SCOPE
1.1 Scope
This requirement is to furnish Interface Test Adapter (ITA) design and manufacture, Support Equipment (SE) design and manufacture, Circuit Card Assembly (CCA) design and manufacture, Personality Module Assembly (PMA) design and manufacture, test procedures and operation and maintenance manual documentation, updated technical data packages (TDPs), provisioning data, and monthly status reports as required to support Government Test Program Set (TPS) development. Specific requirements will be identified on a Delivery Order (DO) basis. A process for awarding DOs under this contract will be developed in accordance with (IAW) FAR 16.505.
1.2 Background
The Software Maintenance Groups at Oklahoma City Air Logistics Complex (OC-ALC), Ogden Air Logistics Complex (OO-ALC), and Warner Robins Air Logistics Complex (WR-ALC) are responsible for the development of hardware and software components of TPSs used for repair of electronics in Shop Replaceable Units (SRUs) and Line Replaceable Units (LRUs). An SRU is an item that is designated to be removed or replaced from a higher level assembly in the shop (intermediate or depot maintenance activity) and is to be tested as a separate entity. An LRU is a unit designated to be removed upon failure from a larger entity (equipment, system) in the operational environment. LRUs are usually comprised of multiple SRUs. LRUs and SRUs are also referred to as a Unit Under Test (UUT). ITAs, CCAs, PMAs, and SE are individually designed and fabricated to connect the SRU or LRU to the test equipment to aid in the development of a TPS. These TPSs are used with Automatic Test Systems (ATS) to accurately and efficiently detect and diagnose electronic component failures.
This effort provides the Government with the critical engineering designs, documentation and equipment needed to develop TPSs.
SECTION 2 APPLICABLE DOCUMENTS
The following documents are applicable to this SOW and attached appendices to the extent specified herein. Copies of specifications, standards and handbooks listed below are available from ASSIST website – quicksearch.dla.mil, e-publishing.af.mil/ and commercial sources unless otherwise noted.

SECTION 3 REQUIREMENTS
1.3 General Requirements
Place of Performance and Hours of Operation
The Contractor shall perform all design and manufacturing activities at Contractor facilities. Meetings, as requested by the Contractor, acceptance test activities when required by the DO and/or Contractor visits to obtain UUT measurements (when UUT cannot be provided to Contractor) shall take place on-site at Government installations. Government installations will include Tinker Air Force Base (AFB), Oklahoma; Hill AFB, Utah; Warner-Robins AFB, Georgia. Site visits to these locations will be addressed in individual DOs.
The Contractor shall perform work on Government installations during duty hours specified in the individual DO. The Government will consider deliveries, data and other correspondence received after the end of duty hours to be received on the following day for schedule purposes.
Post Award Conference and Ordering The Contractor shall attend a Post-Award Conference (PAC). The PAC will be held at Tinker AFB on a date to be determined after contract award. The purpose of this conference will be to review all contract documentation to assure precise understanding of all contract requirements and to review detailed plans on Contractor implementation. The Contractor shall be prepared to discuss the following:
· Contract Data Requirements List (CDRL) requirements
· Data Item Descriptions (DIDs)
· Specifications, standards and tailoring
· Data review requirements and schedules
· Data delivery requirements and schedules
· Drafting practices and data formats
· Numbering system for drawings
· Data rights marking procedures and policies
· Subcontractor roles
· Configuration management system
· Identification of contract end items and data trees
· Release and control of data and quality processes
· Government Directed Changes
· Government provided part numbers
· Government CAGE code on drawings
· Shipping
The Government has the right to waive discussion of one or more of these subjects at the PAC.
1.3.1.1 In order to streamline the DO award process, the Government has the option of providing a minimal amount of Government Furnished Information (GFI) in a Delivery Order. The minimum GFI that will be provided for each requirement prior to DO award is detailed in Appendix A. The GFI detailed in the Specific Requirements paragraphs will be provided within three days of DO award.
1.3.1.2 The Contract shall deliver to the Contract Monitor: a report detailing any concerns about the Government’s design requirements and a project schedule. The requirements for the report will be specified per DO. (CDRL A001). The Contractor shall baseline the schedule after Government review and approval is received.
Monthly Status Report, Meetings, Minutes and Presentation Material
The Contractor shall prepare and deliver Monthly Status Reports to the CM. The Contractor shall resubmit any reports that are not submitted correctly. The Monthly Status Report requirements will be specified per DO (CDRL A002).
