Statement of Work Summary: Mass Spectrometer Coupled Thermogravimetric Analyzer (TGA-MS) System

This Statement of Work (SOW) defines the requirements for the purchase, delivery, installation, performance verification, calibration, and training for one Mass Spectrometer Coupled Thermogravimetric Analyzer (TGA-MS) system to be delivered to Building 9001, Post E-13 at Tinker Air Force Base, Oklahoma. The contractor must deliver the system within five business days prior to installation and is responsible for all delivery logistics, offloading, rigging, and placement. The contractor shall provide final connections for power, water, and compressed air in accordance with facility standards and must verify installation completion to government specifications and OEM requirements before departure.

The TGA-MS system must meet specific technical requirements including a Netzsch TGA 309 Libra Thermo Micro Balance or equal with mass spectrometer capabilities, operating temperature range from 30°C to 1000°C minimum, adjustable heating rates as low as 1°C/min with maximum rates of at least 30°C/min, weight change detection sensitivity of 0.1 μg with 100 mg sample capacity, quadrupole mass spectrometer with 1-300 amu mass range, two independent gas inlet ports with programmable flow control, temperature accuracy of ±2°C or ±0.2%, and oil-less vacuum pump. The system must include a stainless steel transfer line heatable to 350°C with fused silica capillary coupling, be compatible with auto-sampler accessories, and possess no cloud-based data storage or wireless communication capabilities. The contractor shall provide a standalone Windows 11 64-bit computer with 16 GB RAM, 128 GB SSD, Ethernet connectivity, and peripherals including keyboard, mouse, and 16-inch minimum monitor. Software must include integrated data acquisition capabilities for simultaneous TGA and MS data collection, basic analysis tools with derivative weight loss calculations, comprehensive post-processing capabilities for mass loss analysis and thermogravimetry point calculation, multi-curve overlay functionality, and integration tools for quantitative analysis of thermal events. All hardware and software must be manufactured by US-domiciled companies or US-allied nations, be Trade Agreements Act compliant, and pass Cyber Security Infrastructure Planning System (CIPS) approval by 76th MXSG. The system includes one-year comprehensive warranty covering parts and labor. The contractor shall provide commercial calibration meeting ISO 17025 requirements with calibration certificate of traceability, performance verification demonstrating compliance with OEM specifications and SOW requirements, on-site training for minimum two laboratory personnel for one day (eight hours), and all work must be completed Monday through Friday, 0800-1600 hours, excluding federal holidays and base closures. Environmental compliance, hazardous waste management, safety protocols, foreign object damage prevention training, and various on-base administrative requirements are mandated throughout performance.
