About this file
This is a Questions and Answers document dated February 20, 2025, for solicitation FA812524Q0031 regarding Bomb Bay Stands. The document addresses four technical questions from potential contractors about the manufacturing requirements.
The Q&A clarifies that: 1) The bumper material part number 3VUV8 is correct and available through Grainger though no longer sold by McMaster-Carr, 2) A Certified Weld Inspector (CWI) conducting comprehensive visual inspection is sufficient to meet the NDI process requirement for weldments, rather than requiring dye-penetrant or x-ray inspection, 3) Only the first of five stand sets will need to undergo the full inspection and production test fit process which could take up to 3 months, with the remaining four sets to be evaluated by comparison to the first approved set, and 4) 6G welding certification is not required - welder certifications to D1.1 & D1.2 processes are acceptable to meet the Statement of Work requirements.

QUESTIONS & ANSWERS: BOMB BAY STANDS (FA812524Q0031)
February 20, 2025
Question 1: Per the SOW 2.1 will provide pricing per the associated TDP X202316190 with no OR-Equal components. We are trying to source the bumper material which is indicated as a MMC part with a part number 3VUV8 (sht 9 of 28, BOM item 36) This part number is not recognized by MMC catalog site, can you verify if the part number and source are correct please.
Answer 1: Yes, the part number is correct. See below link for grainger website with the same bumper, the part number is right, I don’t know why mc-master stop selling it.

Question 2: The SOW requires an NDI process for the weldments, but does not specify a process, dye-penetrant, x-ray, etc. all of which are very costly processes and as the government is requiring ALL welds be inspected this would be a very significant cost driver. For this type of inspection we have in the past provided a comprehensive visual inspection by a third-party CWI (Certified Weld Inspector) and provided an independent compliance report of each weldment inspected. Will this procedure meet the government's requirement? or will there be an expectation for something different? If so can we seek clarification of the preferred process.
Answer 2: Getting a CWI for comprehensive visual inspection is sufficient.
Question 3: We understand there will be an initial review of the stand set to ensure it meets the requirements of the SOW/Technical Data package. Once delivered, does the stand set require evaluation to assess the viability of the stand in the production maintenance process? It is noted in the requirement that the evaluation could take up to 3 months, which could prove difficult to meet the desire to have five (5) stand sets delivered within 180 days. For example, if it requires 90 days to procure materials, manufacture, inspect, deliver, & install stand # 1 would the contractor then be on hold to produce the follow on four (4) stands for up to 3 months (90 days)?
Answer 3: Only the first stand set will go through the entire inspect / production test fit process. The other four sets can be evaluated by compared to the spec to the first set, after the first set deems to be passing our evaluation.
Question 4: Welding Certification: The contractor Shall provide 6G welding certification at time of proposal. Please confirm if the 6G welding certification is required and if welder certifications to D1.1 & D1.2 processes meet the intent of the SOW.
Answer 4: 6G welding Certification is not required, and welder certifications to D1.1 & D1.2 processes meet the intent of the SOW.
