1.0 PURPOSE:
1.1 Scope: The scope of this effort includes all activity and work required to install six (6) 16’
Powerfoil X4 Ceiling Fan Kits and four (4) 6' Pivot 2.0 Fan Kits to include an all-encompassing five year warranty. This includes, but is no limited to: contractor management; system design; purchase of Commercial Off-the Shelf (COTS) and ancillary equipment and necessary supporting infrastructure; installation of all contractor provided equipment and infrastructure; systems integration of contractor provided equipment/infrastructure and
Government Furnished Property/Equipment (GFP/GFE) and infrastructure; all labor, tools, lifts, equipment, material, and parts; contractor verification testing; quality control; contractor training of site personnel; and site support.
1.1.1 The Contractor shall be responsible for ensuring all services, parts, and Original Equipment
Manufacturer (OEM) components provided under this contract are In Accordance With (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and this Performance Work Statement (PWS). A site visit is required.
2.0 SUMMARY REQUIREMENTS:
2.1 Requested Services: 72 ABW/SC requires installation of six (6) 16’ Powerfoil X4
Ceiling Fan Kits and five (4) 6' Pivot 2.0 Fan Kits to include a five year all-encompassing warranty.
2.1.1 The Contractor shall (at a minimum):
2.1.1.1 Identify an on-site program manager (PM) who shall be the primary representative responsible for all work performed in the scope of this PWS and shall ensure all standards are adhered to.
2.1.1.2 Install, operate, repair, and maintain all equipment and systems IAW with the original equipment manufacturers technical manuals and specifications, Industry
Standards, Department of Defense (DoD), United States Air Force (USAF) policy and regulations, and applicable federal, state, and local regulations.
2.1.1.3 Be responsible for ensuring all services, parts and components provided under this contract are IAW the International Electrotechnical Commission (IEC), International Organization for Standardization (ISO), Underwriters Laboratories
(UL) standards, applicable Unified Facilities Guide Specifications (UFGS), American
National Standards Institute (ANSI), National Electric Code (NEC), and Tinker Air
Force Base (TAFB) standards.
2.1.1.4 Provide to the Government Point of Contact (GPOC) the date that the delivery, installation, and performance verification will begin. The name of that individual shall be provided to the Contractor upon award.
2.1.1.5 Obtain all required electrical permits and inspection when quoted.
2.1.1.6 Assemble and mount the complete fan kit to the building structure, including safety cables. All new ceiling fans to be installed along the main roof long joist girders
(Column Lines) and be located within proximity of their panel points.
2.1.1.7 Install wiring per NEC between the power source and the onboard VFD or fan electronics board, not to exceed 250 linear feet per fan. Install and wire a junction box within
5 feet of the fan. Mounting location per NEC.
2.1.1.8 PIVOT 2.0: Attach and secure all cage brackets and adjust the pivot joint to desired fan direction.
2.1.1.9 Install the wall-mounted digital controller to an accessible surface (column, concrete wall, or wood) within 150 feet of the fan, and run the wire connection to the VFD (in EMT conduit to eave height).
2.1.1.10 Install ceiling fans with extension plug and connect to compatible National
Electrical Manufactures Association (NEMA) twist lock receptacle mount within 3 feet of fan mounting location.
2.1.1.11 Attach winglets to airfoils.
2.1.1.12 Attach foil retainers and airfoils to fan hub and tighten all airfoil bolts to 29 feet pounds of torque.
2.1.1.13 Secure hub cover.
2.1.1.14 Fans shall be centered approximately between four adjacent sprinklers. The vertical distance from the fans to sprinkler deflectors shall be a minimum of 3 feet.
2.1.1.15 Install fire alarm cable (per NEC Article 760) from the fan VFD to the next fan in the chain or to within 5 feet of fire alarm panel (for the last fan in the chain), not to exceed
250 linear feet.
2.1.1.16 All wiring must be installed in conduit IAW the TAFB Electrical Standards
(Attachment 13b). No free air cabling is allowed. The fire cabling must be installed to the
Fire Alarm Panel for shutdown of the fans in the event of a fire with the connection at the
FACP being performed by the CE alarms shop. 72 ABW/SC will be responsible for coordinating the FACP terminations.
