Questions and Answers – 15 December 2015
RFP# FA8125-16-R-0001
Below are questions that were received from industry. The Government is providing these questions and responses to ensure all offerors have the same information related to this solicitation.
1. In reference to 1.2.1.1. (b) If data is found not to be valid what are the needed steps to be taken to make the corrections?
Government Response: This statement is telling the contractor to make sure the information they are providing to the students is current. Should the contractor find data related to course material is incorrect, the contractor should identify the incorrect data to the Courseware Program Manager for the government to determine what course of action, if any, should be taken. Available courses of action include immediate pen & ink changes to courseware, schedule an out-of-cycle courseware review, or simply holding the data changes until the next scheduled review. These processes are described in detail in AFI 36-2201 AFMC Sup 1 Air Force Training Program and AFMAN 36-2234 Instructional System Development
2. In reference to 1.2.4. Upon providing an electronic monthly status report, what are technical support projects in reference to?
Government Response: This statement is NOT applicable to the vocational training effort. It will be removed from the PWS.
3. In reference to 3.1.8. If the property is checked out to a student during the duration of the class and becomes lost while in their possession, which is responsible; the student or the contractor?
Government Response: If the contractor can show reasonable proof that the student was in physical control at the time of loss, the student would be responsible not the contractor. This would be reviewed on a case by case basis.
4. In reference to 1.15. During the phase out plan, when and what time frame would be allowed to remove equipment (i.e. shop equipment, computers, office furniture, supplies)?
Government Response: Immediately upon award of other than incumbent, the government will not request classes that require the utilization of Contractor owned property. Therefore, the contractor could start the phase out immediately.
5. In reference to 3.1.13. Is there an official government label we should be utilizing? If so, where can we acquire said labels?
Government Response: DFARS clause 252.245-7001 Tagging, Labeling, and Marking of Government-Furnished Property, the applicable clause, does not address a specific label. The contractor should propose a label for approval thru the COR.
