STATEMENT OF WORK (SOW)
FOR
OMNI-ARM POWER DRIVE & TOOLING HEADS
OC-ALC/OBCA
18 Feb 2016
1.0 SECTION I – DESCRIPTION OF SERVICES.
1.1 Scope of Work
General Requirements: The Contractor shall provide the following: D-Check
Developments part number BJ-PD-R “Retro Kit – Power Drive System w/3000 lb.
Capacity Infinitely Variable Speed” and D-Check Developments model NBM – tool heads for the “LH Side Brace and RH Side Brace for B-1 Bomber with the design modifications from contract FA8126-15-M-0059. Once completed, the Contractor shall ship the items to Tinker AFB and demonstrate the operation of these new items and provide training in their use.
2.0 SECTION 2 – PRODUCT DESCRIPTION
2.1 Design Requirements: The design for the power drive system and tooling heads must meet or exceed the following design criteria.
2.1.1 The power drive system must be part number BJ-PD-R, and power the D-Check
Developments Omni-Arm.
2.1.2 All interfaces with landing gear components must not produce metal-to-metal contact, as to not damage the aircraft components.
2.1.3 The tooling heads shall be designed to interface with the lower side braces on the right and left landing gears of the B-1 aircraft.
2.1.4 The warranty must be at least one year.
2.1.5 The landing gear installation device must be able to lift the lower side braces with a minimum safety factor of 2.
2.1.6 The contractor shall utilize the tooling head designs from FA8126-15-M-0059 to eliminate engineering design costs.
2.1.7 Contractor shall ensure that all items requiring maintenance be easily accessible for maintenance personnel.
2.1.8 Contractor shall supply onsite training at Tinker AFB for the maintenance and start-up of the equipment.
2.1.9 Contractor shall supply 3 copies of the operators/maintenance manual to include spare parts breakdown, general breakdown of the lifting device for maintenance, and a schedule for any required maintenance.
2.1.10 Drawings and Other Data to Become Property of the Government: All technical/development/production level data related to the development and production of the Omni Arm Tooling Heads including but not limited to form, fit, and function of any component modified or designed to interface with the landing gear side braces of the
B-1 Bomber. Reference Contract Data Requirements List (CDRL) Attachment C and
Data Item Description Attachment D.
2.2 Operating Hours
All work shall be performed during normal operating hours, 0700-1600 local Monday thru
Friday except on federal holidays when the facility shall be closed. Contractor shall coordinate all work through the contracting officer.
2.3 Period of Performance
All work on this contract shall be completed within 90 calendar days after award. Work will need to be accomplished in phases to work around aircraft’s schedules and in a manner for the least impact to production. The days required for installation need to be approved by Government POC.
2.4 Contractor Personnel
The Contractor shall provide an initial listing of names and position titles of employees who will come to Tinker Air Force Base to the GPOC within five (5) business days after the contract award date. Within five (5) business days, the Contractor shall also provide an updated listing of personnel to the Government POC when employees affecting the work of this contract change status or position.
The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, and/or general well-being, or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States (US) Government if the employment of the person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Air Force (AF), either military or civilian, unless such person seeks and receives approval according to the DoD
5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the AF if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Air Force
Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty Government POCs who are providing surveillance on any contracts/sub-contracts awarded to the Contractor. All contract personnel, depending on particular condition, occasion, or place or job assignment shall be required to wear professional and suitable attire. All Contractor personnel shall conduct themselves in a professional and courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor personnel in performance of this SOW shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this SOW and Tinker AFB regulations concerning the conduct of employees as referenced herein. The Contractor shall employ and maintain a technically trained and experienced work force.
2.5 Quality Control Program
The contractor is responsible for the quality of services provided under the terms of this contract, including those provided by subcontractors. To ensure the requirements of this contract are met, the contractor shall implement an effective, economical quality control program to identify, prevent, and ensure non-recurrence of defective services.
