QUESTIONS & ANSWERS

The purpose of this amendment is as follows:

1) Post received questions with answers as follows:

Questions & Answers FA8126-11-Q-0249

Question - Do you want to incorporate a means of applying overlay plastic in the event the carpet does not stay static while cutting?

No, there was never a plan to use plastic during the cutting process.

In section 1.5.1. For the Carpet system, you call out that the computer shall be provided by Tinker. While this is possible I would highly recommend we find another means of securing the system for the LAN hookup. The computer from any vendor will require motion control and multi function cards to be installed…typically into ISA or PC slots. If Tinker sources this, even having the computer specs in hand, it could make for a variety of failure issues that would not be covered by the vendor. Since all of the vendors you will be selecting from use PC vs PLC, this will be a challenge across the board.

Answer - The software and hardware requirements create several concerns. The computer that is used for the machine will have to have Tinker AFB’s standard desktop operating system installed that includes certain security configurations.

So, even if a vender pre-loads software, Tinker AFB will have to overwrite all data when the Tinker AFB operating system is loaded. This configuration is required on all LAN networked computers. Engineering proposed that Tinker AFB supply the computer so that the computer will be ready to go when the install occurs. Once the contract is awarded, awardee shall send the ISA and PC slot requirements to engineering and the computer will be built to spec by Tinker AFB.

Question - In section 1.2.13., we currently have a variety of software applications that can create master nests from a variety of selectable parts. In order to confirm our ability to comply, I would like to request a sample of the files or patterns that might represent a BOM and instructions on how you would like them handled and categorized. This might actually be highly simplified during the initial pattern digitization process and I would like to discuss this further with you.

FA8126-11-Q-0249

Answer - Unfortunately, we do not have any patterns in AutoCAD form at this time.

BOMs can contain up to 100 part numbers.

Question - 1.5.2 I would recommend training the operators of the system in a group format all at one time to minimize the expense of training. Maintenance could also be done during this process and during the installation of the system.

Typically full training on the system for maintenance, operation, safety, and operational software can be performed in two day and commences as soon as the machine is installed and calibrated. We can account for training anyway you prefer, however I feel that the amount of time built into the spec is largely excessive and will create financial increases that are not needed.

1.5.4. Maintenance training can be separated out, but is typically bundled with all other system training as the operation, maintenance, and troubleshooting all go hand in hand. If at all possible I would recommend combining this training with the operational training referred to in 1.5.2.

Answer - It is agreed that training operators in a group format is acceptable.

However, there are certain aspects of training, such as computer-based training, that shall be accomplished on “one-on-one” basis. The vendor is responsible for providing a training plan as stated in 1.11.1. If the vendor feels that the maintenance training can be doubled up with operator training, then that is acceptable. However, the vendor shall separate maintenance duty training from operator training. Operators shall not be performing maintenance tasks on the

2) All other aspects of this solicitation remain unchanged and in full force and effect.
