STATEMENT OF WORK (SOW)
FOR
B-1 LANDING GEAR INSTALLATION DEVICE
76 AMXG/QPE

1.0 SECTION I – DESCRIPTION OF SERVICES.
1.1 Scope of Work
General Requirements: The contractor shall design and manufacture a B-1 landing gear installation device whose principle design utilizes an arm that can install the select components of the B-1 landing gear specified in Section 2 of this Statement of Work (SOW). The design must be in accordance with the terms and conditions outlined herein and conform to this SOW. The contractor shall provide all labor, tools, equipment, test equipment personal protective equipment and clothing, hearing protection, eye protection including prescription safety glasses, materials and parts, transportation and other incidentals necessary to travel to Tinker AFB, OK, to perform field verification, measurements, deliver, and demonstration/instruction. The contractor shall be responsible for ensuring all services and parts provided under this contract are in accordance with the terms and conditions outlined herein and conform to this SOW.
2.0 SECTION 2 – PRODUCT DESCRIPTION
2.1 Design Requirements: The design for the B-1 Landing Gear Installation Device must meet or exceed the following design criteria.
2.1.1 The overall design must utilize an arm, either robotic or hydraulic, to install the landing gear components.
2.1.2 The arm must have three dimensional movement capability.
2.1.3 The motion of the arm must be controllable down to one-thousandth of an inch.
2.1.4 The installation device must be self-contained, i.e. no cords or other trip hazards leading to or from the device.
2.1.5 The installation device must have a corrosion resistant coating on all exposed metal surfaces
2.1.6 All interfaces with landing gear components must not produce metal-to-metal contact, nor can the installation device damage the aircraft or any components
2.1.7 The design may utilize various attachments to the arm in order to install the various landing gear components shown in Appendix B.
2.1.8 The warranty for the landing gear lifting device must be at least one year.
2.1.9 The landing gear installation device must be equipped with lockable swivel castors, or another equivalent form of movement.
2.1.10 The landing gear installation device must be capable of picking up the landing gear components from ground level, and installing them at the appropriate location on the aircraft.
2.1.11 The landing gear installation device must be able to lift the various landing gear components listed in Table 1 in Appendix A with a minimum safety factor of 2.
2.1.12 The landing gear installation device must require no more than 2 people for operation.
2.1.13 The landing gear installation device must be able to operate within the space available between the aircraft, landing gears, landing gear doors, and any stands needed for personnel to install the landing gear components.
2.1.14 The contractor must schedule a site visit to obtain field measurements prior to submitting their bid.
2.1.15 Upon completion of the design of the landing gear installation device, a design review must take place with the engineer at Tinker AFB, OK prior to manufacturing and construction.
2.1.16 Contractor shall ensure that all items requiring maintenance be easily accessible for maintenance personnel.
2.1.17 Contractor shall supply training for the maintenance and start-up of the equipment.
2.1.18 Contractor shall supply 3 copies of the operators/maintenance manual to include spare parts breakdown, general breakdown of the lifting device for maintenance, and a schedule for any required maintenance.
2.2 Operating Hours
All work shall be performed during normal operating hours, 0700-1700 local Monday thru Friday except on federal holidays when the facility shall be closed. Contractor shall coordinate all work through the contracting officer.
2.3 Period of Performance
All work on this contract shall be completed within 120 calendar days after award. Work will need to be accomplished in phases to work around aircraft’s schedules and in a manner for the least impact to production. The days required for installation need to be approved by QAP.
2.4 Contractor Personnel
The Contractor shall provide a point of contact (POC) and an alternate who shall act for the Contractor when the manager is absent and shall designate these individuals in writing to the Contracting Officer within two (2) business days of contract award. The Contractor shall provide telephone numbers of the Contract Manager and alternate, and where they may be contacted at any time. The Contract Manager shall have full authority to act for the Contractor on all matters relating to operation of this contract on Tinker Air Force Base.
The Contract Manager or alternate shall be available to meet on the installation with Government personnel designated by the Contracting Officer to discuss problem areas within two (2) hours of notification. Contractor’s employees shall present a neat, clean, safe, and professional appearance at all times, and is easily recognized.
2.5 Continuation of Essential DoD Contractor Services during Crisis
This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DoDI 3020.37, E2.1.1, and E2.1.3.
2.6 Re-performance of Unacceptable Services
The contractor shall have one business day to re-perform unacceptable services, after notification by the QAP that services are unacceptable.
2.7 Quality Control Program
The contractor is responsible for the quality of services provided under the terms of this contract, including those provided by subcontractors. To ensure the requirements of this contract are met, the contractor shall implement an effective, economical quality control program to identify, prevent, and ensure non-recurrence of defective services.
2.8 Safety Requirements
The contractor shall comply with all safety practices posted in the assigned work area and the attached Appendix C, provided by the Safety Office. The contractor is required to comply with the current standards of the codes, regulations, and standards including, but not limited to:
• NFPA 70, National Electric Code
• AFOSH Std 91-66, Oct 97, General Industrial Operations
• AFOSH Std 91-501, Sep 02, Air Force Consolidated Occupational Safety Standard
2.9 Housekeeping
The contractor shall keep the work areas clean and neat in accordance with Industry Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this SOW.
