About this file
This document is a Brand Name Justification for Sundyne Gear Pump and Gearbox Parts for the Department of the Air Force Sustainment Center at Tinker Air Force Base. The document details the requirement to purchase specific replacement parts for a damaged gearbox used in an OC7695 Augmenter fuel control test stand, which is critical for testing equipment representing significant annual revenue. Sundyne is identified as the original equipment manufacturer (OEM) and the only company capable of providing the precise replacement parts with guaranteed form, fit, and function.
Market research was conducted using Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases, which confirmed that DXP Enterprises is the exclusive local distributor of Sundyne Gear Pump and Gearbox Parts for the South-Central Region of Oklahoma. The justification cites that Sundyne will not share or sell part specifications, and no other company can guarantee direct fitment without risking warranty voiding. The solicitation (FA812525Q0036) requires quotes to be submitted by a specified closing date, with specific instructions for vendors to complete company information, pricing, and technical evaluation criteria.

DEPARTMENT OF THE AIR FORCE
HEADQUARTERS AIR FORCE SUSTAINMENT CENTER (AFMC)
TINKER AIR FORCE BASE OKLAHOMA
TO: AFSC/PZIMA
FROM: OC-ALC/OBCA for 76 CMXG
SUBJECT: Brand Name Justification for C25-005 Sundyne Gear Pump and Gearbox Parts
1. 76 CMXG is requesting utilization of funds for the purchase of a Sundyne Gear Pump and Gearbox Parts.
2. The Sundyne gearbox is a main component of the OC7695 Augmenter fuel control test stand used at Tinker Air Force Base. The gearbox is used to scale up the RPM on a 400 HP motor to the pump for the test stand. The current issue with the test stand is the gearbox damaged itself when the lube pump did not turn on. The government subject matter experts (MXSG team) conducted a Test, Teardown, and Evaluation (TT&E) identifying the necessary replacement parts for the gearbox to be repaired so it functions properly “see attached Item Description.” Sundyne is the original equipment manufacturer (OEM) and the only company that makes the parts and replacement parts. The end items normally tested on OC7695 represent an approximate annual revenue of
A set of replacement parts are required to repair the damaged gearbox
3. The proposed brand (Sundyne) is the original manufacture of the gearbox and its components.
The replacement parts for the gearbox must provide form, fit, and function as the original parts to be used in this application to ensure the equipment can be returned to use with the precise specifications as designed. Parts such as the seals, shaft, and bushing must integrate with the existing gearbox with no modifications for installation required. Parts are specific to the model and serial number of the gearbox. The seals are designed internally by Sundyne and tested. Shaft and bushing must meet exact physical dimensions as original. The gearbox must provide the same design characteristics as the original so no changes to the equipment are required.
Given all the information stated above, there is no other company that can guarantee direct fitment of this part with no risk of voiding warranties. The program manager reached out to the OEM (Sundyne) on 24 April 2025 via phone and they also stated that there is no substitute for this part, and they will not share or sell the specifications.