2.6 Safety Requirements
The contractor shall comply with all safety practices posted in the assigned work area and the attached Appendix C, provided by the Safety Office. The contractor is required to comply with the current standards of the codes, regulations, and standards including, but not limited to:

AFOSH Std 91-501, Sep 02, Air Force Consolidated Occupational Safety Standard
2.7 Housekeeping
The contractor shall keep the work areas clean and neat in accordance with Industry
Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this SOW.
2.8 Tool Control and Accountability
While performing contract services in or around Maintenance Production Shops including
Ramp areas, the contractor shall comply with AFMCI 21-107, Tool Control and
Accountability Program and Tinker Instruction 21-112, Tool Management. Minimum requirements:
2.8.1 All tools brought into the 76 MXW Wing areas including ramp areas shall be secured in a container or bag.
2.8.2 Each tool shall be identified and listed separately on a “tool listing” kept inside each container or bag.
2.8.3 Contractor personnel shall make the “tool listing” available to government personnel when requested.
2.8.4 Contractor personnel shall ensure all tools are secured when not in use.
2.8.5 Contractor personnel shall ensure no tools are left unattended at any time.
2.8.6 Contractor personnel shall inventory the container or bag of tools at the beginning of the
Day.
2.8.7 Contractor personnel shall inventory the container or bag of tools at the end of each day.
2.8.8 Contractor personnel shall immediately notify the QAP of any tools that are missing. Tools not located within one hour of notification will be reported by the QAP to appropriate government personnel.
2.9 Foreign Object Damage (FOD) and Dropped Object Prevention (DOP)
Contractor personnel who, in performance of their assigned duties on this contract, work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers and the contractor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps and in aircraft hangers and maintenance areas are required by AFMCI 21-122 to receive FOD/DOP training and to comply with AFMCI 21-
122. Contractor personnel shall obtain FOD/DOP Awareness and Prevention Training which is available on the Tinker Intranet, https:/ /wwwmil.tinker.af.mil /76mxw /FOD.asp.
2.10 Environmental Protection & Safety:
The Contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions, or regulation changes during the term of this contract.
Contractors shall be compliant with the Tinker Air Force Base (AFB) Supplement to Air
Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker AFB Instruction (TAFBI) 32-7004, “Hazardous Waste
Management”, and Complex procedures per OC-ALC Sup to AFI 32-7086, “Hazardous
Material Management” and OC-ALC Instruction (OC-ALCI) 32-101 “Air Quality Record
Keeping Procedure”. Publications are available digitally on the e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
2.11 Hazardous Material (HAZMAT):
If HAZMAT shall not be brought on base or used in the performance of this contract; the
Contractor shall provide certification, in writing and printed on company letterhead, which states “No HAZMAT will be brought on base” or “No HAZMAT Usage”. Said letter shall also contain the contract number for which the statement applies. This certification shall be provided to the Government POC within ten (10) business days after the contract award date. Upon the receipt of the certification by the Government POC, the requirements of this section are no longer applicable.
The Contractor shall not store chemicals or HAZMAT on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per the OC-ALC Supplement to
AFI 32-7086, “Hazardous Materials Management”. The Contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the Government
POC monthly, the last business day of each month, or when the required work is completed. The Government POC will forward the records to the Unit Environmental https://wwwmil.tinker.af.mil/76mxw/FOD.asp http://www.e-publishing.af.mil/

) calendar day of the following month or the first
(1 st ) subsequent business day.
2.12 Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS):
Upon the Government POC’s confirmed receipt of the Contractor’s written certification which states “No HAZMAT Usage”, the requirements of this section are no longer applicable. Said certification letter shall be printed on company letterhead and contain the applicable contract number for which the services are being performed.
The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this SOW on Tinker AFB before the written approval is provided by the 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance).
