About this file

This is a Brand Name Justification memorandum from the Department of the Air Force, Headquarters Air Force Sustainment Center (AFMC) at Tinker Air Force Base, Oklahoma, dated 12 June 2026.

The 76th Propulsion Maintenance Group (PMXG) is requesting authorization to purchase Serfilco Pumps as insurance stock items for use in the plating area of facility 3001. The pumps are required due to their specific compatibility with chemicals used in the plating processes and their design to work with current plating tank configurations while meeting all necessary flow, pressure, and connection type requirements. The pumps will be maintained as insurance stock to ensure seamless transition and continued operations of plating tanks for PMXG and subsequent warfighter support. Market research was conducted using the Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases, searching under NAICS Code 333914 and PSC 4320 for small businesses capable of providing Serfilco Pumps, including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Businesses. An RFI was issued to two internet search vendors resulting in two responses, and a Rough Order of Magnitude (ROM) was obtained from the customer. The Program Manager confirmed that Serfilco distributors exist for their products. Based on research showing multiple sources available to fulfill the acquisition, the contracting officer determined that specific brand name procurement is required in accordance with RFO 12.102(a).