2.10 Tool Control and Accountability
While performing contract services in or around Maintenance Production Shops including Ramp areas, the contractor shall comply with AFMCI 21-107, Tool Control and Accountability Program and Tinker Instruction 21-112, Tool Management. Minimum requirements:
2.11.1 All tools brought into the 76 MXW Wing areas including ramp areas shall be secured in a container or bag.
2.11.2 Each tool shall be identified and listed separately on a “tool listing” kept inside each container or bag.
2.10.1 Contractor personnel shall make the “tool listing” available to government personnel when requested.
2.10.2 Contractor personnel shall ensure all tools are secured when not in use.
2.11.5 Contractor personnel shall ensure no tools are left unattended at any time.
2.11.6 Contractor personnel shall inventory the container or bag of tools at the beginning of the day.
2.11.7 Contractor personnel shall inventory the container or bag of tools at the end of each day.
2.11.8 Contractor personnel shall immediately notify the QAP of any tools that are missing.
Tools not located within one hour of notification will be reported by the QAP to appropriate government personnel.
2.12 Foreign Object Damage (FOD) and Dropped Object Prevention (DOP)
Contractor personnel who, in performance of their assigned duties on this contract, work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers and the contractor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps and in aircraft hangers and maintenance areas are required by AFMCI 21-122 to receive FOD/DOP training and to comply with AFMCI 21-
122. Contractor personnel shall obtain FOD/DOP Awareness and Prevention Training which is available on the Tinker Intranet, https:/ /wwwmil.tinker.af.mil /76mxw /FOD.asp.
2.13 Pass and ID Requirements
Sponsors must provide the visitor’s name, company (if applicable), on-base destination, sponsor’s name, organization, work address and phone number. Visitors will be denied access to the base if sponsors are unavailable. When sponsoring eight or more visitors, sponsors must provide an Entry Authorization List (EAL), Sponsor Letter and Responsibility Letter. The EAL must be provided in three copies. The Letter of Responsibility must be signed by the sponsor in the presence of security forces personnel at Pass and ID no later than 48 hours before visitors require access to Tinker AFB. If visitors will require access to the base on weekends, sponsors must provide all requirements no later than the Wednesday before the weekend. EALs will not be accepted by phone, fax or e-mail. Names on the EAL must be listed by LAST NAME, FIRST NAME, MIDDLE INITIAL and in alphabetical order by last name. The EAL must contain the specifics of the function, location, date, time, sponsor’s name, address, contact telephone number.
3.0 SECTION III - GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 Government Furnished Property (GFP) is not applicable to the performance of this contract in accordance with FAR Parts 45 and 52.245 plus supplements.
3.2 Government Furnished Services are Applicable during the Performance of this
Contract
The Government will furnish the following services:
3.2.1 Security Forces
The Government will provide general on-base security forces' service. The security forces telephone numbers are 911 for emergencies, 734-2000 for crime in progress, and 734-3737 for non-emergency calls.

3.2.2 Fire & Emergency Services
The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the Tinker AFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters call 734-3981. For routine calls to dispatch call 734-7964.
3.2.3 Emergency Medical Service
The Government will provide 24 hour on-base state certified paramedic level emergency response and patient transport services for Contractor personnel who are injured or become seriously ill while on Tinker Air Force Base. The telephone number is 911 for emergencies.
Note: Calling 911 from a cell phone will be received by the off-base emergency 911 system, causing a delay in response time by emergency personnel. When possible use a base telephone to receive on-base help.
3.3 Utilities
The Government will furnish utility services. These utilities include electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.4 Custodial Services
The Government will provide custodial services limited to the extent provided in the Base Custodial Contract(s) for the Government provided facilities.
3.5 Workspace
The Government will provide access to the equipment and adequate workspace around the equipment.
3.6 Environmental Protection and Safety
The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The contractor shall comply with any laws, instructions or regulation changes during the term of this contract. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness and materials handling (including hazardous materials and hazardous waste).
3.6.1 Hazardous Material
Contractor not occupying space on base: The contractor shall not store chemicals/HAZMAT on Tinker AFB. All chemicals/HAZMAT must be approved prior to being transported on base for use by any contractor. The contractor shall prepare and submit to the QAE/QAP, ten (10) calendar days after contract award date, one (1) each, Chemical/Hazardous Material Request Authorization Form (Air Force Form 3952) and MSDS for each chemical, materials and substance proposed to be used in performance of this PWS. The QAE/QAP shall forward the completed AF Form 3952s and MSDS to 72 ABW/CEAN for approval. The contractor shall not transport or use any chemical, material or substance on Tinker AFB before written approval is provided by 72 ABW/CEAN. Contractor shall maintain copies of MSDSs for all chemicals. The MSDSs must correspond with the manufacturers of the chemicals on hand. Manufacturer, material, and MSDS must match. NOTE: MSDS refers to manufacturer MSDS.