The Contractor shall provide, in writing, the results of all in process reviews and conferences with the Government (CDRL A003).
The Contractor shall provide the material presented at all in process reviews and conferences with the Government (CDRL A004).
The Contractor or Government may request informal, unscheduled meetings, briefings, conferences, reviews or Technical Interchange Meetings (TIM).
UUT Information Specific information regarding UUTs will be specified in each DO. The Government will provide access to actual UUTs for mechanical design and form/fit at Government facilities or will provide the UUTs to the Contractor as Government Furnished Property (GFP). The availability of UUTs will be addressed in each DO. When available, the Government will loan the Contractors UUTs or other Government property to assist in the development of manufacturing activities for this contract.
Government Escort Assistance
The Government will provide personnel to escort on-site Contractor activities detailed in the individual DOs. Contractor security clearance requirements will be provided in the individual DOs.
Deliverables:
The Contractor shall deliver the data and items as outlined in each DO.
Contractor Personnel
The Contractor shall provide the name of the Point of Contact (POC) for each Government Installation to include Tinker AFB, Hill AFB and Warner-Robins AFB and any alternate(s) who shall represent the Contractor when the POC is absent. These individuals shall be designated in writing to the Contracting Officer (CO) within two (2) days after contract award. The Contractor POC shall provide any required updated of this personnel listing within (2) days of replacement of personnel.
Contract Monitor The Government will assign a Contract Monitor(s) (CM) at each installation. The CM(s) will have duties that include approving acceptance reports and procedures, inspecting and verifying hardware for acceptance and notifying the Contractor of any issues found during inspection and verification of technical data, manuals, reports, procedures and hardware.
Government Directed Changes
The Contractor shall incorporate a range of Government-directed design changes into a TDP prior to acceptance. The Government will provide these changes to the contractor through an updated copy of the GFI provided at the DO award. The Contractor shall have until the next milestone review or seven days to incorporate the changes into the TDP, whichever is greater. The Government will specify the potential ranges that it expects to need per DO. The ranges are as follows:
· 50-250 Changes
· 250-500 Changes
· 500-750 Changes
· 750-1000 Changes
The design changes will be of two different types, electrical changes and mechanical changes. An electrical change consists of modifications to any of the parameters of a specific electrical connection and/or component in the GFI. Any changes made to the GFI shall also be made to the schematics, wire lists and wiring diagrams. Examples of these changes include: change of wire type, change of termination and change of shield location. A mechanical change consists of any modification to any mechanical drawings across any number of pages. Examples of mechanical changes include: addition of components, replacement or customization of a component, change of quantity and change of reference designator. Any changes made to the mechanical drawings shall also be made to any other affected documentation.
Warranty
All deliverables by the Contractor shall be covered by a standard commercial warranty.
Data Rights The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership / copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the Contracting Officer. All materials supplied to the Government will be the sole property of the Government and may not be used for any other purpose. If required by JEDMICS, the Contractor shall create and sign a release letter stating that the Contractor relinquishes all rights to the data developed under this SOW. This right does not obligate any other Government rights.
Certification The Contractor shall be certified to either ISO 9001:2008 or AS9100C. The Contractor shall maintain this certification throughout the life of the contract.
1.4 Specific Requirements:
For the specific requirements below, the Government will provide at a minimum, the information listed in Appendix A prior to DO award.
Interface Test Adapter
ITAs provide electrical and mechanical compatibility between the UUT and the ATS. In addition to the ITA delivery information, each DO will provide all or in part, the GFI given in Appendix A.
1.4.1.1 Interface Test Adapter Marking and Labeling
The Contractor shall mark and label ITAs in accordance with MIL-STD-130N. The marking and labeling requirements will be detailed in each DO.
1.4.1.2 Interface Test Adapter Design
1.4.1.2.1 The Contractor shall develop, from GFI and Contractor measurements, a TDP for ITAs. The ITA will be based on the individual DO but may include interface devices, extender cards, holding fixtures, cables, shorting plates, card guides and active circuitry.
1.4.1.2.2 The Contractor shall plan and conduct a Preliminary Design Review (PDR) for each ITA design. The PDR shall be a formal technical review of the basic design approach. The Contractor shall present the following in the context of the TDP (CDRL A005):
· Preliminary design synthesis
· Schematic or wiring diagram
· Preliminary assembly drawings
· Preliminary lists of materials, parts and processes.
