SUBJECT: Brand Name Justification for P23-008 Twin/Dual Column Electric Column Lift (ECL) Workstation

1. 76 PMXG engineering request the purchase of the following item (s):

One (1) Twin Column ECL Workstation: Job No.12994 One (1) Twin Column ECL Workstation: Job No. 12994-1

The Twin Column ECL Workstation is needed to support Assembly/Disassembly of Low Pressure Turbine (LPT) and Fan case modules. The specific task calls for the use of a sling and hoist to lift, lower and turn while on build stand. The Twin Column Workstation will allow the operator to adjust the modules in various positions that would otherwise not be possible without these specific units.

2. The Twin Column ECL Workstation is associated with Drawing No. 12994 and 12994-1 that is being utilized in F117 front shop. These units are also related to Original Equipment Manufacturer Unidex Manipulator ECL Workstations. The units end tooling will support Pratt & Whitney Fixtures to meet current maintenance requirements. Due to the uniqueness of the fixtures, other Twin Column ECL manufacturers will not be compatible and offer supportability with Pratt & Whitney fixtures and maintenance requirements for F117 front shops. Should a different brand be procured, it will cost approximately $100,000 for modifying end tooling to be compatible and $22,000 for one week training for ten technicians on new equipment. Unidex columns are unique as they support Pratt & Whitney fixturing that must be installed on the column end tooling for specific F117/F135 partnership engine modules. Operators are already qualified on the unit and will be able to operate the workstation per maintenance needs. There is also support available through MXSG for assistance should mechanics require any maintenance or repair, saving the Government $122,000 on tooling modification and training. Also, purchasing the Unidex Brand, will allow Pratt-Whitney fixtures to be interchangeable with the other Unidex columns located in the F117 front shop.

3. Due to the criteria listed above, it is respectfully requested that Unidex Brand Name equipment is procured to meet all the requirements of the76 PMXG shop and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (332312) looking for companies that could provide a Twin/Dual Column ECL Workstation. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, General Services Administration (GSA) RFQ 1593822 and Women Owned Small Business was conducted in search of a company that could provide a Twin/Dual Column ECL Workstation.