Once material is approved for use, contractor shall contact base EM (72 ABW/CEAN) and provide a list of all material. 72 ABW/CEAN shall determine any additional material requirements based on the hazard code of the material.
3.6.2 Hazardous Waste
Contractor not occupying space on base: Contractor shall dispose of any spent/processed chemical solutions and used rags in waste drums located in the shop/area the work is being performed in.
3.6.3 Discharges
Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be done in accordance with Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEAN. The contractor shall maintain records of written authorization issued by 72 ABW/CEAN for discharges into IWTP and sanitary sewer.
3.6.4 Spills
Upon occurrence of any spills that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 911 to report the incident.
When possible, the contractor shall use a base telephone to receive help from Tinker AFB
911. If using a cell phone, request Tinker AFB 911. The contractor shall report all environmental violations to the QAE/QAP. The contractor shall submit a typed or written report about the incident within four (4) clock hours. The contractor shall provide five (5) copies of the written report. The contractor shall provide one copy to the CO, two copies to the QAE/QAP, a copy for Unit Environment Coordinator (UEC) and a copy for record.
The format of the report shall be left up to the contractor, but the report shall contain the following information.
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved
7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
3.6.5 Environmental and Safety Training
The contractor personnel shall have Resource Conservation Recovery Act (RCRA) environmental and safety training required by the state and federal government. The training shall be IAW the following regulations: Resource Conservation Recovery Act (RCRA) 40 Code of Federal Regulation (CFR) 265.16 “Personal Training”, Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response Standard Title 29, CFR Part 1910.120 “Hazardous Waste Operations and Emergency Reponses” 40 CFR Part 63.741-40 CFR 63.753, Subpart GG- National Emission Standards for Aerospace Manufacturing and Rework Facilities, Oklahoma City Air Logistics Center Tinker Air Force Base Instruction (OC-ALC TAFB) 32-7004, Hazardous Waste Management Instruction, Section 13, and Air Force Instruction (AFI) 32-7042, “Solid and Hazardous Waste Compliance”, Section 2, 76 MXW OI 32-7 “Hazardous Material Management Program (In its entirety), 76 MXW OI 32-101 “Air Quality Record Keeping Procedure” (In its entirety) & 76 MXW OI 32-7004 “Hazardous Waste Management Program” (In its entirety) . The contractor shall provide the environmental and safety training certificate for all employees to the CO and QAE/QAP, within ten (10) calendar days after contract award date.
3.7 Security Requirements
3.7.1 All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation, shall abide by all security instructions and directives of Tinker Air Force Base. Employees are responsible for safeguarding any government property provided for contractor use.
3.7.2 The contractor and any subcontractors, as applicable, shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its population;
nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
3.7.3 Contractor shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
3.7.4 The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
3.8 Quality Assurance
According to the Inspection of Services Clause, FAR 52.246-4 Fixed Price, the Government will evaluate the contractor’s performance under this contract. Quality Assurance Personnel (QAP): The QAP(s) is/are a representative of the CO and will participate in the administration of this contract. Any matter concerning a change in scope, prices, terms, or conditions of this contract shall be referred to the CO. The services to be performed by the contractor during the period of this contract shall at all times and places are subject to review by the CO or QAP.
3.9 Emergency Evacuation Procedures
Contractor employees shall follow the direction of Government employees in regards to emergency evacuation procedures, i.e., fire, tornado, bomb threats, etcetera. It is the responsibility of the contractor to provide guidance and establish procedures for responding to an emergency for their employees. It is the responsibility of the contractor to account for their employees following an emergency situation.
4.0 Map and Work Area Layouts
Drawings for the installation area will be issued to the contractor after contract award at contractor’s request.

INDUSTRIAL SAFETY REQUIREMENTS
SECTION I - GENERAL REQUIREMENTS
A. Safety Program Requirements. The Contractor shall implement a safety program that ensures protection of Government personnel and property. The program shall consist of, as a minimum:
1. Mishap notification/reporting as defined in Section I.B. below.
2. A Safety Program that addresses, as a minimum, the subjects listed in Safety Program Elements, Section II and to be used during performance of the work described in THE
CONTRACT.
B. Mishap Notification.
1. The Contractor shall notify the procuring Safety Office or a designated Government Representative (GR) within one (1) hour of all mishaps or incidents. A written report of the mishap/incident shall be sent within three calendar days to the GR, who shall forward it to the Procuring Safety Office. For information not available at the time of initial written report, the Contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the Safety Office.
2. Mishap notifications shall contain, as a minimum, the following information:
a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Nomenclature of equipment and personnel involved in accident/incident
g. Corrective actions (taken or proposed)
h. Other pertinent information
3. If requested by the designated government representative, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.
C. The safety provisions of this contract, shall apply to any subcontracts/subcontractors.
Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contractor and the procuring office.
SECTION II - SAFETY PROGRAM ELEMENTS