The Government will evaluate the TDP to determine whether the preliminary design provides the capability of satisfying the performance characteristics of the ITA. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the PDR, the Government will notify the Contractor of:
· Approval – to indicate the review was satisfactory
· Contingent Approval – to indicate the review is not considered accomplished until the corrections of resultant action items.
· Disapproval – to indicate the review was seriously inadequate.
The Contractor shall only proceed with work after receipt of Approval or Contingent Approval.
1.4.1.2.3 The Contractor shall plan and conduct a Critical Design Review (CDR) for each ITA design. The CDR shall be a formal technical review of the detailed design approach. The Contractor shall present the following in the context of the TDP (CDRL A005):
· Detail engineering drawings
· Adequacy of the detailed design in the following areas:
· Electrical design
· Mechanical design
· Electrical and mechanical interface compatibility
· Producibility and manufacturing
The Government will evaluate the TDP to determine whether the detailed design provides the capability of satisfying the performance characteristics of the ITA. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the CDR, the Government will notify the Contractor of:
· Approval – to indicate the review was satisfactory
· Contingent Approval – to indicate the review is not considered accomplished until the corrections of resultant action items.
· Disapproval – to indicate the review was seriously inadequate.
The Contractor shall only proceed with work after receipt of Approval or Contingent Approval.
1.4.1.3 Interface Test Adapter Manufacture
1.4.1.3.1 The Contractor shall perform prototype activities to build and deliver a full scale working model ITA prototype. The Contractor shall build from the Government provided TDP, a number of full scale working model prototypes of ITAs. The number of prototypes will be defined in each DO.
1.4.1.3.2 The Contractor shall provide supervision, personnel, equipment, tools, materials, transportation, and other items as necessary to prototype and deliver ITAs that will meet the requirements based on the DO submitted.
1.4.1.3.3 The Contractor shall ensure all ITAs built meet the technical design documentation according to the Government provided TDP. The Contractor shall deliver the completed ITA along with an “as-built” copy of the TDP (CDRL A005).
1.4.1.4 Interface Test Adapter Acceptance
1.4.1.4.1 The Contractor shall deliver an Acceptance Test Procedure (ATP) for all ITA deliverables (CDRL A006). The CM will approve the ATP before use by the Contractor.
1.4.1.4.2 The Contractor shall conduct an Acceptance Test (AT) IAW the approved ATP. The Government reserves the right to witness any Acceptance Test.
1.4.1.4.3 The Contractor shall deliver an Acceptance Test Report (ATR) for all ITA deliverables (CDRL A007).
1.4.1.4.4 The CM will perform the following incoming inspection activities within forty-five (45) days of ITA delivery. The Government will review the ATR for compliance. The CM will check and verify the ITA hardware against the “as-built” copy of the TDP. The CM will check and verify the ITA hardware for form/fit with the UUT. The CM will check and verify the ITA hardware for form/fit with the ATS. The CM will check and verify the ITA hardware against the specifications in the DO. Products shall be 100% defect free and meet stated tolerances of the TDP, specifications, ATP and this document. The CM will notify the Contractor of any fabrication issues discovered during the above activities. The Contractor shall have fourteen (14) days to correct these issues at no additional cost to the Government, once notified by the CM and the ITA is received by the Contractor. The Government will review corrections within seven days of receipt. The Government will not accept ITAs unless the above acceptance criteria are met.
Support Equipment
The Contractor shall deliver SE as detailed in individual DOs. SE is defined as all equipment (mobile or fixed) required to support the operation and maintenance of a test system.
1.4.1.5 Support Equipment Marking and Labeling
The Contractor shall mark and label Support Equipment in accordance with MIL-STD-130N. The marking and labeling specifications will be detailed in each DO.
1.4.1.6 Support Equipment Design
1.4.1.6.1 The Contractor shall develop a design that meets the technical requirements of the GFI for each piece of Support Equipment as defined in the DO. The contractor shall use Commercial Off-The-Shelf (COTS) equipment when available.
1.4.1.6.2 The Contractor shall plan and conduct a PDR for each SE design. The PDR shall be a formal technical review of the basic design approach. The Contractor shall present the following in the context of the TDP (CDRL A005):
· Preliminary design synthesis
· Preliminary assembly drawings
· Preliminary lists of materials, parts and processes The Government will evaluate the TDP to determine whether the preliminary design provides the capability of satisfying the perform characteristics of the SE. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the PDR, the Government will notify the Contractor of:
· Approval – to indicate the review was satisfactory

· Disapproval – to indicate the review was seriously inadequate.