2.1.1.17 Verify fire relay operation using temporary power.
2.1.1.18 Fan startup and operational training for 15 personnel.
2.1.1.19 Contractor shall send the outage request to: 72 ABW.CEEO.UtilityOutageWork@us.af.mil.
2.2 Parts and Materials: The Contractor shall provide and use only new parts and material in performance of this PWS unless otherwise authorized by the Contracting Officer (CO). Long lead items greater than five (5) business days shall be identified and provide sufficient documentation supporting the delay.
Trade Agreements Act (TAA) compliance: TAA requires that the U.S. Government acquire products that mailto:72ABW.CEEO.UtilityOutageWork@us.af.mil are produced or undergo a "substantial transformation" within the United States or a designated country.
It is the contractor’s responsibility to control and make sure that all product including hardware are U.S.
made or designated from approved countries.
2.2.1 Contractor must provide TAA verification from proposed vendor/supplier.
2.2.2 Salient Characteristics

2.2.3 Project Location Information

2.3 Warranty, Support, and Inspection: The contract shall be a comprehensive extended warranty and shall ensure that industrial fan systems operate at peak performance and shall include service for all mounts, fan blades, motors, controls, an electrical connections.
2.3.1 Overall Objectives.
• Provide a five (5) year comprehensive extended warranty for all systems components.
• Propose as a separate line item for a five (5) year extended warranty. Response time for service calls shall be approximately within 24 hours after a GPOC initiates a request.
• Ensure 24-hour response after a GPOC initiated request for support. Reimbursement for travel and per diem not authorized.
2.4 Service Report: Immediately upon completion of the warranty call services and before leaving TAFB, the Contractor shall provide a written Service Report to the GPOC. When necessary, the contractor will forward the service report to the GPOC within two (2) business days of receipt. The Contractor shall provide, by fax or email, the final service report within five (5) business days to the GPOC. As a minimum, the final written service report shall contain the following information:
• Name of the company
• Requested service date
• Contract number
• Equipment ID#
• Description of services provided
• Additional services recommended (if any)
• Printed name and signature of technician who performed the services
(electronic signatures are acceptable)
• Printed name and signature of on-site Government SME or GPOC
(electronic signatures are acceptable)
• Start and completion dates
• Complete breakdown of the labor cost (hours and rate)
• Materials and parts used
• Details of any other charges
• Printed name and signature stating only new parts and materials were used
(electronic signatures are acceptable)
• Written verification statement that a performance check to verify operational condition was performed and that the equipment is in working order. (Electronic signatures are acceptable)
2.5 Quality Assurance: The government will perform inspections of the Contractor’s work, and acceptance of work shall only be provided when the Contractor’s work has been inspected and performance is deemed satisfactory. The GPOC from the 72 ABW/SC will perform the inspection and acceptance.
2.6 Corrective Action Report (CAR)/Complaint Contractor Response Time: A CAR must be issued against a valid contractual requirement and the cited deficiency description must concisely show a clear departure from the contractual requirement. The contractor will be given no more than
45 calendar days from the date of CAR issuance to submit their CAP. If the contractor fails to reply within the suspense date, a follow-up notification allowing 10 additional calendar days will be issued.
If the contractor fails to respond within the 10 additional calendar days, CO should escalate the CAR to the next higher corrective action level.
2.7 Continuation of Essential Department of Defense (DoD) Contractor Services During
Crisis: This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DFARS 252.237-7023, Continuation of Essential
Contractor Services.
2.8 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 0730 - 1630. If work hours are required outside the hours stated, the Contractor shall contact the GPOC for approval. Upon approval, the GPOC must be present with the Contractor.
2.8.1 These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.
2.9 Special Qualifications: The Contractor shall be a U.S. company and shall provide personnel with the following special qualifications:
• Certified factory installer
• Experience with industrial overhead fan installation
• U.S. citizen
2.10 Contractor Personnel: The Contractor shall provide the name of the Contract Manager
(CM) and any alternates who shall act for the Contractor when the CM is absent. They shall be designated to the CO and GPOC, in writing, within ten (10) business days after the contract award date. The Contractor shall provide telephone numbers and email addresses where the CM and alternates may be contacted at any time. The CM or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract with the 72 ABW/SC
Communication Directorate on TAFB. The CM or alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The
Contractor shall provide a CM who can read, write, speak, and understand English fluently. The
Contractor and Contractor personnel shall be required to identify themselves as contractor personnel by introducing themselves or being introduced as Contractor personnel. The Contractor personnel shall also display distinguishing badges or other visible identification for meetings with
Government personnel or while performing work for the 72 ABW/SC Communications
Directorate on TAFB. The Contractor and Contractor personnel shall identify themselves as
Contractor employees in telephone conversations and in formal and informal written correspondence.
