About this file
This file contains Questions and Answers (Q&A) responses for MAC BOA solicitation WWYK250013, a renovation project to convert Room 8 into open storage at Building B1115. The solicitation due date is June 11, 2026, with mandatory prime contractor attendance at the initial site visit required for proposal eligibility. No liquidated damages apply to this project.
The project involves comprehensive renovation of an interior space including removal and replacement of all drywall on four walls, removal and replacement of the existing ACT ceiling and grid with new materials, electrical work including new fire alarm conduit modifications to support a proprietary Honeywell Vindicator IDS system, and associated HVAC, lighting, and finishing work. Controlled Unclassified Information (CUI) and CMMC certification are not required; however, documents should be marked Source Selection Sensitive. The contractor must verify existing field conditions, particularly regarding utilities limited to Electric and Fire Alarm panels in the Electric Room. Design deliverables include 35%, 65%, 95%, and 100% design packages, with potential to skip the 35% phase if acceptable to Government. Subcontractor quotes based on at least two vendors must be included in proposals, with email documentation of "No Bid" responses acceptable where competitive quotes cannot be obtained. The Government will clear all government property from the work area prior to construction, and the building will remain occupied during construction with dust protection required throughout the project. Onsite parking and storage are available to the contractor, with a staging request required post-award. Standard fire alarm testing including pretest, prefinal, and final testing is mandated. Echo RFI's For WWYK250013 Renovate to Open Storage B1115 MAC BOA WWYK250013 ~ Renovate to Open Storage B1115
Q1. The 1442 shows a proposal due date of June 11 but SAM.gov shows the due date as June 17. Can you please clarify the due date?
GOVERNMENT RESPONSE: The Solicitation Due Date on SAM.gov has been updated to June 11, 2026, to match the Solicitation.
Q2. What is the amount for liquidated damages?
GOVERNMENT RESPONSE: Project does not meet the requirement to include LD in the solicitation / award.
Q4. Please confirm whether the official site visit sign-in sheet will be used as the determining record for bidder eligibility and proposal responsiveness for this requirement.
Additionally, please confirm whether attendance by either the prime contractor or a proposed subcontractor satisfies the mandatory site visit requirement and whether the Government will provide a finalized attendee roster.
GOVERNMENT RESPONSE: Prime contractors must attend the initial site visit to be allowed to propose and site visit sign attendee roster has been uploaded.
Q5. Section L requires proposal pages to contain “CUI SOURCE SELECTION INFORMATION” markings. Please confirm whether this project will involve Controlled Unclassified Information (CUI) handling during contract performance, including but not limited to:
-access to CUI drawings/documents, -DFARS 252.204-7012, -DFARS 252.204-7019, -DFARS 252.204-7020, -Cyber Incident Reporting requirements, or
-CMMC certification requirements.
GOVERNMENT RESPONSE: The project requirements have been reviewed, and CMMC / CUI levels are not required… however, documents should be marked Source Selection Sensitive.
Q6. If CMMC applies to this requirement, please confirm the required CMMC level for the prime contractor and all subcontractors supporting the project.
CUI levels are not required.
Q7. If CMMC or DFARS cybersecurity requirements apply, please clarify whether all subcontractors are required to maintain the same certification level, or whether subcontractors without access to CUI may perform work without certification.
CUI levels are not required.
Q8. The drawings repeatedly state that the design was prepared from existing drawings and limited field observations and that the contractor shall field verify existing conditions.
Please clarify how differing field conditions discovered after award that materially differ from the concept drawings will be addressed.
GOVERNMENT RESPONSE: Contractor is to verify existing field conditions. To our knowledge, there are no utilities other than those Electric and Fire Alarm panels in the Electric Room that will need modifications for the new work.
Q9. The drawings reference IDS conduit requirements and modifications to existing fire alarm components.
Please clarify:
-whether the existing IDS system vendor is proprietary, -whether Government coordination with the existing monitoring provider will be required, -and whether any testing or commissioning must be performed by a base-approved vendor.
GOVERNMENT RESPONSE: There are no IDS currently installed in this building. New IDS is proprietary and is Honeywell Vindicator system. At the design kickoff meeting with the users, the design team should invite representatives of Honeywell to the meeting. IDS will be monitored at the Security Forces Squadron level, 72 SFS. Invite SME’s Joseph Knight and Carlye Gonzales to the design kickoff meeting.
Standard fire alarm testing is required. Pretest of fire alarm system to verify functionality prior to contractor changing system, prefinal test, and final alarm system test.
Q10. Please confirm whether the existing fire alarm panel and IDS infrastructure have adequate spare capacity for the proposed modifications shown in the drawings, or whether additional panel expansion, licensing, or replacement should be anticipated.
GOVERNMENT RESPONSE: We do not have hard measurement that a single 15 Candela horn-strobe can be added. Plan is that the system can support one additional device. That said, FACP is an obsolete FCI-72.
Q11. Please confirm:
-allowable work hours, Reference SOW section 2.2
-whether after-hours work will be required, Reference SOW section 2.2
-and anticipated Government lead times for any outage requests, fire alarm impairments, or access coordination associated with this project.
For outage requests and fire alarm outages reference SOW section 3.3.3
For access coordination reference SOW section 1.4
Q12. Please confirm the anticipated Government review durations for:
-standard submittals, -resubmittals, -RFIs, -outage requests, -and fire alarm/IDS related approvals, for schedule development purposes.
Reference SOW section 3.3.3
Q13. Section L requires a proposed construction schedule.
Please confirm whether a bar chart schedule is acceptable for proposal submission, or whether a CPM schedule in Primavera P6 or Microsoft Project format is required at proposal stage.