1.4.1.6.4
1.4.1.7 Support Equipment Manufacture
1.4.1.7.1 The Contractor shall perform prototype activities to build and deliver a full scale working model support equipment prototype. The Contractor shall build from the Government approved SE design, a number of full scale working model prototypes of support equipment. The number and complexity of prototypes will be defined in each DO.
1.4.1.7.2 The Contractor shall provide supervision, personnel, equipment, tools, materials, transportation, and other items as necessary to prototype and deliver SE that will meet the requirements based on the DO submitted and the comments given by the Government at PDR and CDR.
1.4.1.7.3 The Contractor shall ensure all SE built meet the SE design documentation according to the SE design package developed. The Contractor shall deliver the completed SE along with an “as-built” copy of the TDP (CDRL A003).
1.4.1.8 Support Equipment Acceptance
1.4.1.8.1 The Contractor shall deliver an Acceptance Test Procedure (ATP) for all Support Equipment deliverables (CDRL A006). The ATP must be approved by the Government prior to use.
1.4.1.8.2 The Contractor shall conduct a Support Equipment Acceptance Test (AT) IAW with the Government approved ATP. The Government reserves the right to witness any Acceptance Test.
1.4.1.8.3 The Contractor shall deliver an Acceptance Test Report (ATR) for all Support Equipment deliverables (CDRL A007).

Circuit Card Assembly
The Contractor shall deliver CCAs as detailed in individual DOs. CCAs consist of printed wiring boards, mating connectors, components, and any other wiring connections necessary to test a UUT. CCAs provide an electrical contact between the UUT and the ATS or SE.
1.4.1.9 Circuit Card Assembly Marking and Labeling
The Contractor shall mark and label CCAs in accordance with MIL-STD-130N. The marking and labeling specifications will be detailed in each DO.
1.4.1.10 Circuit Card Assembly Design
1.4.1.10.1 The Contractor shall develop from GFI and Contractor measurements, a detailed TDP for a CCA design based on the individual DO.
1.4.1.10.2 The Contractor shall plan and conduct a PDR for each CCA design. The PDR shall be a formal technical review of the basic design approach. The Contractor shall present the following in the context of the TDP. (CDRL A005):
· Preliminary design synthesis
· Preliminary assembly drawings
· Preliminary lists of materials, parts and processes.
The Government will evaluate the TDP to determine whether the preliminary design provides the capability of satisfying the performance characteristics of the CCA. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the PDR, the Government will notify the contractor of:
· Approval – to indicate the review was satisfactory
· Contingent Approval – to indicate the review is not considered accomplished until the corrections of resultant action items.
· Disapproval – to indicate the review was seriously inadequate.
The Contractor shall only proceed with work after receipt of Approval or Contingent Approval.
1.4.1.10.3 3.2.3.2.3 The Contractor shall plan and conduct a CDR for each CCA design. The CDR shall be a formal technical review of the detailed design approach. The Contractor shall present the following in the context of the TDP (CDRL A005):
· Detail engineering drawings
· Adequacy of the detailed design in the following areas:
· Electrical design
· Mechanical design
· Electrical and mechanical interface compatibility
· Producibility and manufacturing

1.4.1.11 Circuit Card Assembly Manufacture
1.4.1.11.1 The Contractor shall perform prototype activities to build and deliver a full scale working model CCA prototype. The Contractor shall build from a Government approved TDP, a number of full scale working model prototypes of circuit card assembly. The number and complexity of prototypes will be defined in each DO.
1.4.1.11.2 The Contractor shall provide supervision, personnel, equipment, tools, materials, transportation, and other items as necessary to prototype and deliver circuit card assembly/assemblies that will meet the requirements based on the DO submitted.
1.4.1.11.3 The Contractor shall ensure all circuit card assemblies built meet the technical design documentation according to the Government approved TDP developed. The Contractor shall deliver the completed CCA along with an “as-built” copy of the TDP (CDRL A005). The Government will review the TDP for compliance with the standards and specifications listed in the DO and the comments given by the Government at PDR and CDR prior to CCA Acceptance.
1.4.1.12 Circuit Card Assembly Acceptance
1.4.1.12.1 The Contractor shall deliver an Acceptance Test Procedure (ATP) for all CCA deliverables (CDRL A006). The ATP must be approved by the Government prior to use.
1.4.1.12.2 The Contractor shall conduct an Acceptance Test (AT) IAW the Government approved ATP. The Government reserves the right to witness any Acceptance Test.
