Question and Answer FA813221Q0012

1. a.1 – shows 3,6000 lbs – I assume it’s 3,600 and not 36000?

SOW updated with correct amount 36,000 lbs on paragraph 3.1

2. Is the full lot of material to be delivered at once or spread out across a specific duration?

The estimates are for the life of the five year agreement. Quantities will be ordered via BPA Calls (delivery orders) with specific amounts of media. Once an order is placed the Contractor shall deliver in full within 30 days of award of order.

3. Do we have a projected delivery schedule?

Orders for delivery of media are expected to happen once per month with urgent request as needed to cover unexpected requirement.

4. How are we to estimate shipping pricing?

Individual orders will be placed FOB Destination. Shipping prices can be confirmed and built into unit prices of media at time of order. The delivery locations will consist of different buildings located on Tinker AFB.

5. Is Shipping pricing FOB or to be included in per pound price? See Question #3 – without a delivery schedule/idea of when they will order, we have no way to calculate shipping costs.

See answer to question 4.

6. They request different sizes such as ALOX in drums and Glass in 50lb bags. That’s fine but they come from different facilities so how do we plan on shipping 2 trucks of various materials AND price that out ahead of time?

See answer to question 4.

7. The Solicitation states that one or more contracts will be awarded. Will these awards be for all media types or will the USAF possibly make separate awards just certain media types to different companies where it's in the USAF best interest?

Offerors shall quote for the media types listed that they are able to provide. The Government reserves the right to make BPA awards to vendors based on the prices of those media types, regardless of the numbers of media types quoted, based on the best interest of the Government. Awards will not be on an "All or None" basis.

8. Is there any way that you can give us an estimated total pounds per size?

See attached "Typical 1-Year Request Cycle"

9. The total quantity listed is an estimated total for 5 years. Is that right, or is it for a 1-year total?

Yes, quantities listed are total maximum estimated orders over 5 years.

10. When the statement of work states 50# container, Does it matter if it is a 50# box or plastic pail?

Type of container does not matter as long as it will keep the media sealed and the pounds are the same.

11. It says you would expect monthly shipments, so that we would ship 1/12 of the total quantity to Tinker AFB every month?

See answer to question 2. Some individual orders may require monthly deliveries for a set period.

12. Price List Aluminum Oxide -Does the using activity desire a blend of #24 to #60 grit?

If not, please define each size grit and quantity of each desired. Contractor A inventory includes #24, #30, #36, #46, #54, and, #60. Within this range is a price point, therefore requiring an estimated quantity for quoting.

Blends are not permitted. Individuals orders will cite exact amount of grit (ie: 2000lbs of #60 grit, 2000lbs of #150 grit).

13. Solicitation #8- There is a difference in cost to Contractor A between GPC and WAWF.

The desirable form of payment is WAWF. GPC payment can cost the contractor up to .02%, the Contractor ends up on the wrong side and it costs the government in quoted prices.

Acceptance of GPC payment is optional. The inclusion of the Third Party Payments clause permits its use, if contractor accepts.

14. Solicitation, footnote page #3 -Delivery price option of destination is troublesome. If the contractor was aware of monthly shipping quantities, it would be possible to estimate freight charges for the various requirements to the advantage of both contractor and government. Destination delivery does not advantage either. The following example illustrates this point. In the current market trucking costs, 2000# costs $486.60 (.24 per lb.) to Tinker AFB, while 20,000# costs $3100 (.15 per lb.). The General Services Administration (GSA) changed their FOB Destination to FOB Origin for it is more economical and advantageous to the Government. Tinker AFB should also consider this money saving option.

BPAs are not orders for supplies. Individual orders will be issued to BPA holders, citing FOB Destination pricing. Freight charges will be calculated and included in unit prices at time of ordering.

15. Must we quote on all the items or can we only quote on certain items?

Offerors can quote as many items as they can responsibly supply.

16. I am assuming you will have 2 sources for each product? So if we win a bid we are really looking at 1/2 the annual quantity.

Per Addendum to FAR 52.212-2, the Government will award as few as two or as many as five BPAs resulting from this CSS. Individual orders will be funded and competed among those BPA holders. It is understood that no single offeror can supply all media needs, hence the multiple award strategy to meet all or most of the needs of the Government.

There is no guarantee of order quantities for any BPA arising from this CSS.

17. Please confirm will you be taking regular monthly shipments? Or will you order larger quantities every three months for example?

See answer to question 3.

18. On page 5 of 7 on the SOW for Blast media BPA A20-073 in line 3.4 Container size, c.

76 CMXG ..usage…line (3) says 20/40 grit Type V and (4) 20/30 grit Type VIII.

is it possible that is a misprint and it should say (3) 20/30 grit Type V…. and (4) 20/40 Type VII…..?

Cited grit correct.

19. Is the deadline fore the quote a solid end fo the workday March 17?

The deadline is getting extended to 3/24/2021 12:00 PM CST.

20. Can you please at least advise when this new contract will start?

Estimated start of award 1 May 2021.

21. In the latest revision of the SOW, in section 3.1 Item Description, b. Plastic media lists (3) 20/30 grit Type V and (4) 20/40 grit Type VIII. But in 3.4, c. 76 CMXG for the container size listings, (3) says 20/40 grit Type V Plastic and (4) says 20/30 grit Type VIII Plastic. The grit sizes do not match. Please advise which one is correct.

The 20/30 Type V and 20/40 Type VIII is cited correctly throughout the SOW.

22. This update includes the file “Typical 1-year request cycle”. All of the aluminum oxide on this sheet, except 500 grit, says (white). 500 grit says (brown). Nowhere else in the documentation is white aluminum oxide specified that we can see. White aluminum oxide is much more expensive than brown. Please confirm which of the aluminum oxide requirements are brown, and which ones are white.

Color doesn’t matter as long as they adhere to the specifications in the SOW.

23. The aluminum oxide has size ranges specified in the SOW. The range 24 to 60 grit is of some concern, but the 180 to 320 grit range is very concerning. This range includes 180, 220, 240, 280 and 320 grits, and there is a very sizeable cost difference between the larger grits in this range, and the finer grits. It would be in the government’s best interest to ask for pricing per each grit size to receive the best value. Otherwise, vendors will have to skew their pricing to the higher end of the price range. As an FYI, the range 24 to 60 includes grit sizes 24, 36, 46, 54, and 60. Since a specific grit size will be asked for at time of order, will Tinker consider asking vendors to quote each individual grit size as well?

SOW has been revised to show updated grit sizes for Aluminum Oxide Media in paragraph 3.1 and 3.4 See attached revised SOW.
