About this file
This document is an Asbestos Inspection Report for Building 3202 at Tinker Air Force Base, revealing significant asbestos contamination in the roofing materials. The inspection, conducted on February 20, 2024, by Civil Engineering Environmental (CEIE), identified asbestos-containing material (ACM) in the black/gray roofing across five sampled locations. Laboratory analysis by QuantTEM Laboratories confirmed 15% chrysotile asbestos presence in each sample, with the roof described as antiquated, damaged, and even featuring a small tree growing on the southwest corner.
The report recommends Class II asbestos work for the non-friable Category II material when the roof is replaced or repaired. The building, constructed in 1942, shows significant roof damage, with samples taken from north, south, west, east, and center locations all testing positive for asbestos. The findings align with the broader federal contract opportunity (Solicitation Number FA813725R0037) for replacing the valve and fuel tank at Building 3202, which involves major upgrades to civil, architectural, structural, mechanical, and electrical systems, with a projected construction cost between $1,000,000 and $5,000,000.

Condition:
Surfacing/Misc. Materials:
• Good Condition: Material with no visible damage or deterioration or showing only very limited damage or deterioration.
• Some Damage: Material crumbling, blistered, water-stained, gouged, marred, or abraded covering less than one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized).
• Significant Damage: Material crumbling, blistered, hanging from surface, deteriorated, adhesive failure, water-stained, gouged, marred, or abraded covering more than one tenth if the damage is evenly distributed (one quarter if the damage is localized).
Hazard:
• ACM = Asbestos Containing Material; defined by the EPA as any material containing more than 1 percent asbestos.
Friable:
• Friable = Material, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure, and includes previously nonfriable material that becomes damaged to the extent that it is now friable.
• NF = Nonfriable; Material, when dry may not be crumbled, pulverized, or reduced to powder by hand pressure.
Analysis/Results:
• PLM = Polarized Light Microscopy; Asbestos Present or Asbestos Not Present
• PACM = Presumed Asbestos Containing Material; TSI and SM found in buildings constructed no later than 1980.
Inspection Observations:
• Civil Engineering Environmental (CEIE) conducted an inspection of the roofing materials located on bldg. 3202. The roof appears to be antiquated and damaged. The roof also has a small tree growing on the southwest corner.
Findings:
• Black and Gray roofing/flashing contains asbestos.
Recommendations:
• Class II asbestos work for Cat II NF material when roof is replaced/repaired.