The Contractor shall submit to the Government POC, ten (10) calendar days after the contract award date, all MSDS or SDS and a completed OC-ALC Form 152, MSDS/SDS
Information Sheet. The Contractor shall receive approval from the Government POC prior to shipping any chemical, material, or substance to Tinker AFB. A copy of the manufacturer MSDS/SDS shall accompany the shipment. The Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health
Administration (OSHA) Hazardous Communication Standard, Title 29, Code of Federal
Regulation (CFR) Part 1910.1200. The Government POC will forward all MSDS/SDS submittals to the 72 ABW/CEIE for approval. A current manufacturer MSDS/SDS shall be submitted to the Government POC if the Contractor changes manufacturer or vendor for any chemicals that were previously approved. The Contractor shall maintain copies of the manufacturer MSDS/SDS for all chemicals. The MSDS/SDS shall be readily accessible at all times by contractor personnel as well as Government employees.
2.13 Hazardous Waste (HAZWASTE):
If HAZWASTE shall not be generated during the performance of this contract; the
Contractor shall provide written certification which states that there is “No Hazardous
Waste Generation”. Said certification letter shall be printed on company letterhead and contain the applicable contract number. This certification shall be provided to the
Government POC within ten (10) business days after award. Upon the Government POC’s confirmed receipt of the Contractor’s written certification which states “No Hazardous
Waste Generation”, the requirements of this section are no longer applicable.
The Contractor shall dispose of HAZWASTE in Government furnished waste containers located in the shop or area where the work is being performed. The Contractor shall notify the Government POC if the required waste containers are not available on site.
2.14 Discharges:
Any discharges into Tinker’s Industrial Waste Treatment Plant (IWTP) or sanitary sewer shall be approved and accomplished IAW the Tinker Industrial Waste Water Discharge
Permit as instructed by the 72 ABW/CEIE, Natural Infrastructure Management
(Environmental Compliance). The Government POC will submit the required notice of intent documentation to the UEC for the 72 ABW/CEIE approval. The Contractor shall maintain records of any written approval issued by the 72 ABW/CEIE for discharges into the IWTP and sanitary sewer.
2.15 Off-Site Discharges:
For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges that may contain pollutants resulting from any contracted service go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works
(POTW). The Contractor shall provide a letter from the POTW to the Government POC within ten (10) calendar days after the contract award date. The letter shall state the
POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.
2.16 Spills:
Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident.
When possible, the Contractor shall use a base telephone to receive help from Tinker AFB
911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the Government POC and UEC.
The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
One (1) copy to CO, two (2) copies to the Government POC, one (1) copy for the UEC, and one (1) copy for the record. The format of the report shall be left up to the Contractor;
however, the report shall contain the following information.
o name and contact number of the person reporting the spill o date and time of incident o location and source of spill o substance or pollutant spilled o amount spilled and rate of discharge o any damages or injuries involved o extent of area impacted o potential hazards o actions taken o organizations contacted o remarks section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
2.17 Environmental Training:
Upon the Government POC’s confirmed receipt of the Contractor’s written letter which certifies “No Hazardous Waste Generation”, the requirements of this section are no longer applicable. Said certification letter shall be printed on company letterhead and contain the applicable contract number for which the services are being performed.
Contractor personnel performing duties in the service of this SOW shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable state laws and regulations; DoD, AF, and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by the 72 ABW/CEIE, Natural
Infrastructure Management (Environmental Compliance). RCRA training is available at http://www.natlenvtrainers.com/RCRA-hazardous-waste.htm;

Contractor’s expense. Prior to obtaining training and within ten (10) calendar days after the contract award date, the Contractor shall provide the name of the training institution or company and course description to the Government POC for approval. Once written approval is received from the Government POC, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this
SOW. The Contractor’s environmental training certificates shall be provided to the
Government POC within thirty (30) calendar days. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per
Tinker AFBI 32-7004, “Hazardous Waste Management”.
2.18 Pass and ID Requirements
Sponsors must provide the visitor’s name, company (if applicable), on-base destination, sponsor’s name, organization, work address and phone number. Visitors will be denied access to the base if sponsors are unavailable. When sponsoring eight or more visitors, sponsors must provide an Entry Authorization List (EAL), Sponsor Letter and
Responsibility Letter. The EAL must be provided in three copies. The Letter of
Responsibility must be signed by the sponsor in the presence of security forces personnel at Pass and ID no later than 48 hours before visitors require access to Tinker AFB. If visitors will require access to the base on weekends, sponsors must provide all requirements no later than the Wednesday before the weekend. EALs will not be accepted by phone, fax or e-mail. Names on the EAL must be listed by LAST NAME, FIRST
NAME, MIDDLE INITIAL and in alphabetical order by last name. The EAL must contain the specifics of the function, location, date, time, sponsor’s name, address, contact telephone number.
