SUMMARY OF CHANGES
The purpose of this amendment is to answer questions from industry and extend the Block 14 (Description of Amendment/Modification):
solicitation date to 3/14/2022 at 12:00 pm CST.
Question 1: Shall be able to be powered by both diesel and electric"
a. Vague bullet point that could be misinterpreted by industry. We believe this means that the mission wants to be able to run off Tier 3 diesel fuel (or Jet-A as specified). Does the customer need to also be able to power the unit off 3PH plug in utility power? If so, what is the voltage requirements (i.
e. 480V/60Hz input power).
Answer 1a: YES plug in electrical utility power from a facility is required using a Hubbel-Killark VP10487 100a 3w4p style plug capable of 100 amps with at least a 25 foot cable
b. The ACU unit is a diesel-electric unit so there could be confusion here, we recommend adding more details in regards to whether or not plug in utility power is required.
i. Additionally, assuming plug in utility power operation is required, there is no specification for input power cable or plug. As such the unit would be quoted without the cable and plug, so we recommend adding those items explicitly if required. For the input power cable, we recommend specifying what length is required. For the plug, further detail would be needed on the specific input power plug required to connect to the utility/facility input power. Otherwise the unit would not include plug for connecting to utility/facility power.
Answers 1b: See Above
Statement 2: Standard ACU-302 options specified by USAF that are missing from the specification:
1. Does not include IUD nameplate
Customer: Doesn't matter, but all items should have a basic data plate
2. Does not include custom Grey paint for USAF - units will be white with yellow tow bars and yellow reflective tape
Customer - Custom paint is not required
3. Does not include condenser coil hail guard
Customer - All air conditioning/heating components should be covered by some kind of a metal shroud. A special shroud is not required.
4. Does not include MIL STD 209K ties downs
Customer - This isn't a requirement.
5. Does not include USAF stencils and marking package
Customer - Not required. MXSG does this specifically for OC-ALC units
6. Does not include air transportability
Customer - Not required
7. Does not include battery heater
Customer - not required
8. Does not include air delivery damper
Customer - An adjustable air outlet damper should be included
9. Does not include galv. chassis and aluminum doors for corrosion resistance
Customer - not required.
10. Does not include passive water removal system from airflow
Customer - not required
11. Lack of specificity on type of air delivery hose (USAF standard is flat, insulated style delivery hose) Customer- Yes, this hose should be 8 in diameter
12. Does not include commissioning or training
FA812522Q00460002
Customer - This will most likely not required commissioning or training, but a technical and repair manual will be required.
13. Is there a desire to be supported by the common SE stock listed kit for the ACU-302?
Customer -Yes.
14. No requirement specified for warranty period (TLD standard is 2 years)
Customer - Yes, 2 years or more
