I. Contracting Activity.
Department: Air Force Materiel Command (AFMC) Office Symbol: AFSC/PZIMA Address: 3001 Staff Dr., Post 2S76, Tinker AFB, OK 73145 Program/Project: Cytec Frozen Material BPA
II. Nature and/or description of the action being processed.
The purpose of this Class Brand Name Justification (BNJ) is to specify Cytec Material as prescribed by Technical Orders (TO) and other design documents for the use in patching of aircraft radomes. A Class BNJ is appropriate because this will cover multiple contract actions under a BPA. This acquisition will be for a new brand name BPA with an estimated total cost of $5,000,000.00 and an estimated award date of 5 December 2022. This effort will be solicited as a five (5) year ordering period utilizing Federal Acquisition Regulation (FAR) Part 12, Acquisitions of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures for Cytec Frozen Material, adhesives, and Gal Kits in accordance with (IAW) Boeing Material Specification (BMS) 8-169, BMS 8-80, BMS5-17, and TO 16W12-52-3.This effort will be solicited as a Firm Fixed Price (FFP) BPA. This frozen materiel and adhesive are used on multiple aircraft serviced at Tinker Air Force Base (TAFB) and the length of the ordering period will support the Government's need, and it would be the most advantageous to the Government to have multiple agreements to provide competition amongst price as well as providing the Government with options during a supply chain shortage.
III. Description of supplies/services required to meet agency needs.

While the total estimated contract value is , the BPA will be established with a $5M value to allow for unknown inflation that may occur. With economic escalation, workload fluctuation, and supply chain shortages/ delivery issues, it's in the Government's best interest to set the total value at $5M in order to account for changes within the marketplace.
IV. Statutory authority permitting other than full and open competition.
AFFARS 5313.501, 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
This requirement is for the approval of Cytec Frozen Material IAW BMS8-169 and BMS8-80.
The 76 Commodities Maintenance Group (CMXG) Composite Shop utilizes the materials listed on the BMS8-169, BMS8-80, BMS5-17, and TO 16W12-52-3 in patching, repairing, or a complete rebuild of composites radome. Both types of frozen material are resin, impregnated fiberglass clothes used for structural repairs of composite assets across multiple weapon systems, specifically radomes. When a radome is pulled from an aircraft (B-52, B-1, KC-135, or E-3), it undergoes non-destructive inspection to determine any faults in the structure of the radome. The results of this inspection aid in determining if the radome is in need of minor patching, a rebuild of specific areas, or, in some cases, being unrepairable.

Previous contract efforts included a three (3) year supply contract, FA8125-17-C-0007, that was awarded on 27 April 2017, and the most recent one (1) year supply contract, FA8125-21-P-0063, which was awarded on 25 June 2021. The current contract has had supply issues resulting in a three month delay in delivery.
The specific Cytec materials detailed in Section III above are prescribed for use in aircraft radome repairs in TO 1B-52H-3, TO 16W12-52-3, and Drawing 63-11030. Use of Cytec materials for these functions is mandatory and there are no alternative manufacturers detailed or allowed at this time. Use of any materials not in compliance with these TOs and drawings would not meet airworthiness requirements and would ground aircraft.
This is only a limitation of competition by brand name and we will compete to the maximum extent possible for these specific materials.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Initial market research was performed reviewing Dynamic Small Business Search and System of Award Management databases using North American Industry Classification System (NAICS) Code 325520 looking for companies that could provide frozen material required by BMS8-169 and BMS8-80. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted. Sources were sought from previous market research and vendors that quoted on FA8125-17-C-0007 and FA8125-21-P-0063. In review, there are several sources that can provide this commodity. Listed below are the distributors that are currently authorized by Boeing and/or are authorized vendors of Cytec Frozen Material:
1. A.M.S. Network, LLC (FA8125-21-P-0063), Commercial and Government Entity (CAGE): 65S22
2. ADDEV VMS, Inc. (FA8125-17-C-0007), CAGE: 05GC4
3. Pacific Coast Composites, In, Cage: 3A4X2
4. H. M. Royal of California, Inc., Cage: 3F906
5. Proline Performance, LLC, Cage: 7BJV8
The NAICS description, and Federal Supply Class (FSC) falls under Non-Manufacture Rule (NMR) Class Waiver and as such must be awarded to a small business (https://www.federalregister.gov/ articles/2005/02/09/05-2526/small-business-size-standards-waiver-of- thenonmanufacturer-rule).
This requirement will be solicited through a combined synopsis/solicitation (CSS) in http://www.sam.gov as a notice of proposed contract action IAW FAR 5.201. The estimated date of the CSS is 12 August 2022. In addition, there are no other actions or qualifying country sources.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will utilize price competition IAW FAR 13.106-3(a)(1) to ensure the price is fair and reasonable.
The Government will issue BPAs resulting from the CSS to the responsible Offerors who provide the Government with the lowest total evaluated price (TEP) for the items which meet all of the criteria specified in the Item Description and IAW BMS8-169 and BMS8-80. There may be as few as one or as many as five BPAs.
IAW FAR 13.303, the Government reserves the right to not issue any BPAs if acceptable responses are not received.
Quote Review - after closing of this solicitation, Contracting will review all quotes, which will include the following items:
Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 6 of 7
a. Quote Completeness - Quotations will be reviewed for completeness. Incomplete quotes will be considered ineligible for award.
b. Price Reasonableness - The Offerors prices will be evaluated for reasonableness. Reasonableness must represent a price to the Government a prudent person would pay in the conduct of competitive business.
Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 13.106-3(a).
c. Price Realism - The Government intends to determine price realism based on adequate price competition. In the event the Government cannot determine price realism based on adequate price competition, the Government reserves the right to conduct a more detailed price realism evaluation using one or more of the price analysis techniques described in FAR 13.106-3(a). The Government may also use other evaluation techniques, as needed. To be realistic, the price list and TEP must demonstrate an adequate understanding of the requirement. Quoted prices that are determined to be unrealistically low due to an inadequate understanding of the requirement will make the quotation ineligible for award.
d. Unbalanced Pricing - Offerors quotations will be reviewed for unbalanced pricing. Evaluated quotes that are determined to be unbalanced may be deemed ineligible for award by the Contracting Officer if a determination is made that lack of balance poses an unacceptable risk to the Government. Unbalanced pricing exists when, despite an acceptable TEP, the unit price of one or more price list years is significantly over or understated as demonstrated by application of price analysis techniques, such that:
i. There is reasonable doubt the quote would result in the lowest overall cost to the Government, even though it is the lowest priced quote; or,
ii. The quote is so grossly unbalanced; its acceptance would be tantamount to allowing an advanced payment.
e. TEP - Contracting will calculate the TEP for each quote based on the TEP Worksheet that will be filled out by the contractor. Contracting will verify that the pricing on TEP Worksheet matches that of the Price List. TEP will be used for evaluation purposes only.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market Research was concluded on 27 June 2022, with a review of Small Business RSS Feed to locate potential business through NAICS code 325520 and/or keywords searches (Cytec Frozen Material, frozen material, etc.)
and a search of the Dynamic Small Business Search website, located at http://dsbs.sba.gov. Additional methods used to arrive at market research: Internet searches of specific frozen material authorized vendors, telephone calls to vendors, and information from Subject Matter Experts (SMEs) and previous contract awarded for Cytec Frozen Material. The results of the market research are outlined in Section VI.