3.0 SECTION III - GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 N/A
3.2 Government Furnished Services are not Applicable during the Performance of this
Contract
3.2.1 Security Forces

The Government will provide general on-base security forces' service. The security forces telephone numbers are 911 for emergencies, 734-2000 for crime in progress, and
734-3737 for non-emergency calls.
3.2.2 Fire & Emergency Services
The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the Tinker AFB Fire
Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call
734-3981. For routine calls to dispatch call 734-7964.
3.2.3 Emergency Medical Service
The Government will provide 24 hour on-base state certified paramedic level emergency response and patient transport services for Contractor personnel who are injured or become seriously ill while on Tinker Air Force Base. The telephone number is 911 for emergencies.
Note: Calling 911 from a cell phone will be received by the off-base emergency 911 system, causing a delay in response time by emergency personnel. When possible use a base telephone to receive on-base help.
3.3 Utilities
The Government will furnish utility services. These utilities include electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.4 Custodial Services
The Government will provide custodial services limited to the extent provided in the Base
Custodial Contract(s) for the Government provided facilities.
3.5 Workspace
The Government will provide access to the equipment and adequate workspace around the equipment.
3.6 Security Requirements
3.7.1 All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation, shall abide by all security instructions and directives of Tinker Air Force Base. Employees are responsible for safeguarding any government property provided for contractor use.
3.7.2 The contractor and any subcontractors, as applicable, shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population;
nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
3.7.3 Contractor shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
3.7.4 The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
3.8 Quality Assurance
According to the Inspection of Services Clause, FAR 52.246-4 Fixed Price, the
Government will evaluate the contractor’s performance under this contract. Quality
Assurance Personnel (QAP): The QAP(s) is/are a representative of the CO and will participate in the administration of this contract. Any matter concerning a change in scope, prices, terms, or conditions of this contract shall be referred to the CO. The services to be performed by the contractor during the period of this contract shall at all times and places are subject to review by the CO or QAP.
3.9 Emergency Evacuation Procedures
Contractor employees shall follow the direction of Government employees in regards to emergency evacuation procedures, i.e., fire, tornado, bomb threats, etcetera. It is the responsibility of the contractor to provide guidance and establish procedures for responding to an emergency for their employees. It is the responsibility of the contractor to account for their employees following an emergency situation.
4.0 Map and Work Area Layouts
Drawings for the installation area will be issued to the contractor after contract award at contractor’s request.
APPENDIX "C"
INDUSTRIAL SAFETY REQUIREMENTS
SECTION I - GENERAL REQUIREMENTS
A. Safety Program Requirements. The Contractor shall implement a safety program that ensures protection of Government personnel and property. The program shall consist of, as a minimum:
1. Mishap notification/reporting as defined in Section I.B. below.
2. A Safety Program that addresses, as a minimum, the subjects listed in Safety Program
Elements, Section II and to be used during performance of the work described in THE
CONTRACT.
B. Mishap Notification.
1. The Contractor shall notify the procuring Safety Office or a designated Government
Representative (GR) within one (1) hour of all mishaps or incidents. A written report of the mishap/incident shall be sent within three calendar days to the GR, who shall forward it to the
Procuring Safety Office. For information not available at the time of initial written report, the
Contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the Safety Office.
2. Mishap notifications shall contain, as a minimum, the following information:
a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Nomenclature of equipment and personnel involved in accident/incident
g. Corrective actions (taken or proposed)
h. Other pertinent information
3. If requested by the designated government representative, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.
C. The safety provisions of this contract, shall apply to any subcontracts/subcontractors.
Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contractor and the procuring office.
