· One-on-One Government & Contractor Sessions
· Open Discussion Questions & Answers
· Are there going to be teaming requirements for sub-contractors?
· Teaming requirements have not been addressed at this time.
· Does the Government anticipate any Top Secret work?
· Based on the current requirements, we do not anticipate Top Secret work; however, badges may be required to enter any controlled areas.
· Will awardees be required to keep an office on base?
· No, we currently do not have space for offices on base.
· Will task orders be competed?
· Yes, each task order will be competed among the contract awardees.
· Will the Government do a dual phase evaluation for this source selection?
· A dual phase evaluation hasn’t been considered, but we will look into the possibility.
· How far away can a contractor office be located from Hill Air Force Base?
· There is no requirement at this time; however, response time will be very important and will be addressed in the upcoming Request for Proposal (RFP).
· What does acceptable/unacceptable technical proposal mean?
· Your proposal will be determined either technically acceptable or unacceptable. The RFP will contain the complete details concerning how proposals will be evaluated.
· Is this going to be an 8a or Small Business Set-Aside?
· A decision has not been made at this time. The results from Industry Day, review of contractor capabilities, and on-going market research will assist in determining the contractor pool, and what approach the government will take for the upcoming RFP.
· What is the burn rate on the current MACC?
· Since the contract was awarded in August 2007, the Government has obligated $56M, of the original $60M. There is approximately $4M remaining.
· Will each construction project require bonding up front?
· Bonding will be required with the basic proposal and with each task order.
· What will the bonding capacity be?
· It hasn’t been determined yet, but will be addressed in the upcoming RFP.
· Are all task orders Lowest Price Technically Acceptable?
· Under the current MACC the majority of task orders have been awarded based upon Lowest Price Technically Acceptable; however, this may not always be the case.
· How will task orders be competed among the 5-7 awardees?
· Historically, under the current MACC, the majority of task orders have required the submission of a two page narrative on contractor approach to complete each project, to include price. Additional details will be addressed in the upcoming RFP.
· Will you post a list of attendees?
· Yes. A list of attendees will be posted to www.fbo.gov.
· Questions from One-on-One Session
· Will the projects include the abatement of lead and asbestos?
· The abatement of lead and asbestos are handled under a separate contract, not the MACC; however, there is a possibility abatement may be required for unusual projects.
· Will there be restriction on the A&E firm?
· At this time, we don’t anticipate any restrictions – more clarification will come in the RFP. Keep in mind that depending on what type of small business set-aside is utilized, the prime contractor will be required to perform a certain percentage of the cost of the contract with its own employees (not including the cost of materials). Also be aware that for a procurement of this size, if a joint venture is formed between two or more entities, generally, all the members of the joint venture will be required to be small businesses under the assigned NAICS code and corresponding size standard of the solicitation. See 13 CFR 121.103 for the SBA’s regulations on general rules of affiliation between concerns and entities and exceptions thereto.
· Would it be possible to do a capabilities brief to Hill Air Force Base Civil Engineering?
· Contractor capabilities briefs, due 28 Feb 2011, will be reviewed by CE.
· What is the policy for the types/color of paint the base requires.
· Paint must comply with the Hill Air Force Base Design Standard. The Base design standard will be posted to www.FBO.gov with the RFP.
· Who decides what is set-aside?
· The results from Industry Day, reviews of contractor capabilities, and market research will assist in determining the contractor pool, and what approach the government will take for the upcoming RFP. The contracting officer, in conjunction with the AF Small Business Office and coordination with the Small Business Administration, will determine whether or not set-asides will be established for this requirement.
· Who are the incumbents on the current MACC contract?
· Creative Times, Inc. (CTI), E-Corp, and HHI Corporation.
· Does the Government anticipate any large electrical infrastructure projects?
· Not at this time.
· Will the Government issue a pre-solicitation notice separate from the sources sought?
· We are contemplating both a pre-solicitation notice and site visit.
· Will there be a sample project in the solicitation?
· Yes, there will be a seed project.
