Section A: General Contract Information

Estimated Contract Cost (including Options): $75,000.00

Section B: Description of the Supplies/Services Required

The 76 SWEG requires design, purchase, and installation of one (1) Genetec Access Control System (ACS), one (1) Honeywell Intrusion Detection Systems (IDS), and Closed-Circuit Television (CCTV). This requirement must have the following:

- One (1) Genetec Access Control System (ACS)

- One (1) Honeywell Vindicator Intrusion Detection System (IDS)

- Closed-Circuit Television (CCTV)

- Design drawings for the ACS, IDS and CCTV systems

- Provide installation in accordance with UL 2050, extent 3

- System components for IDS and CCTV shall be on the Air Force Non-Nuclear CMD List

- Performance Verification/ Acceptable Testing of all installed systems

- Operator level training for four (4) security personnel for a minimum of four (4) hours to ensure proficiency in accomplishing -basic administrative functions.

Period of Performance: 180 days ARO

Section C: Justification for Soliciting from a Single Source or Brand Name

Tinker AFB Base Defense Operations Center (BDOC) requires all new facilities requiring alarm monitoring be installed with the Honeywell Vindicator (V5) intrusion detection systems (IDS) in order to be compatible with BDOC's monitoring station. System components for CCTV and IDS must be on the Air Force Non-Nuclear CMD List. Genetec Access Control Systems (ACS) meets GSA's FIPS 201-2 credentials, is currently listed on the Approved Products List (APL) for government Physical Access Control System (PACS), and is able to integrate with the BDOCs current monitoring system. Purchasing Genetec brand equipment will require no installment modifications, Therefore saving the Government from having to purchase additional equipment. Use of the Genetec brand equipment will allow seamless integration with the current infrastructure that will allow the 76 SWEG to continue to meet its miss in support of the warfighter.

Section D: Efforts to Obtain Competition

Review of previous contracts for the same/similar requirement and a search of the Dynamic Small Business Search and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code 334290. Two or more small businesses were identified as capable of providing the required ACS/IDS/CCTV system. This requirement will be solicited as a brand name only, 100% small business set-aside, firm fixed-price purchase order.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Tinker AFB BDOC's current monitoring system requires the use of the Honeywell Vindicator brand for compatibility purposes.

Until the BDOC is revised to allow additional brand ACS/IDS/CCTV systems to be utilized, the brand name restriction cannot be avoided.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