1.4.1.12.3 The Contractor shall deliver an Acceptance Test Report (ATR) for all CCA deliverables (CDRL A007).
1.4.1.12.4 The CM will perform the following incoming inspection activities within forty-five (45) days of CCA delivery. The Government will review the ATR for compliance. The CM will check and verify the CCA hardware against the “as-built” copy of the Government approved TDP. The CM will check and verify the CCA hardware for form/fit. The CM will check and verify the CCA hardware against the specifications in the DO and the comments given by the Government at PDR and CDR. Products shall be 100% defect free and meet stated tolerances of the Government approved TDP and specifications. The CM will notify the Contractor of any fabrication issues discovered during the above activities. The Contractor shall have fourteen (14) days to correct these issues at no additional cost to the government, once notified by the CM and the CCA is received by the Contractor. The Government will not accept CCAs unless the above acceptance criteria are met.
Personality Module Assembly
PMAs are defined as provide electronic, electrical and mechanical compatibility between the UUT and the ITA. In addition to the PMA delivery information, each DO will provide the information given in Appendix A.
1.4.1.13 Personality Module Assembly Marking and Labeling
The Contractor shall mark and label PMAs in accordance with MIL-STD-130N. The marking and labeling specifications will be detailed in each DO.
1.4.1.14 Personality Module Assembly Design
1.4.1.14.1 The Contractor shall develop, from GFI and Contractor measurements, a TDP for PMAs. The PMA will be based on the individual DO but may include interface devices, extender cards, holding fixtures, cables, shorting plates, etc.
1.4.1.14.2 The Contractor shall plan and conduct a PDR for each PMA design. The PDR shall be a formal technical review of the basic design approach. The Contractor shall present the following in the context of the TDP (CDRL A005):
· Preliminary design synthesis
· Preliminary assembly drawings
· Preliminary lists of materials, parts and processes.

Data/Other The Contractor shall develop and deliver the following types of data described below. These requirements address data needed by the Government in order to successfully create a Test Program (TP).
1.4.1.17 Test Procedures and Operation and Maintenance Manual Generation
1.4.1.17.1 The Contractor shall develop and deliver new Test Procedures Manual (TPM) Technical Orders (TO) for TPs provided by the Government (CDRL A008). The Government will review the TPM for compliance with the standards and specifications listed in the DO prior to Acceptance.
1.4.1.17.2 The Contractor shall provide change pages to the TPM TO for TPs provided by the Government (CDRL A008). The Government will review the TPM for compliance with the standards and specifications listed in the DO prior to Acceptance.
1.4.1.17.3 The Contractor shall develop and deliver new ITA Operation and Maintenance TOs with Illustrate Parts Breakdown (IPB) for the hardware provided by the Government (CDRL A008). The Government will review the technical manuals for compliance prior to acceptance.
1.4.1.18 Updated Technical Data Package
The Contractor shall provide, from a baseline TDP and engineering changes (provided by the Government), an updated TDP which incorporates the engineering changes (CDRL A005) The Government will review the TDP for compliance with the specifications and standards listed in the DO prior to acceptance.
1.4.1.19 Provisioning
The Contractor shall provide hardware provisioning data and participate in the provisioning process for ITAs, SE, CCAs or PMAs, depending on the item being ordered. The Contractor shall participate in accordance with the CDRLs and the Initial Provisioning Performance Specification (IPPS). The Government will review the document for compliance with the specifications and standards listed in the DO prior to acceptance.
The Government will define the level of provisioning in the DO.
The Government will specify the IPPS in the DO.
1.4.1.19.1 Provisioning Technical Documentation
The Contractor shall submit Provisioning Technical Documentation (PTD) in a format compatible with the Air Force Materiel Command (AFMC) Automated Provisioning System (D220) and GEIA-STD-0007. Schedule for submitting the PTD shall be in accordance with the CDRLs (CDRL A009). The Government will review the document for compliance with the specifications and standards listed in the DO prior to acceptance.
1.4.1.19.2 Engineering Data for Provisioning
1.4.1.19.2.1 The Contractor shall develop and deliver Engineering Data for Provisioning (EDFP). Schedule and requirements for submitting the EEDFP shall be in accordance with the CDRL for EDFP (CDRL A00A). The Government will review the document for compliance with the specifications and standards listed in the DO prior to acceptance. The Order of Precedence shall be in accordance with the IPPS.
