MEMORANDUM FOR ALL PROSPECTIVE OFFERORS

SUBJECT: Pre-Solicitation Conference for the Enterprise Interface Test Adapter and Related Test Equipment Program

1. You are invited to a pre-solicitation conference for subject program scheduled at 0830 to 1130 on 17

December 2015 at the Rose State College, Professional Training and Education Center, Seminar Rooms 110 and 111. Specific details of this conference are provided on the attached pre-solicitation conference information sheet.

2. A draft RFP will be posted in FedBizOps no later than 8 December 2015. Questions regarding the draft RFP should be submitted in writing to sadie.kovash@us.af.mil no later than 1500 hours on 14 December 2015. Please include detailed information with your question so that it can be responded to appropriately. For example, if the question or comment is in regards to a portion of the Instructions to Offerors, please indicate which paragraph(s) it concerns. Offerors will be given the opportunity to submit additional questions or comments in writing during the meeting. Any questions or comments submitted orally during the meeting must be followed up in writing. Answers provided orally by the government are not binding. All questions and answers will be posted incrementally to FedBizOps (https://www.fbo.gov). Offeror’s names will not be identified in relation to the questions.

3. The Government team will be available to meet with offerors on a one on one basis from 1300 to

1630 on 17 December 2015 and 0830 to 1200 on 18 December 2015 at Rose State College, Professional Training and Education Center, conference room 142. Each meeting will be limited to 15 minutes and provides an opportunity for offerors to present information regarding business capabilities in relation to the requirement. Questions presented to the Government in these sessions will not be addressed. All questions shall be submitted in writing. Please schedule meetings in accordance with the attached pre-solicitation conference information sheet.

4. Please keep in mind that any element of the requirement or documents provided are subject to change.

5. Responses to the draft RFP and attendance at the pre-solicitation conference are strictly voluntary.

The Government reserves the right to incorporate suggested changes into the solicitation without identifying the submitter or obtaining approval. The draft RFP is not to be construed as any commitment by the Government. It is not the intention of the Government to enter into a contract based on this notice or to otherwise pay for information solicited.
