About this file

This document is a Combined Synopsis/Solicitation (CSS) for a Ground Power Unit (GPU) contract opportunity, Solicitation Number FA813924Q0023. The Air Force Sustainment Center's Maintenance Contracting Branch at Tinker Air Force Base, Oklahoma, intends to award a single Firm Fixed Price contract for one Building Powered GPU, including a Trailer Kit, 50' Aircraft output Cable, and 50' Building Power-Fed Input Cable. The GPU will operate indoors, so a diesel GPU is not permitted. Offerors must complete the Quote Sheet in the CSS document and provide supporting technical documentation to verify conformance to the requirements. If the offeror is not the manufacturer, the Government requires documentation to verify the offeror is an approved reseller/dealer for the quoted items. The contract is for delivery only, not delivery and installation. The Government will be tax exempt.

Ground Power Unit (GPU) Questions and Answers (Q&A)

Date: 14 June 2024 (Q&A 1-8)

Vendor Question 1: Can you please advise us on the manufacturer name for this bid?

Government Response 1: There is no manufacturer information provided. The solicitation only lists the required salient characteristics and standards the GPU must have and meet.

Vendor Question 2: Please advise the type aircraft the converter will be used on and if the two connections coming from the GPU will be connected to a common bus or two separate busses on the aircraft.

Government Response 2: KC135. Common buss.

Vendor Question 3: Do we need the specific NAICS code in our SAM profile to be eligible to bid?

Government Response 3: Yes.

Vendor Question 4: Is this project specifically for delivery or delivery and installation?

Government Response 4: Delivery only.

Vendor Question 5: Will the Government be tax exempt?

Government Response 5: Yes.

Vendor Question 6: Can products be purchased directly from the manufacturer? Can I order from the company who makes the product and have them sent directly to the Government? Would this be considered a product or a service contract?

Government Response 6: This is considered a contract for a commodity, or otherwise stated as a product. The Government wants to ensure it receives the commercial warranty that is customarily offered by the manufacturer.

Vendor Question 7: If we are not the manufacturer and we are using a subcontractor, does the subcontractor need to have a reseller certificate from the manufacturer only, or are we required to have one as well?

Government Response 7: For this requirement, the Government wants to ensure it receives the commercial warranty that is customarily offered by the manufacturer.

Vendor Question 8: Does the 28VDC need to be built into the machine? Or can this be a separate unit?

Government Response 8: The 28V portion of the unit does NOT need to be self-contained within the main 400Hz unit. However, the unit will need its own standalone controller if it is not. Also, the unit will still need to be on the same trailer, secured, including lift points.