1.4.1.19.2.2 The Contractor shall plan for the delivery of product EEDFP documentation to define the items identified. EDFP shall enable the Government to uniquely identify each first appearance item shown from other comparable items in the Government supply inventory (the Defense Logistics Information System, Total Item Record). The Contractor shall satisfy EDFP requirements first with product drawings TDP documents. When EDFP requires identification of items which are not included in the product TDP, the Contractor shall plan for the delivery of vendor, commercial item documentation. For example, when the requirements for the engineering TDP are satisfied by a vendor item control drawing (e.g., for a fan), definition of the parts comprising the item (fan), a commercial drawing, catalog data, or technical manual with picture and parts list shall be provided. The Government will review the document for completeness, accuracy and compliance with the specifications and standards listed in the DO prior to acceptance.
1.4.1.20 Support Equipment Recommendation Data
The Contractor shall document and submit Support Equipment Recommendation Data (SERD) for all SE/Standard/Modified/Hand too lists and Test Measurement and Diagnostic Equipment (TMDE) includes Peculiar Support Equipment (PSE) and Common Support Equipment (CDE), that are required for Government operation and sustainment. The Contractor shall consider life cycle cost when selecting SE. SERD/Standard/Modified/hand tool lists shall be submitted in a form and schedule as required in accordance with the CDRL (CDRL A00B).
Government Furnished Property (GFP).
When applicable to a Delivery Order, the Government will provide GFP without cost to the Contractor. The Government will identify the GFP in an Attachment with an assigned number (#) in accordance with DFARS PGI 245.103-72, GFP Attachments.
1.4.1.21 Delivery Order Instructions
To be identified in each applicable Delivery Order.
1.4.1.22 GFP Transportation Instructions.
During contract performance, completion, or termination.
1.4.1.22.1 Shipment to Contractor
The Government will package and ship the GFP to the Contractor, Free-On-Board (FOB) Desination (Government’s expense).
Within eight (8) work hours of GFP receipt, the Contractor shall furnish a copy of the receipt documentation to the Government CM.
1.4.1.22.2 Return Shipment to Government.
The Contractor shall package and ship the GFP to the Government, FOB Destination (Contractor’s expense).
Within eight (8) work hours of GFP shipment, the Contractor shall provide the shipment date and tracking information to the Government CM.
1.4.1.23 Shared Property of the Government. Not Applicable.
1.4.1.24 Government Furnished Services (GFS).
Government Furnished Services are applicable during the performance of this contract. The Government will furnish the following services:
3.2.6.4.1 Security Forces. The Government will provide general on-base security forces’ service. The security forces’ telephone numbers are 911 for emergencies, 405-734-2000 for crimes in progress and 405-734-3737 for non-emergency calls.The off-base 911 center receives 911 cell phone calls. Cell phone callers need to advise the 911 off-base center they are on TAFB in order to be connected with the on-base 911 center.
3.2.6.4.2 Fire Emergency and Routine Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the TAFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call 405-734-3981 or 405-734-3982 and 405-734-7964 for after hours and weekends. For routine calls to dispatch call 405-734-7964.
3.2.6.4.3 Utilities. The Government will provide utility services. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.2.6.5. Intangible Government Property.
Intangible Government Property is not covered by FAR Part 45 plus supplements, but is covered by FAR Part 27 and DFARS Part 227 plus supplements.
When applicable and in accordance with Government procedures, the Government will furnish, without cost, Intangible Government Property to the Contractor. All Intangible Government Property shall remain at all times sole property of the U.S. Government. All Intangible Government Property used, input, processed, acquired, modified, developed, and/or generated by the Contractor in support of this contract, in any media, shall remain at all times sole property of the U.S. Government.
The Contractor may not use or disclose any Intangible Government Property for any purpose or in any manner not specifically authorized or required by the contract and this SOW.
The Contractor shall ensure all Intangible Government Property is secured at the close of each workday. The Contractor shall use reasonable care to avoid losing and/or damaging Intangible Government Property. If the Contractor’s failure to use reasonable care causes loss and/or damage to Intangible Government Property, the Contractor shall be liable for the cost to replace the Intangible Government Property, which may be deducted from the contract price.
The Contractor shall use, input, process, maintain, and return all Intangible Government Property in the English language, readable and in a readily retrievable format, which requires no additional software or tools to read and retrieve beyond those already installed on the affected U.S. Government computers.
During contract performance, contract completion, and/or termination, the Contractor shall return all Intangible Government Property to the Government CM. The Contractor shall comply with the applicable contract clauses and this SOW.
3.2.6.6 Contractor Acquired Property (CAP) or Fabrication. Not Applicable.