GOVERNMENT RESPONSE: Either is acceptable per 01 32 16.00 20 if it meets the requirements stated in the SOW, section 3.3 Design/Construction Schedule.
Q14. Please confirm whether the concept drawings provided are considered sufficient for bidding purposes and whether offerors should include any additional design development beyond what is currently depicted in the contract documents.
GOVERNMENT RESPONSE: The drawings along with the SOW and Narrative should suffice to complete the design.
Q15. The electrical demolition plan indicates demolition of ACT ceiling systems and associated lighting/wiring. Please clarify whether hazardous materials surveys have been completed above ceiling spaces and whether asbestos-containing materials or other hazardous materials are anticipated in the work area.
GOVERNMENT RESPONSE: The electrical plan E-101 (along with SOW as noted in Q 29 below) is correct in terms of removing and replacing the ceiling and lighting in Room 8.
Hazardous materials are not present. Email on file from Michael Green dated March 26,2025 confirms that there are no concerns.
Q16. Please clarify whether proposed equal manufacturers/products may be submitted after award through the submittal process or whether substitutions must be identified during proposal submission.
GOVERNMENT RESPONSE: Reference SOW, Section 8 “Or Equal” clause.
Q17. Section L requires subcontractor quotes to be included within the proposal package and states pricing should be based on at least two vendors where available. Please confirm whether subcontractor quote documentation must be physically included within the proposal submission package or whether the Government may request supporting quote documentation after proposal submission during price evaluation/clarification.
GOVERNMENT RESPONSE: Subcontractor quote should be included and available.
Q18. Please confirm whether email correspondence documenting “No Bid” responses from subcontractors/suppliers will satisfy the justification requirement where two competitive quotes cannot reasonably be obtained.
GOVERNMENT RESPONSE: If No bidders, then no bids is acceptable.
Q19. Please confirm whether additional as-built drawings, existing fire alarm records, IDS records, or utility information are available to assist offerors with pricing and coordination.
GOVERNMENT RESPONSE: There are no additional as-builts available. Existing Fire Alarm is an old FCI panel. There are no IDS currently installed.
Q20. Please confirm whether contractor escorts, restricted-area badges, or airfield coordination requirements will apply to performance of this work in Building 1115.
GOVERNMENT RESPONSE: Reference SOW Section 1.4
Q21. Please identify the anticipated contractor staging or laydown area for this project and whether onsite parking/storage will be available for contractor personnel and materials.
GOVERNMENT RESPONSE: Onsite parking and storage will be available to the Contractor.
Once awarded the project the Contractor must submit a staging request to determine an acceptable lay down area.
Q22. Please clarify whether existing ceiling grid, ceiling tile, lighting, and adjacent finishes disturbed during construction are required to be fully replaced to match existing conditions outside the immediate work area.
GOVERNMENT RESPONSE: Any part of this building that is disturbed during construction needs to be brought back to original condition. Reference SOW section 1.9.
Q23. Please confirm whether the Government will remove existing furniture, stored materials, electronics, and owner contents within the work area prior to contractor mobilization, or whether contractor protection, relocation, and reinstallation should be included.
GOVERNMENT RESPONSE: Yes, SOW, section 2.1 notes that the space will be cleared of all government property prior to construction. No reinstallation or relocation of any of the government properties will be required by the contractor.
Q24. Please confirm whether adjacent areas surrounding Room 8 will remain occupied during construction and whether phased construction or temporary access restrictions will be required.
GOVERNMENT RESPONSE: Yes, the entire building will remain occupied during construction. Phased construction is not necessary. There are no access restrictions to this building. Refer to SOW, section 1.9 Existing Work.
Q25. Please clarify the extent of wall, ceiling, and paint finish restoration required outside the immediate limits of demolition and new work.
GOVERNMENT RESPONSE: Any part of the outside of Room 8 that is disturbed by work required to complete the renovation of Room 8 must be restored to the original conditions to match the adjacent surfaces. Reference SOW section 1.9.
Q26. Since this project is being performed within an occupied building, will hard-wall dust partitions with negative air machines be required for use during the entirety of the renovation?
GOVERNMENT RESPONSE: Yes, dust protection will be required.
Q27. The SOW requires 35%, 65%, 95%, and 100%/IFCs design packages. Would the GOV consider eliminating the 35% and allowing Contractors to progress straight to 65%, then 95%, and 100%/IFCs.
GOVERNMENT RESPONSE: In theory, we think that eliminating a phase may be advantageous to the schedule. However, this can be discussed at the 35% phase based on the level of detail provided in the design if skipping to the next milestone date would be acceptable to the Government.
Q28. Please confirm our understanding that the interior drywall on the north, south, east and west (all walls) of Room 8 is to be removed. Or are we to install new 5/8” GWB on top of existing drywall?
GOVERNMENT RESPONSE: Yes, remove existing GWB and replace with new, including extending walls to deck above. Refer to SOW, section 4.1.1 Demolition and 4.2.1 Construction.
Q29. Is the existing ceiling to be removed and replaced or left as is? The architectural drawings don’t require the ceiling to be removed, but the electrical drawings state to remove the existing ACT ceiling.
GOVERNMENT RESPONSE: Refer to SOW section 4.1.1 which notes removal of ceiling and grid and section 4.2.1 (6) for new ACT ceiling and grid. The ceiling inside room 8 will be removed and replaced with new ACT and Grid with the E-101 drawing. Save existing ACT to use as replacement to areas outside the confines of Room 8 as necessary to repair adjacent areas disturbed during construction.
Q30. Please confirm there is no plumbing and no sprinkler work on this project.
GOVERNMENT RESPONSE: There is no plumbing required for this project. There are no sprinklers installed in this building and sprinklers are not required for this project.