2.11 Listing of Contractor Employees: The Contractor shall provide an initial listing of names and position titles of employees who shall come to Tinker Air Force Base to the GPOC within five
(5) business days after the contract award date. Within ten (10) business days, the Contractor shall also provide an updated listing of personnel to the GPOC when employees affecting the work of this contract change status or position.
2.11.1 The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, and/or general well-being, or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States (US) Government if the employment of the person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the DAF, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R, Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the AF if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Contractor Labor Relations
Activities. The Contractor shall be prohibited from employing off-duty Contracting Officer
Representatives (COR) who are providing surveillance on any contracts/sub- contracts awarded to the Contractor. All contract personnel, depending on condition, occasion, or place or job assignment shall be required to wear professional and suitable attire. All Contractor personnel shall conduct themselves in a professional and courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor personnel in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and TAFB regulations concerning the conduct of employees as referenced herein. The Contractor shall employ and maintain a technically trained and experienced work force.
3.0 SAFETY:
3.1 Environmental Protection and Safety: The contractor shall be knowledgeable of, and comply with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health. The contractor shall comply with any laws, instructions, or changes in regulations during the term of this contract.
3.2 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state, and local regulations, and AFI 91-203, Air Force Consolidated Occupational Safety Instruction, as established by this contract and Appendix C. The Contractor shall notify the CO, GPOC, and Government Contract
Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, GPOC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
3.3 Governance: Contractors shall be compliant with the following Environmental and
Hazardous Materials (HAZMAT) regulations:
3.1.1 AFMAN 32-7002, Environmental Compliance and Pollution Prevention
3.1.2 Tinker Air Force Base Instruction (TAFBI) 32-7004, Hazardous Waste Management
3.1.3 Federal Acquisition Regulation (FAR) Clause 52.223-3
3.1.4 Division 1, General Requirements, UFGS 01 35 35, Environmental Protection.
3.4 Coordination: All hazardous materials shall be identified in the proposal. A current copy of all manufacturers specific SDSs shall be submitted to the Contracting Officer a minimum of 10 calendar days prior to the delivery of the materials. The Contracting Office will transmit the contractor submittal to the respective GPOC for processing IAW AFMAN 32-7002.
Additionally, the size and/or weight of each container must be provided with the SDS.
3.5 Approval: The SDS’s and processes will be evaluated by the Installation Hazardous
Materials Manager. The Installation Hazardous Materials Manager will assign each contractor an EESOH-MIS shop code for tracking purposes. The Installation Hazardous
Materials Manager will identify the materials that require hazardous materials usage tracking using the Contractor Hazardous Materials Usage Tracking Form. The Installation
Hazardous Materials Manager will notify the Contracting Office of which materials have been approved and are required to be reported. The Contracting Office will provide the inventory listing to the contractor to use for hazardous materials usage reporting purposes.
3.6 Reporting: Reporting. The Contract/Project Manager will provide the tracking data to the
Installation Hazardous Materials Manager by the 5th of each month, if exceeds 6 months. If project is less than 6 months, the Contract/Project Manager will provide the tracking data before the project suspense date. The inventory list will include the stock number, nomenclature, manufacturer, container size, estimated quantity to be used, contract number, contract quality assessment evaluator's name or GPOC, and contract performance period. The Installation
Hazardous Materials Manager will input data received into EESOH-MIS under the contractors assigned shop code. Contractor is responsible for reporting all sub-contractor’s HAZMAT usage from the date of hire throughout the duration of their contract to the Installations
Hazardous Materials Manager.
3.7 Additions: The contractor must notify the Contracting Officer and the Contract/Program
Manager if a need arises to use a new hazardous material and shall obtain approval prior to bringing the hazardous material onto the operating base. The Installation Hazardous Materials Manager is responsible for the approval of all additional HAZMATs proposed in the contract. This requirement is mandatory on all contracts, as all hazardous materials used on DOD Installations must be documented and tracked to meet all Federal, State, and local environmental reporting requirements.
3.8 HAZMAT: If no HAZMAT shall be brought on base or used in performance on this contract, the contractor shall certify “No HAZMAT shall be brought on base” or “No HAZMAT Usage” in writing on company letterhead. This certification shall be provided to the GPOC within ten
(10) business days after award. Upon GPOC receipt of the certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
3.9 Safety Data Sheet (SDS) and Labeling: Upon GPOC receipt of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.
3.9.1 The Contractor shall not transport, ship, or use any chemical, material or substance used in the performance of this PWS on TAFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the GPOC, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs).