· Is the prospective offeror required to work with the Hill AFB Small Business office or is it ok to work with the offeror’s local SBA?
· This is a contractor’s preference. The contracting officer should be your primary point of contact for this requirement.
· Can a trailer be set-up on the project site?
· That will depend on the project and the space available.
· Does Hill currently have any Simplified Acquisition Base Engineering Requirements (SABER) contracts?
· Yes, there are two contracts that expire 31 Mar 2010. A new RFP No. FA8201-10-R-0025 will be posted to www.FBO.gov in the near future, for the follow-on contracts.
· Are the projects all over the board as far as scope and complexity?
· Yes, the 309th Maintenance Organization has a diverse workload and are constantly upgrading and moving facilities. There will be a steady stream of different types of projects.
· How will the government review contractor past performance?
· The government will look at past performance on a pass/fail basis. The upcoming RFP will address this area in more detail.
· Will this solicitation be set aside for 8(a) companies?
· The results from Industry Day, reviews of contractor capabilities, and market research will assist in determining the contractor pool, and what approach the government will take for the upcoming RFP. The contracting officer, in conjunction with the AF Small Business Office and coordination with the Small Business Administration, will determine whether or not set-asides will be established for this requirement.
· Will part of the Task Orders be set-aside for 8(a) companies?
· The results from Industry Day, reviews of contractor capabilities, and market research will assist in determining the contractor pool, and what approach the government will take for the upcoming RFP. The contracting officer, in conjunction with the AF Small Business Office and coordination with the Small Business Administration, will determine whether or not set-asides will be established for this requirement.
· The incumbents appear to be local companies; will the new contract be awarded to local companies?
· The Government team will follow the evaluation criteria in the RFP, and will not give preferential treatment based on location.
· Is teaming or partnership with a large business discouraged?
· It is not encouraged or discouraged; however, be aware of the limitations on subcontracting requirements explained in 13 CFR 125.6 of a small business set-aside. Also be aware of the general rules of affiliation as explained in 13 CFR 121.103. A small business cannot be unduly reliant upon a large business.
· What defines unduly reliant?
· See 13 CFR 121.103(h) for explanation.
· Can a small business use the bonding of a large business?
· Bonding must be on the prime contractor. It is anticipated that this requirement will be some type of small business set-aside and therefore the bonding will be required on the small business prime contractor .
· Is there a specific bonding amount that will be required?
· Information on bonding amounts will be addressed in the upcoming RFP.
· Will there be any 3-D modeling, e.g. AutoCad etc.?
· We don’t anticipate any at this time.
· Would you consider doing a two phase proposal where the Government determines technically capability first, limits the bidding pool only to technically acceptable offerors, and then asks those offerors for pricing based on a seed project?
· That is definitely something we could consider.
· Will the seed project be realistic and awardable?
· Yes, the seed project will be an actual funded project, and will be awarded in conjunction with the basic contract award.
· Will the A&E firm be affected by small business requirements?
· Compliance with the limitations on subcontracting and the general rules of affiliation as discussed previously will be a consideration.
· What can a small business that is new to federal contracting do to prepare for the RFP?
· Talk with the SBA, state PTAC offices, and search FBO for similar RFPs.
· Will a Civil Engineer be a key part of the RFP requirements?
· A teaming agreement with an A&E firm will be a key part of the RFP requirements. For the MACC we’re looking for comprehensive A&E skills because many projects are electrical and mechanical, as well as civil.
· Will the Government require a list of construction sub-contractors?
· At this time we don’t anticipate asking for a list of subs.
· The Government is requiring a partnership with a design team; how are they to be used on specific design projects?
· Unless the RFP already has a 100% design package, the contractor will have to submit a complete design package after task order award. Usually submittals are required at the following stages: Concept, 35%, 65%, Pre-final & Final. The design team needs to be capable of mechanical, electrical, and civil engineering projects.
· Will the seed project have a design element?
· Yes.
· After the contract has been awarded, will task orders require design packages at bid or only after each task order has been awarded?
· A design package will not be required with the bid. Contractors should note there may be cases where the government will provide the design for some projects.
