevention purposes.
4.9.3.
Provide protection to Government property to prevent damage during the period of time the property is under the control or in possession of the Contractor.
4.9.4.
Include a clause in all Subcontracts to require sub-Contractors to comply with the safety provisions of this Contract as applicable.
4.9.5.
Record and report promptly (within one hour) to the Contracting Officer or authorized Government representative (GR), all available facts relating to each instance of damage to Government property or injury to either Contractor or Government personnel.
4.9.6.
In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the Contracting Officer.
4.9.7.
If the Government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist Government personnel in the conduct of investigation until the investigation is completed.
4.9.8.
Include a clause in each applicable Subcontract requiring the Subcontractor's cooperation and assistance in accident reporting and investigation.
4.10. POLICE AND FIRE PROTECTION.
The Government will provide police and fire protection to on base facilities.
4.11. MEDICAL.
The Contractor shall reimburse the Government for responses or transportation of Contractor employees to hospital in the event of severe emergencies.