The Contractor shall receive approval from the GPOC prior to shipping any chemical, material, or substance to TAFB. A copy of the manufacturer SDS shall accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health
Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR)
Part 1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to TAFB IAW OSHA Hazardous Communication
Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word; hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible part.
The GPOC will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the GPOC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and
SDSs shall be always readily accessible by Contractor personnel as well as government employees.
3.10 Hazardous Waste: If no HAZWASTE will be generated during performance of this contract, the contractor shall certify “NO Hazardous Waste Generation” in writing on company letterhead. This certification shall be provided to the GPOC within ten (10) business days after award. Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification. The Contractor shall dispose of contaminated solid waste, spent, or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the GPOC if the required waste containers are not available on site.
3.11 Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Wastewater Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance).
Notice of intent documentation shall be provided to the GPOC within ten (10) days after award.
The GPOC will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor shall not discharge into IWTP and sanitary sewer prior to approval issued by 72 ABW/CEIE. The Contractor shall maintain records of written approval issued by 72
ABW/CEIE for discharges into IWTP and sanitary sewer. Off-Site Discharges: For discharges outside of TAFB, the Contractor shall ensure wastewater discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The Contractor shall provide a letter ten
(10) calendar days after contract award date to the GPOC from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.
3.12 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from TAFB 911. If using a cell phone, the Contractor shall request TAFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
3.12.1 One (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill
2.) Date and time of incident
3.) Location and source of spill
4.) Substance or pollutant spilled
5.) Amount spilled and rate of discharge
6.) Any damages or injuries involved
7.) Extent of area impacted
8.) Potential hazards
9.) Actions taken
10.) Organizations contacted
11.) Remarks Section - that addresses the cause of the spill (e.g., human error, equipment,etc.)
and whether 911 was called and which agencies responded.
3.13 Environmental Training: Complete Environmental Management System Awareness Training on the Environmental, Safety, and Occupational Health (ESOH) Training Network www.esohtn.com. This must be accomplished prior to any work being accomplished on the installation. Upon GPOC receipt of the “No
Hazardous Waste Generation” certification, the requirements of this section no longer apply.
3.14 Communicating Hazards of Workplace (CHOW): Contractor’s onsite representative communicates all hazards being introduced to the worksite by the Contractor. This is accomplished prior to commencement of work and refreshed daily during performance, IAW Contractor’s Site
Safety Plan.
3.15 Safety and Health Plan: The Contractor shall be responsible for compliance with the OSHA
Public Law 91-596. The Contractor shall submit a Safety and Health Plan (SHP) and corresponding site safety checklist to the CO and the GPOC (see Attachment A).
4.0 ADMINISTRATIVE:
4.1 Administrative: The contractor shall address managing customer expectations and developing lines of communication to ensure compliance with the PWS. The contractor shall maintain configuration documentation and guides for equipment installed as part of the PWS. The government may request to see these documents at any time in support of the ACS.
4.2 Forms, Technical Orders (T.O.), AFI, Air Force Material Command Instructions
(AFMCI), and Publications: The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via the internet at www.e-publishing.af.mil. In the event a form or publication is not available online, the GPOC will provide the form, instruction, or publication to the Contractor upon the Contractor’s written request (e-mail is acceptable). In the event, laws, regulations, T.O.’s, AFI’s, or AFMCI’s change during the term of this contract, the Contractor shall be required to comply as the changes come into effect. Contractors delivering or handling official United States Air Force (USAF) records shall comply with the applicable records management regulations in AFI 33-322, Records Management and Information
Governance Program.
4.3 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire, and safety standards, and this PWS.
4.4 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on TAFB per AFMAN 31-116, Motor Vehicle Traffic
Supervision. The Contractor shall comply with TAFBI 24-302, Vehicle Management.
4.5 Visitors Pass: The Contractor shall contact the GPOC seven (7) business days before arriving on TAFB to make arrange for Visitors Passes. The GPOC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, building 6611 at the Tinker Gate which is South of I-40 off Air Depot. The Contractor shall provide two
(2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an
AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
4.6 Foreign Nationals: The Contractor shall notify the GPOC before sending a Foreign National http://www.esohtn.com/ http://www.e-publishing.af.mil/ representative to perform services. Special rules apply for foreign nationals visiting a US
Government facility.
4.7 Combating Trafficking in Persons: IAW DFARS PGI 222.17, the GPOC shall pursue, as appropriate, the following methods of monitoring the Contractor’s performance regarding trafficking in persons such that non-compliances with FAR clause 52.222-50 are brought to the immediate attention of the Contracting Officer:
4.7.1 Keep the lines of communication open with the Contractor. At the Post-Award conference, remind the Contractor of his contractual responsibilities to notify the government if the Contractor receives notification of any alleged violations to this policy or if actions have been taken against the Contractor employees, subcontractors, or subcontractor employees pursuant to the clause.
4.7.2 When appropriate, encourage Contractor to complete Human Trafficking Awareness
Training.
4.7.3 Encourage the Contractor to take steps to investigate and eliminate slavery and human trafficking in their supply chains and to publish information for consumer awareness.
4.7.4 Periodically access the Department of State’s Trafficking in Person (TIP) website for updates and to view the latest reports. http://www.state.gov/g/tip
4.8 Commanders Safety Intent: The safety of everyone on TAFB is our top priority. All
Individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our work environment. Everyone working on TAFB is challenged to find, fix (if able) and report all hazards and near-misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each contractor and government employee.
4.9 Speak Up for Safety: Safety surety is an integral part of our overall goal of establishing a world class safety and health program. Our “Speak Out for Safety” initiative ensures a partnership with contractors and government employees to further enhance safety to ensure we are looking out for all our partners and empowers all employees to actively participate in each other’s safety.
4.9.1 A safe workplace is everyone's business. As part of the contract team, military, civilian and contractor personnel are empowered to Speak Out for Safety (S.O.S.) when they observe an unsafe act.
4.9.2 Events that present imminent danger to personnel or catastrophic damage to property we empower our employees to intercede to ensure continued safe operations.
4.10 Emergency Procedures: The Contractor personnel shall follow the direction of the
Government personnel about emergency procedures, such as fire, tornado, active shooter, bomb threats, or another emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

5.0 GOVERNMENT FUNISHED PROPERTY AND SERVICE:
5.1 Government Property Repair/Maintenance On-Base: Government Property
Repair/Maintenance On-Base is not considered Government Furnished Property (GFP) IAW
Federal Acquisition Regulation (FAR) Parts 45 and 52.245 plus supplements. The responsible
Government Organization(s) 72 ABW/SC for Government Property Repair/Maintenance On-Base will be responsible for the Government Property inventory, record keeping, reporting requirements
(including Report of Survey), and disposal during the performance of this contract.
5.2 Government Furnished Services (GFS):
GFS are applicable during the performance of this contract. The Government will furnish the following services at TAFB:
5.2.1 Security Forces. The Government will provide general on-base security forces’ service. The Security Forces’ telephone numbers are 911 for emergencies, 405-734-2000 for crimes in progress and 405-734-3737 for non-emergency calls. The off-base 911 center receives 911 cell phone calls. Cell phone callers need to advise the 911 off-base center they are on TAFB to connect with the on-base 911 center.
5.2.2 Fire Emergency and Routine Services. The Government will provide general on- base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the TAFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call 405-734-3981 or 405-734-3982 and 405-734-7964 for after hours and weekends. For routine calls to dispatch call 405-734-7964.
5.2.3 Utilities. The Government will provide utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
5.2.4 Postal Distribution. The Government will provide on-base mail distribution, United States
Postal Service (USPS) distribution only for official Government mail required under terms of this contract.
5.2.5 Telephone. The Government will provide telephone service consisting of the following
Classes of Service. The Contractor shall ensure that the Government provided telephone usage is limited to only official Government business related to the performance of this contract.
The Contractor shall furnish their own telephone service provided by local commercial carrier for their use in matters other than official Government business.

5.2.5.1 Dial "99" for local off-base and toll-free calls (1-800, etc.) -- NOTE: Do not use this option for long distance calls
5.2.5.2 Dial "98" for long distance calls
5.2.5.3 Dial "94" Defense Switched Network (DSN) calls
5.2.5.4 On-base calls
5.2.6 Custodial Services. The Government will provide custodial services limited to the extent provided in the Base Custodial Contract(s) for the Government provided facilities.
5.2.7 Refuse Collection. The Government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract(s) for the Government provided facilities.
The Government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use Government dumpsters to dispose of construction debris.
